Terrestrial Trunked Radio (TETRA) - Voice plus Data (V+D) - Part 1: General network design
General Information
- Abstract
The present document defines addressing for Terrestrial Trunked Radio system (TETRA) supporting Voice plus Data (V+D). It also gives background information of the air interface, the interworking between TETRA systems and to other systems via gateways, the terminal equipment interface on the Mobile Station (MS), the security aspects in TETRA networks, the management services offered to the operator, the performance objectives, and the supplementary services that come in addition to the basic and tele-services used as a basis for TETRA standardization. The present document defines and specifies the TETRA addressing and identities and their organization in groups corresponding to the different functions. It establishes the background of the TETRA general network design for standardization purposes:
- it gives information about the circuit mode and packet mode reference points for the MS and switching and management infrastructure;
- it gives information about a model of the air interface protocol stack, different functions of layers and sublayers;
- it gives information about the functions provided by the circuit mode teleservices used for speech and basic services used for data transfer;
- it gives information about the functions related to the management of the users' mobility across networks and inside a network including roaming and migration;
- it gives information about the functions related to the transport of short data messages as a service specific to TETRA;
- it gives information about the functions related to the support of packet data service in a way specific to TETRA;
- it gives information about the supplementary services that mainly extend the capabilities of the circuit mode basic and teleservices;
- it gives information about the various possibilities of individual circuit mode call scenarios and provides guidance on priority concepts for packet data and circuit mode services and on the service quality. NOTE: This part of the multi-part document may, by its nature as a general design statement, require updating when later parts of the multi-part document are completed and maintained (in order to avoid any non-alignment). If a discrepancy occurs between this part and any other part of the multi-part document, then the other part will take precedence. The present document may be maintained mainly on those clauses, which are referred from other parts or standards.

ETSI EN 300 392-1 V1.4.1 (2009-01) - Terrestrial Trunked Radio (TETRA); Voice plus Data (V+D); Part 1: General network design
Overview
SIST EN 300 392-1 V1.4.1:2009 addresses the general network design principles for Terrestrial Trunked Radio (TETRA) systems supporting Voice plus Data (V+D) services. Published by SIST and aligned with the European ETSI EN 300 392-1 standard, this document outlines the foundational requirements for TETRA network architecture, focusing on addressing mechanisms, air interface protocol structures, inter-system interworking, security features, terminal interfaces, and management services. The standard is vital for ensuring interoperability, robust performance, and secure, reliable communications in mission-critical environments where TETRA technology is deployed.
Key Topics
- Addressing and Identity Management:
The standard specifies how addressing in TETRA networks is handled, including subscriber identities, management identities, equipment identities, and network layer SAP (NSAP) addresses. It categorizes these addresses by function and ensures their organization for efficient operation and scalability. - Air Interface and Protocol Architecture:
SIST EN 300 392-1 V1.4.1:2009 provides an overview of the TETRA air interface, describing protocol stack models, and detailing the functions of various layers and sublayers required for both circuit mode (voice) and packet mode (data) transmissions. - Functional Services:
The document defines the core services for TETRA networks, including:- Management of basic voice and data transfer services
- Support for supplementary services such as group calls, priority call handling, and short data messaging (SDS)
- Roaming and migration functions to facilitate user mobility both within and across TETRA networks
- Interworking with Other Systems:
The standard outlines the requirements for TETRA network interoperability with external telecommunications networks via gateways, supporting seamless integration and communication. - Security Considerations:
Security aspects are addressed, including subscriber authentication, channel encryption, and protection of sensitive data to maintain confidentiality and network integrity. - Management Services:
Describes the operator-facing management services available within TETRA infrastructure, such as network monitoring, configuration, and user management. - Performance Objectives:
Sets out expectations for service quality and reliability, covering both the core and supplementary services provided by TETRA systems.
Applications
SIST EN 300 392-1 V1.4.1:2009 delivers practical value across the public safety, transportation, utilities, and emergency services sectors, where secure and reliable mobile communications are essential. Typical applications include:
- Public safety and emergency response:
Police, fire, and ambulance services benefit from prioritized call handling, group communications, and rapid data messaging. - Transportation and logistics:
Supports operations in environments such as airports, railways, and maritime communications, ensuring continuous connectivity for staff and equipment. - Utilities and critical infrastructure:
Enables real-time coordination and incident management among field teams in energy, water, and telecommunication networks. - Industrial and commercial operations:
Facilitates reliable group calling, task assignment, and on-site coordination for manufacturing, mining, and large-scale event management.
Related Standards
To ensure comprehensive TETRA network design and compatibility, the following related standards should also be considered:
- EN 300 392-2 - TETRA; Voice plus Data (V+D); Part 2: Air Interface (AI)
- EN 300 392-3 - TETRA; Voice plus Data (V+D); Interworking at Interfaces
- EN 300 392-7 - TETRA; Security
- ETSI TS 100 392-18 - Supplementary Services for TETRA
- ISO/IEC 29167 series - Security for RFID and radio communications
