The following requirements are added: The special requirements of this part apply to temporary installations for construction and demolition sites during the period of the construction or demolition work, including for example the following: - construction work of new buildings; - repair, alteration, extension, demolition of existing buildings or parts of existing buildings; - engineering works; - earthworks; - work of similar nature. The requirements apply to fixed or moveable installations. The rules do not apply to - installations covered by the IEC 60621 series 1), where equipment of a similar nature to that used in surface mining applications is involved; - installations in administrative locations of construction sites (offices, cloakrooms, meeting rooms, canteens, restaurants, dormitories, toilets, etc.) where the general rules of Parts 1 to 6 of IEC 60364 apply.

Posebne zahteve tega dela se uporabljajo za začasne inštalacije za gradbišča v času gradnje ali rušenja, vključno npr. z naslednjim:
– gradbena dela na novih stavbah,
– obnova, predelava, razširitev, rušenje obstoječih stavb ali njihovih delov,
– dela, ki se izvajajo med vodenjem gradnje,
– zemeljska dela,
– druga podobna dela.
Zahteve se uporabljajo za stalne in premične inštalacije. Določila se ne uporabljajo za:
– inštalacije, ki jih obravnava skupina standardov IEC 60621, kjer se uporablja podobna oprema kot pri površinskih kopih v rudarstvu;
– inštalacije v upravnih prostorih gradbišča (pisarne, garderobe, sejne sobe, menze, restavracije, spalnice, toalete itd.), kjer se uporabljajo splošna določila delov 1 do 6 HD 60364.
OPOMBA: Za posebne situacije se uporabljajo strožje zahteve, npr. HD 60364-7-706 za prevodno okolje z omejenim gibanjem. Zahteve tega dela se uporabljajo za:
– fiksne inštalacije, omejene na sestav, ki vključuje glavno krmilno stikalno napravo in glavno
zaščitno napravo;
OPOMBA: Mesto, kjer je takšen sestav nameščen, se šteje za vmesnik med napajalnim sistemom in inštalacijami gradbišča.

The text of document 64/1477/FDIS, future edition 2 of IEC 60364-7-704, prepared by IEC TC 64, Electrical
installations and protection against electric shock, was submitted to the IEC-CENELEC parallel vote.
A draft amendment, prepared by SC 64A, Protection against electric shock, of Technical Committee
CENELEC TC 64, Electrical installations and protection against electric shock, was submitted to the formal
vote.
The combined texts were approved by CENELEC as HD 60364-7-704 on 2006-02-01.
This Harmonization Document supersedes HD 384.7.704 S1:2000.
The following dates were fixed:
- latest date by which the existence of the HD (doa) 2006-08-01
has to be announced at national level
- latest date by which the HD has to be implemented (dop) 2007-08-01
at national level by publication of a harmonized
national standard or by endorsement

INTRODUCTION
The requirements of this part of HD 60364 supplement, modify or replace certain of the general requirements
of the other parts of HD 60364.
The clause numbering of part 704 follows the pattern and corresponding references of HD 60364. The
numbers following the particular number of part 704 are those of the corresponding parts, or clauses of
HD 60364.
The absence of reference to a part, a clause or a subclause means that the corresponding general
requirements are applicable.

704.1 Scope
The following requirements are added:
704.1.1 The special requirements of this part apply to temporary installations for construction and
demolition sites during the period of the construction or demolition work, including for example the following:
– construction work of new buildings;
– repair, alteration, extension, demolition of existing buildings or parts of existing buildings;
– engineering works;
– earthworks;
– work of similar nature.
The requirements apply to fixed or moveable installations.
The rules do not apply to
– installations covered by the IEC 60621 series where equipment of a similar nature to that used in
surface mining applications is involved;
– installations in administrative locations of construction sites (offices, cloakrooms, meeting rooms,

NOTE For special situations, more severe requirements apply, e.g. HD 60364-7-706 for conductive locations with restricted

704.1.2 The requirements of this part are applicable to
– fixed installations limited to the assembly comprising the main controlgear and the main protective
device;
NOTE The place where such an assembly is located is considered to be the interface between the supply system and the construction
site installations.
– installations on the load side of the above assembly comprising mobile or transportable electrical
equipment as part of the movable installations.

