SIST EN 300 698-3:2001 is the Slovenian adoption of ETSI EN 300 698-3 V1.1.1 for radio telephone transmitters and receivers used in the maritime mobile service on inland waterways. It specifies the essential requirements under article 3.3(e) of the R&TTE Directive for equipment that supports access to emergency services, mainly for manufacturers, test laboratories, conformity assessors, and buyers of inland-waterway marine VHF equipment.

What does SIST EN 300 698-3:2001 specify?

SIST EN 300 698-3:2001 applies to radiocommunication equipment for the service categories “Ship-to-ship”, “Ship-to-port-authorities”, and “On-board-communication” on inland waterways. The equipment is for the VHF band from 156 MHz to 174 MHz, uses G3E for speech and G2B for ATIS signalling, and may also operate on additional channels.

SIST EN 300 698-3:2001 is intended for the article 3.3(e) essential requirement that radio equipment should be built to support certain features for emergency services. Additional facilities such as Digital Selective Calling (DSC) are outside the document’s coverage.

AnnexWhat it covers
Annex AEN Requirements Table (EN-RT) for conformity checking
Annex BEN title in the official languages
Annex CBibliography

The document is organized into scope, references, definitions and abbreviations, technical requirements, compliance testing, and annexes.

What are the key requirements of SIST EN 300 698-3:2001?

Equipment design and operation

SIST EN 300 698-3:2001 requires the equipment to include a VHF transmitter, a VHF receiver, and an ATIS encoder. In practice, that means the product is not just a radio front end - it must also handle inland-waterway identification signalling.

The construction, controls, indicators, handset or microphone, loudspeaker arrangement, labeling, earthing, polarity protection, memory retention, and warm-up behavior are all covered in Clause 4.2.1. The equipment must be suitable for use on board vessels, easy to operate with clearly labeled controls, and operational within 5 s after switch-on.

Clause 4.2.2 requires fast switching. Manual channel changeover must take no more than 5 s, and changeover between transmit and receive must take no more than 0.3 s. This matters for bridge operation, where delays can interfere with routine and urgent communications.

Environmental robustness

Clause 4.3 requires the equipment to keep meeting the performance check after vibration, dry heat, damp heat, and low-temperature testing. The practical point is that the radio has to remain serviceable in the vibration, humidity, and temperature swings expected on inland waterway vessels.

Transmitter and ATIS performance

Clause 4.4.1 limits transmit output power on the specified Appendix S18 channels, and Clause 4.4.2 reserves channel 70 for DSC only. For users, this means the radio must automatically stay within the low-power range on the named channels and must not allow ordinary voice use on channel 70.

Clauses 4.4.3 to 4.4.6 control speech modulation quality and unwanted transmitter effects. They cover microphone sensitivity, audio-frequency response, audio harmonic distortion, and residual modulation, so the transmitted voice remains intelligible and the carrier stays clean enough for service use.

Clauses 4.4.7 to 4.4.12 define the ATIS behavior in detail. They cover the periodic identification transmission, encoder frequency accuracy, modulation index, modulation rate, ATIS signal format, and protection of ATIS programming. In practice, the operator should not be able to alter or disable the identity data.

Receiver performance

Clauses 4.4.13 to 4.4.18 cover receiver output power, audio response, residual noise, squelch operation, squelch hysteresis, and maximum usable sensitivity. These requirements keep weak-signal reception usable and make sure the receiver does not open or close squelch too easily.

Clause 5 ties the requirements to specific test methods, including normal and extreme temperature conditions, artificial antenna use, defined test channels, and measurement uncertainty treatment. That is what test labs need for repeatable compliance testing.

What terms does SIST EN 300 698-3:2001 define?

  • ATIS - Automatic Transmitter Identification System, the periodic identification code used by the equipment.
  • DSC - Digital Selective Calling, the signalling system associated with channel 70.
  • e.m.f. - electromotive force, used here to express signal level at the receiver antenna terminals.
  • SINAD - Signal + Noise + Distortion/Noise + Distortion, the receiver quality ratio used in sensitivity measurements.
  • VHF - Very High Frequency, the band used by this equipment.
  • VSWR - Voltage Standing Wave Ratio, the antenna mismatch indicator mentioned for installed VHF antennas.
  • Environmental profile - the range of environmental conditions under which compliance is required.

Who uses SIST EN 300 698-3:2001?

SIST EN 300 698-3:2001 is used by radio equipment manufacturers, marine electronics integrators, test laboratories, conformity assessment bodies, quality managers, and buyers specifying inland-waterway VHF radios. It is also relevant to vessel operators and procurement teams that need equipment for ship-to-ship, ship-to-port-authorities, or on-board communication duties.

Which standards are used with SIST EN 300 698-3:2001?

ReferenceWhat it contributes
Directive 1999/5/ECThe legal framework for radio equipment and the article 3.3(e) essential requirement
ETSI EN 300 698-1Technical characteristics and methods of measurement for the same equipment family
ITU Radio Regulations, Appendix S18The channel plan and maritime mobile service framework

ETSI ETR 028The approach for calculating and reporting measurement uncertainty
ITU-T Recommendation P.53The psophometric filtering method used in SINAD measurements

What does the SIST EN 300 698-3:2001 document contain?

SIST EN 300 698-3:2001 contains detailed technical requirement clauses for transmitter, receiver, ATIS, environmental, and operational behavior. It also contains matching test clauses that describe the setups for artificial antenna measurements, vibration and climate testing, demodulators, de-emphasis networks, and psophometric filtering.

The document includes figures for the ATIS signal sequence and for the transmitter and receiver audio-frequency response curves. Annex A gives the EN-RT table used for static conformity assessment, while Annexes B and C provide language titles and a bibliography of related documents.
