Overview
SIST EN IEC 60674-3-3:2023 specifies the requirements for polycarbonate (PC) films used for electrical insulation. By establishing a baseline of performance characteristics, this standard helps manufacturers and users ensure reliable quality and safety in applications where electrical insulating films are needed. As part of the broader IEC 60674 series, this document focuses specifically on polycarbonate films, addressing their properties, classification, and suitability for various electrical insulation purposes. The 2023 edition replaces the previous 1992 version, aligning terminology and updating referenced standards for continued relevance in today’s electrical industries.
Key Topics
Material Types and Designation
- Polycarbonate films are classified into three main types:
- Type 1: General purpose, amorphous, unstretched
- Type 2: General purpose, amorphous, stretched
- Type 3: For capacitor dielectrics, partially crystalline and stretched
- Each type is available as regular or flame-retardant.
- Identification includes color, type, and flame-retardancy status.
- Polycarbonate films are classified into three main types:
Physical and Electrical Requirements
- Films must be flexible, self-supporting, and primarily manufactured from bisphenol-A-polycarbonate.
- Flame-retardant variants include brominated bisphenol-A compounds.
- Additives such as stabilizers or pigments are allowed if they do not negatively impact required properties.
Dimensional and Property Specifications
- Thickness ranges:
- Type 1: 20 to 760 μm
- Type 2: 20 to 100 μm
- Type 3: 2 to 60 μm
- Performance metrics include electric strength (AC/DC), thermal endurance, relative permittivity, dissipation factor, volume and surface resistivity, and mechanical properties such as tensile strength and elongation at break.
- Thickness ranges:
Quality Assurance
- Detailed tolerances are prescribed for width, thickness, windability, and joins per roll to ensure consistent quality.
- Compliance requires adherence to test methods and property limits defined in referenced IEC and ISO standards.
Applications
Polycarbonate (PC) films for electrical insulation are key to a variety of technical and industrial uses:
- Insulating Layers: Used as electrical insulation in transformers, electric motors, generators, relays, and electronic devices.
- Capacitor Dielectrics: Especially Type 3 films, used in the manufacture of capacitors where high dielectric strength is needed.
- Flexible Printed Circuits: Utilized in electronic assemblies requiring durable, flexible insulation solutions.
- Electrical Components Manufacturing: Provides insulation for cables, connectors, coils, and windings.
These applications benefit from the films’ excellent electrical properties, mechanical toughness, and thermal stability, making them suitable for high-demand environments in the electrical and electronics sectors.
Related Standards
For comprehensive compliance and best practices in the use of plastic films for electrical purposes, consider the following standards:
IEC 60674 series
- IEC 60674-1: Definitions and general requirements for plastic films for electrical purposes.
- IEC 60674-2: Methods of test for plastic films used in electrical applications.
IEC 60757: Code for the designation of colours.
ISO 1183-2: Methods for determining the density of non-cellular plastics.
ISO 11357-3: Differential scanning calorimetry for plastics - determines temperature and enthalpy of melting and crystallization.
These related standards cover terminology, testing, and measurement methods essential for ensuring polycarbonate films meet required electrical insulation performance levels and safety standards.
By following the requirements of SIST EN IEC 60674-3-3:2023, professionals in the electrical and electronics industries ensure the reliable selection and consistent quality of polycarbonate films for insulation, supporting long-term performance and safety in critical electrical applications.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