704.4.41 Protection for safety – Protection against electric shock
704.410.3 General requirements
704.410.3.5 The measures of protection by means of obstacles and by placing out of reach are not
permitted.
New subclause:
704.410.3.10 Circuits supplying socket-outlets with rated current up to and including 32 A and other circuits
supplying hand-held electrical equipment with rated current up to and including 32A shall be protected by
– residual current devices having a rated residual operating current not exceeding 30 mA (415.1), or
– protective measure: extra-low-voltage provided by SELV and PELV (414), or
– protective measure: electrical separation (413), each socket-outlet and hand-held electrical equipment
being supplied by an individual isolating transformer or by separate windings of an isolating transformer.
704.411 Protective measure: automatic disconnection of supply

Vorwort
Der Text des Schriftstücks 64/1489/FDIS, zukünftige 2. Ausgabe von IEC 60364-7-704, ausgearbeitet von
dem IEC/TC 64 „Electrical installations and protection against electric shock“, wurde der IEC-CENELEC
Parallelen Abstimmung unterworfen.
Der Entwurf einer Änderung, der von SC 64A „Elektrische Anlagen von Gebäuden: Schutz gegen gefährliche
Körperströme“ des Technischen Komitees CENELEC/TC 64 „Elektrische Anlagen und Schutz gegen
elektrischen Schlag“ erarbeitet wurde, wurde der formellen Abstimmung vorgelegt.
Die Zusammenführung dieser Texte wurde von CENELEC am 2006-02-01 als HD 60364-7-704
angenommen.
Dieses Harmonisierungsdokument ersetzt HD 384.7.704 S1:2000.
Nachstehende Daten wurden festgelegt:
– spätestes Datum, zu dem das HD auf nationaler Ebene
angekündigt werden muss (doa): 2006-08-01
– spätestes Datum, zu dem das HD auf nationaler Ebene
durch Veröffentlichung einer identischen nationalen

In diesem Harmonisierungsdokument sind gemeinsame Abänderungen gegenüber der Internationalen Norm
mit einer senkrechten Linie an der linken Seite gekennzeichnet.
Der Inhalt des im April 2008 zur Englischen Fassung veröffentlichten Corrigendums ist in dieser Fassung
enthalten.

700.1 Einleitung
Die Anforderungen dieses Teils von HD 60364 ergänzen, ändern oder ersetzen einige der allgemeinen
Anforderungen der anderen Teile von HD 60364.
Die Abschnittsbenummerung von Teil 704 erfolgt nach dem Muster und den entsprechenden Verweisungen
von HD 60364. Die nach Hauptabschnitt 704 aufgeführten Nummern entsprechen den Teilen oder
Abschnitten von HD 60364.
Fehlende Verweise auf einen Teil, einen Abschnitt oder einen Unterabschnitt bedeuten, dass die allgemeinen
Anforderungen anzuwenden sind.

704 Baustellen
704.1 Anwendungsbereich
Die folgenden Anforderungen wurden hinzugefügt.
704.1.1 Die speziellen Anforderungen dieses Teils sind anzuwenden bei für die Dauer der Bauarbeiten oder
Abbrucharbeiten errichteten Anlagen, eingeschlossen z. B. das Folgende:
– Bauarbeiten an neuen Bauwerken;
– Reparatur, Umbau, Erweiterung, Abbruch vorhandener Bauwerke oder von Teilen vorhandener
Bauwerke;
– unter Bau- oder Projektleitung durchgeführte Arbeiten;
– Erdarbeiten;
– und ähnliche Arbeiten.
Die Anforderungen sind anzuwenden für die fest und die beweglich errichtete Anlage.
Die Festlegungen sind nicht anzuwenden für:
– Anlagen, die in den Anwendungsbereich der Normen der Reihe IEC 60621 fallen, wenn Betriebsmittel
ähnlicher Art wie bei Anwendungen im Tagebau verwendet werden.
– Anlagen in Verwaltungsräume von Baustellen (Büros, Umkleideräume, Sitzungsräume, Kantinen,
Restaurants, Schlafräume, Toiletten usw.), wofür die allgemeinen Festlegungen der Teile 1 bis 6 des
HD 60364 anzuwenden sind.
ANMERKUNG Für besondere Situationen gelten verschärfte Anforderungen, z. B. gilt für leitfähige Bereiche mit
begrenzter Bewegungsfreiheit HD 60364-7-706.
704.1.2 Die Anforderungen dieses Teils gelten für:
– fest errichtete Anlage begrenzt auf die Schaltgerätekombination die die Hauptschaltgeräte und die
Hauptschutzeinrichtungen enthalten.
ANMERKUNG Der Ort an dem solche Schaltgerätekombinationen aufgestellt werden, wird als Schnittstelle zwischen
dem Versorgungssystem und der Baustellenanlage betrachtet.
– Anlagen auf der Lastseite der oben aufgeführten Schaltgerätekombinationen, die bewegliche oder
transportable elektrische Betriebsmittel als Teil der beweglichen Anlage enthalten.
704.2 Normative Verweisungen
Die folgenden zitierten Dokumente sind für die Anwendung dieses Dokuments erforderlich. Bei datierten
Verweisungen gilt nur die in Bezug genommene Ausgabe. Bei undatierten Verweisungen gilt die letzte

