SIST EN 301 489-1:2001 is the Slovenian adoption of ETSI EN 301 489-1 V1.2.1, the common EMC standard for radio equipment and services. SIST EN 301 489-1:2001 specifies shared electromagnetic compatibility test conditions, measurement methods, limits and performance criteria for radio equipment and associated ancillary equipment, mainly for manufacturers, test laboratories and conformity assessors.

What does SIST EN 301 489-1:2001 specify?

SIST EN 301 489-1:2001 gives the common EMC requirements for radiocommunication equipment and associated ancillary equipment. It is the base part of a modular ETSI series: product-specific parts add their own test arrangements, normal test modulation and any special conditions, and those product-specific parts take precedence if there is a conflict.

The standard is intended as a harmonized standard under the EMC Directive and article 3.1(b) of the R&TTE Directive. It excludes EMC requirements for equipment covered by the Marine Equipment Directive.

The document is organized into clauses 1 to 9 and Annex A. The main clauses cover scope, references, definitions, test conditions, performance assessment, performance criteria, applicability overview tables, emissions and immunity.

What are the key requirements of SIST EN 301 489-1:2001?

Test conditions and test setup

Clause 4 requires testing under normal conditions within the manufacturer’s declared ranges for humidity, temperature and supply voltage. The test configuration and operating mode must represent intended use and be recorded in the test report. In practice, this means the lab has to test the equipment as it is meant to be used, not in an arbitrary bench setup.

Clause 4 also sets the arrangements for transmitters, receivers and transceivers, including the use of normal test modulation and external test equipment placed outside the test environment where needed. This matters because the measuring setup must not be disturbed by the immunity signals being applied to the EUT.

Clause 4.4 gives a method for identifying narrowband responses in receivers. Narrowband responses are disregarded for immunity tests, so the assessor has to distinguish a genuine EMC problem from a receiver response at a discrete frequency.

Performance assessment and classification

Clause 5 requires the manufacturer to provide the information needed for the test report, including intended functions, ports, modulation, operating frequency bands, environment of use and the method used to confirm a communication link or performance level. That information defines what the lab has to verify before and after exposure.

Clause 5.5 classifies equipment as base station equipment, mobile equipment or portable equipment. This classification determines which EMC tests apply, and multi-use equipment can fall into more than one class depending on how it is powered in use.

Emissions

Clauses 8.2 to 8.6 cover emission measurements for enclosure radiation of standalone ancillary equipment, DC power ports, AC mains ports, harmonic current emissions and voltage fluctuations and flicker. In practice, these clauses make the tester look at every relevant port and operating mode, not only the radio functions.

Clause 8 also points to EN 61000-3-2 and EN 61000-3-3 for AC mains power quality-related requirements where they apply. That matters for mains-powered equipment because emission compliance is not limited to radio-frequency disturbance.

Immunity

Clauses 9.2 to 9.8 cover radiated RF fields, electrostatic discharge, fast transients, radio-frequency common-mode disturbance, vehicular transients and surges, voltage dips and interruptions, and surges on AC mains and telecommunication ports. These are the main immunity stresses used to see whether the equipment keeps working as intended during realistic electrical disturbances.

Clause 6 sets the pass/fail logic. Continuous phenomena require the apparatus to keep operating as intended, while transient phenomena allow temporary degradation during exposure as long as the equipment recovers and does not change state or lose stored data unexpectedly.

What terms does SIST EN 301 489-1:2001 define?

  • Ancillary equipment - Equipment used with a receiver or transmitter to add operating or control features, but not needed for the basic function of the main radio equipment.
  • Equipment Under Test (EUT) - The equipment being evaluated during the EMC tests.
  • Base station equipment - Radio and/or ancillary equipment intended for fixed-location use and powered from AC mains or an extended local DC mains network.
  • Mobile equipment - Equipment intended for use in a vehicle and powered by the vehicle’s main battery.
  • Portable equipment - Equipment intended for handheld or other portable use and powered by its own integral battery.
  • Enclosure port - The physical boundary of the apparatus through which electromagnetic fields can radiate or enter.
  • RF exclusion band - The part of the radio-frequency range where the EMC test disturbance is not applied in the normal way for radio equipment under test.

Who uses SIST EN 301 489-1:2001?

SIST EN 301 489-1:2001 is used by radio equipment manufacturers, ancillary equipment suppliers, EMC test laboratories, conformity assessors and quality teams. It is also relevant to buyers and technical specifiers who need EMC evidence for fixed, mobile or portable radio products.

It is used when designing products, choosing the test configuration, selecting relevant ports, planning emission and immunity tests, and writing the test report for European market assessment.

Which standards are used with SIST EN 301 489-1:2001?

  • EN 50081-1 - Generic emission standard for residential, commercial and light industry environments.
  • EN 50082-1 - Generic immunity standard for residential, commercial and light industry environments.
  • EN 55022 - Measurement methods and limits for radiated and conducted disturbance.
  • CISPR 16-1 - Measurement apparatus and receiver requirements used for EMC disturbance measurements.
  • EN 61000-4-2, -4-3, -4-4, -4-5, -4-6, -4-11 - Basic immunity test methods for ESD, radiated RF fields, fast transients, surges, conducted RF disturbance, and voltage dips and interruptions.
  • ISO 7637-1 and ISO 7637-2 - Vehicular transient test methods for 12 V and 24 V DC systems.
  • EN 61000-3-2 and EN 61000-3-3 - Limits for harmonic current emissions and voltage fluctuations/flicker on AC mains.
  • ETSI TR 101 651 - Classification of electromagnetic environment conditions for telecom networks.
  • IEC 60050-161 - EMC vocabulary used for terms such as transient and continuous phenomena.

What does the SIST EN 301 489-1:2001 document contain?

The document contains the common EMC framework for radio equipment and associated ancillary equipment, plus the detailed test conditions and performance rules that product-specific parts build on. It includes applicability overview tables for emission and immunity, and clause-by-clause methods for testing ports and configurations.

It also contains the measurement methods and limit tables for enclosure radiation, conducted emissions, mains-related emissions, and the immunity tests used for radio equipment in fixed, mobile and portable categories. Figures in the foreword explain the modular structure of the series and the EMC layer covered by the harmonized standard.

Annex A maps the emission and immunity clauses and subclauses to the relevant essential requirements of Council Directives 89/336/EEC and 1999/5/EC.
