Standard Practice for Conformity Assessment of Protective Gloves Worn by Law Enforcement and Corrections Officers
SCOPE
1.1 This practice establishes the conformity assessment requirements for protective gloves worn by law enforcement and corrections officers. It was developed based on end user input regarding hazards of concern and operational requirements of officers.2
1.2 This practice provides two options for conformity assessment: (1) supplier’s declaration of conformity (SDOC) and (2) certification.
1.2.1 This practice is intended to be used by purchasers and suppliers in the procurement of gloves that meet Specification E3109, and the purchaser is responsible for selecting either SDOC or certification.
Note 1: An ASTM guide is being developed to provide agencies and end users with information related to the selection, procurement, and use of protective gloves worn by law enforcement and corrections officers while on duty.
1.2.2 The performance, testing, labeling, documentation, and reporting requirements for SDOC and for certification are specified in Specification E3109.
1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.
1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview
ASTM E3108-18 is the standard practice for conducting conformity assessments of protective gloves used by law enforcement and corrections officers. Developed by ASTM International, this practice responds directly to the hazards and operational requirements identified by end users in these sectors. The standard ensures effective procurement and use of gloves designed to meet protection, performance, and documentation requirements as specified in ASTM E3109.
By establishing a clear approach to conformity assessment, ASTM E3108-18 contributes to officer safety and organizational compliance with international best practices. It provides guidance for both purchasers and suppliers in the protective glove supply chain, ensuring product quality and trustworthiness through recognized assessment options.
Key Topics
Conformity Assessment Options:
The standard supports two main pathways for conformity assessment:- Supplier’s Declaration of Conformity (SDOC): Allows suppliers to self-declare that gloves meet ASTM E3109, backed by required documentation and test results.
- Certification: Involves third-party evaluation and certification of gloves, providing an additional layer of independent assurance of compliance.
Documentation and Reporting:
Whether following SDOC or certification, detailed documentation, labeling, and reporting are required to ensure traceability and transparency.Labeling Requirements:
Strict rules for product and package labels ensure that critical information (such as model designation, supplier identification, country of origin, and certification marks) are permanently and clearly presented.Third-Party Accreditation:
Certification must be carried out by accredited bodies conforming to ISO/IEC 17065 and related ISO/IEC standards, ensuring credible assessment processes.Change Management:
For certified products, any material changes that could affect glove performance require re-evaluation and, if necessary, re-testing to maintain compliance.
Applications
Purchasing and Procurement:
ASTM E3108-18 is a vital reference for agencies and organizations procuring protective gloves for law enforcement and corrections use. It helps ensure that purchased gloves meet the specific requirements outlined in ASTM E3109, aligning with performance and safety needs.Supplier Responsibilities:
Manufacturers and suppliers of protective gloves can adopt this standard to structure their conformity assessment processes, streamline documentation, and provide credible evidence of compliance to their clients.Quality Assurance and Risk Management:
Following ASTM E3108-18 enhances quality assurance programs and supports overall risk management for PPE used in high-risk occupational settings.International Trade Facilitation:
As it aligns with internationally recognized standardization principles and World Trade Organization (WTO) Technical Barriers to Trade (TBT) guidelines, the standard supports fair, consistent, and transparent glove evaluation across borders.