704.4-41 Schutzmaßnahmen – Schutz gegen elektrischen Schlag
704.410.3 Allgemeine Anforderungen
Neuer Abschnitt:
704.410.3.10 Stromkreise zur Versorgung von Steckdosen mit einem Bemessungsstrom bis einschließlich
32 A und andere Stromkreise, die in der Hand gehaltene elektrische Betriebsmittel mit einem
Bemessungsstrom bis einschließlich 32 A versorgen, müssen geschützt sein durch:
– Fehlerstrom-Schutzeinrichtungen (RCDs) mit einem Bemessungsdifferenzstrom nicht größer als 30 mA
(415.1) oder
– Schutzmaßnahme: Kleinspannung mittels SELV oder PELV)
– Schutzmaßnahme: Schutztrennung (413), wobei jede Steckdose und jedes in der Hand gehaltene
elektrische Betriebsmittel durch einen eigenen Transformator mit einfacher Trennung oder durch eine
getrennte Wicklung eines Transformators mit einfacher Trennung versorgt wird.
704.411 Schutzmaßnahme: Automatische Abschaltung der Stromversorgung
704.411.3.2 Automatische Abschaltung im Fehlerfall

Zusätzlicher Absatz:
Für Stromkreise zur Versorgung von Steckdosen mit Bemessungsströmen über 32 A müssen Fehlerstrom-
Schutzeinrichtungen (RCDs) mit einem Bemessungsdifferenzstrom, der nicht größer als 500 mA ist, als
Abschalteinrichtung verwendet werden.

NACIONALNI UVOD
Standard SIST HD 60364-7-704 (sl), Nizkonapetostne električne inštalacije – 7-704. del: Zahteve za
posebne inštalacije ali lokacije – Gradbišča (IEC 60364-7-704:2005, spremenjen), 2007, ima status
slovenskega standarda in je istoveten evropskemu harmonizacijskemu dokumentu HD 60364-7-704
(en), Low-voltage electrical installations – Part 7-704: Requirements for special installations or
locations – Construction and demolition site installations, 2007.
NACIONALNI PREDGOVOR
Evropski harmonizacijski dokument HD 60364-7-704:2007 je pripravil tehnični odbor Evropske
organizacije za standardizacijo na področju elektrotehnike (CENELEC) CLC/TC 64 Električne
inštalacije in zaščita pred električnim udarom. Evropski harmonizacijski dokument je spremenjen
mednarodni standard IEC 60364-7-704:2005, ki ga je pripravil tehnični odbor Mednarodne
elektrotehniške komisije (IEC) IEC/TC 64 Električne inštalacije in zaščita pred električnim udarom.
Slovenski standard SIST HD 60364-7-704:2007 je prevod evropskega harmonizacijskega dokumenta
HD 60364-7-704:2007. V primeru spora glede besedila slovenskega prevoda v tem standardu je
odločilen izvirni evropski harmonizacijski dokument v angleškem jeziku. Slovensko izdajo standarda je
pripravil tehnični odbor SIST/TC ELI Nizkonapetostne in komunikacijske električne inštalacije.
Odločitev za privzem tega standarda po metodi ponatisa je dne 21. marca 2007 sprejel tehnični odbor
SIST/TC ELI. Prevod in dodatek je odbor potrdil dne 5. februarja 2013.
Priprava prevoda je potekala v sodelovanju z Ministrstvom za okolje in prostor v sklopu zagotavljanja
slovenskih besedil za standarde, ki so citirani v slovenski nacionalni tehnični zakonodaji.

