Packaging - Rate of recycling - Definition and method of calculation
This draft European Standard establishes a methodology for the calculation of the rate of recycling of packaging and packaging material. Note: The packaging supply chain also use other ratios in the management of their operations. The flow diagrams used in the methodology set out in this draft Standard can be used in the evaluation of such other ratios and examples are given.

Overview
EN 13440:2003 (CEN) - "Packaging - Rate of recycling - Definition and method of calculation" defines a standardized methodology to calculate the rate of recycling for packaging and packaging materials. Published by CEN in 2003, the standard supports consistent reporting and compliance with the Packaging and Packaging Waste Directive (94/62/EC). It uses a material-flow approach and flow diagrams (based on EN 13437) to define measurement points, numerator/denominator rules and treatment of cross‑border flows.
Key topics and requirements
- Scope and purpose: Establishes a methodology for calculating the packaging recycling rate; applicable to material groups (aluminium, glass, paper & board, plastics, steel, wood) and any subgroup where flow-chart data are available.
- Flow-diagram approach: Uses a general flow chart (Figure 1) to define measurement points for inputs to recycling processes - the principle foundation for the calculation.
- Rate equation: The recycling rate is an input-based ratio (numerator/denominator) using flows defined on the chart:
- Numerator: quantity of used packaging collected and supplied for recycling (including material and organic recycling where relevant).
- Denominator: quantity of packaging placed on the market and used for the first time (includes one-way and new reusable packaging introduced into use).
- Measurement rules:
- Rates are defined for stated geographic boundaries and time periods; numerator and denominator must be coincident in time.
- Units: weight over the specified time period.
- Include exports of used packaging for recycling (unless legislation specifies otherwise); exclude imported packaging waste recycled domestically.
- Exclude production scrap from primary production and converting/filling/packing/distribution scrap.
- Include relevant reuse recovery at end-of-life.
- Annex A: Demonstrates how the flow diagram can be used to calculate other useful ratios, e.g., packaging material recycling rate and packaging conversion capability.
Practical applications and who uses it
EN 13440 is practical for:
- Packaging manufacturers and converters tracking compliance and material flows.
- Recycling and waste-management companies reporting quantities supplied to material recovery.
- Compliance officers and regulators verifying progress against EU targets (94/62/EC).
- Environmental consultants and sustainability teams calculating recycling performance and designing improvement measures.
- Industry associations and auditors standardizing data collection and benchmarking.
Use EN 13440 to ensure consistent, auditable recycling-rate calculations, support policy compliance, and inform operational decisions in packaging design, collection and recycling systems.
