Lighters - Child-resistance for lighters - Safety requirements and test methods

This European Standard specifies safety requirements for lighters. These requirements are intended to make the lighters subject to the standard's provisions resistant to successful operation by children younger than 51 months.
This European Standard is applicable to lighters, as defined in 3.1, which use, as fuel, butane, isobutane, propane, or other liquefied hydrocarbon, or a mixture containing any of these, whose vapour at 24 °C exceeds a gauge pressure of 103 kPa.
This European standard does not apply to:
a)   matches or any other lighting device intended primarily for igniting materials other than smoking materials, such as fuel for fireplaces, or for charcoal, or gas-fired grills;
b)   refillable lighters for which producers provide on request to the competent authorities the necessary documentation substantiating that the lighters are designed, manufactured and placed on the market such as to ensure a continual expected safe use over a lifetime of at least five years, subject to repair, and which fulfil in particular all of the following requirements:
1)   a written guarantee from the producer of at least two years for each lighter, in accordance with Directive 1999/44/EC of the European Parliament and of the Council;
2)   the practical possibility to be repaired and safely refilled over the entire lifetime, including in particular a repairable ignition mechanism;
3)   parts that are not consumable, but are likely to wear out or fail in continual use after the guarantee period, are accessible for replacement or repair by an authorised or specialised after-sales service centre based in the European Union.

Overview

EN 13869:2002/FprA1 - published by CEN - is the European standard for child-resistance of lighters, setting safety requirements and test methods to reduce the risk that children (younger than 51 months) can successfully operate lighters. The standard applies to non-electrical lighters that contain liquefied hydrocarbon fuels (butane, isobutane, propane or mixtures) whose vapour pressure at 24 °C exceeds 103 kPa. The 2010 draft amendment (prA1) updates scope, definitions, testing documentation and compliance obligations.

Key topics and requirements

  • Scope and exclusions: Covers disposable and refillable lighters using specified fuels. Excludes matches and lighting devices intended primarily for non-smoking fuels (fireplaces, grills) and certain refillable lighters that meet repairability, warranty and documentation requirements.
  • Definitions and producer responsibilities: Clarifies terms such as “lighter”, “child-appealing lighter” and who is considered the producer (manufacturer, authorised representative or importer).
  • Child-resistance testing: Requires documented child-resistance tests (see clauses 5.x and 6 in the standard) including description of the child test panel, test sites, surrogate lighters and test procedures. Test reports must be prepared by accredited or otherwise recognised testing bodies.
  • Technical documentation: Producers must keep a detailed technical file for each lighter model (dimensions, forces, ignition mechanism, tolerances/components affecting child resistance) and retain collected test data and surrogate samples.
  • Compliance and declaration: Each shipping unit must be accompanied by a declaration of compliance stating conformity with EN 13869, producer identity, manufacturing period and place. Producers must maintain records demonstrating production conformity and monitoring procedures.

Applications and who uses it

  • Lighter manufacturers and designers: Use the standard to design and validate child-resistant mechanisms and to document design tolerances and test evidence.
  • Quality assurance and testing laboratories: Conduct child-resistance tests and produce accredited test reports required for market compliance.
  • Importers, distributors and retailers: Rely on producer declarations and documentation to ensure products placed on the EU market meet child-safety requirements.
  • Regulators and market surveillance authorities: Use the standard to assess conformity, investigate incidents and require corrective action.
  • Procurement and product safety consultants: Reference EN 13869 when specifying safe lighters for consumer markets.