Ta harmonizacijski dokument je CENELEC sprejel 1. februarja 2006. Člani CENELEC morajo
izpolnjevati notranje predpise CEN/CENELEC, s katerimi so predpisani pogoji za privzem
harmonizacijskega dokumenta na nacionalno raven.
Najnovejši seznami teh nacionalnih standardov z njihovimi bibliografskimi podatki se na zahtevo lahko
dobijo pri Centralnem sekretariatu ali katerem koli članu CENELEC.
Ta harmonizacijski dokument obstaja v treh izvirnih izdajah (angleški, francoski in nemški).
Člani CENELEC so nacionalni elektrotehniški komiteji Avstrije, Belgije, Bolgarije. Cipra, Češke
republike, Danske, Estonije, Finske, Francije, Grčije, Islandije, Irske, Italije, Latvije, Litve,
Luksemburga, Madžarske, Malte, Nemčije, Nizozemske, Norveške, Poljske, Portugalske, Romunije,

Predgovor
Besedilo dokumenta 64/1477/FDIS, prihodnje 2. izdaje IEC 60364-7-704, ki ga je pripravil IEC/TC 64
Električne inštalacije in zaščita pred električnim udarom, je bilo predloženo v vzporedno glasovanje
IEC-CENELEC.
Osnutek dopolnila, ki ga je pripravil SC 64A Zaščita pred električnim udarom tehničnega odbora
CENELEC/TC 64 Električne inštalacije in zaščita pred električnim udarom, je bil predložen v formalno
glasovanje.
Združeno besedilo je CENELEC dne 1. februarja 2006 potrdil kot HD 60364-7-704.
Ta harmonizacijski dokument nadomešča HD 384.7.704 S1:2000.
Določeni so bili naslednji datumi:
– zadnji datum, do katerega je treba
obstoj HD objaviti na nacionalni ravni (doa) 2006-08-01
– zadnji datum, do katerega mora biti HD privzet na nacionalni ravni
z izdajo harmonizacijskega nacionalnega standarda ali s ponatisom (dop) 2006-08-01
– zadnji datum, ko je treba razveljaviti nacionalne standarde,
ki so v nasprotju s tem HD (dow) 2009-02-01
Dodatka ZA in ZB je dodal CENELEC.
V tem harmonizacijskem dokumentu so skupne evropske spremembe mednarodnega standarda
označene z navpično črto na levem robu besedila.
Besedilo popravka iz aprila 2008 je vključeno v tej izdaji.

Uvod
Zahteve tega dela HD 60364 dopolnjujejo, spreminjajo ali nadomeščajo določene splošne zahteve
drugih delov HD 60364.
Oštevilčenje točk dela 704 sledi vzorcu in ustreznim napotkom v HD 60364. Številke, ki sledijo
posamezni številki dela 704, ustrezajo delom ali točkam HD 60364.
Če sklicevanja na del ali točko ni, pomeni, da je treba uporabiti ustrezne splošne zahteve.

704.1 Področje uporabe
Dodane so naslednje zahteve:
704.1.1 Posebne zahteve tega dela se uporabljajo za začasne inštalacije za gradbišča v času
gradnje ali rušenja, vključno npr. z naslednjim:
– gradbena dela na novih stavbah,
– obnova, predelava, razširitev, rušenje obstoječih stavb ali njihovih delov,
– dela, ki se izvajajo med vodenjem gradnje,
– zemeljska dela,
– druga podobna dela.
Zahteve se uporabljajo za stalne in premične inštalacije.
Določila se ne uporabljajo za:
– inštalacije, ki jih obravnava skupina standardov IEC 60621, kjer se uporablja podobna oprema kot
pri površinskih kopih v rudarstvu;
– inštalacije v upravnih prostorih gradbišča (pisarne, garderobe, sejne sobe, menze, restavracije,
spalnice, toalete itd.), kjer se uporabljajo splošna določila delov 1 do 6 HD 60364.
OPOMBA: Za posebne situacije se uporabljajo strožje zahteve, npr. HD 60364-7-706 za prevodno okolje z omejenim
gibanjem.
704.1.2 Zahteve tega dela se uporabljajo za:
– fiksne inštalacije, omejene na sestav, ki vključuje glavno krmilno stikalno napravo in glavno
zaščitno napravo;
OPOMBA: Mesto, kjer je takšen sestav nameščen, se šteje za vmesnik med napajalnim sistemom in inštalacijami
gradbišča.
– inštalacije na bremenski strani zgoraj navedenega sestava, ki vključuje premično ali prevozno
električno opremo kot del premičnih inštalacij.
704.2 Zveza s standardi
Pri uporabi tega dokumenta so nujno potrebni naslednji referenčni dokumenti. Pri datiranih
sklicevanjih velja le navedena izdaja dokumenta. Pri nedatiranih sklicevanjih se uporablja zadnja
izdaja publikacije (vključno z dopolnili).
