Its purpose is to reduce ignition risk from electrical systems and to ensure that electrical emergency equipment remains functional until evacuation is complete (see EN 45545-6). The standard applies to design, installation and maintainability of on-board electrical equipment to protect passengers and staff in the event of fire.

Key Topics

  • Scope & Objectives: Lowering fire-start risk from electrical equipment and ensuring emergency electrical systems operate through evacuation.
  • Design requirements:
    • Overload protection: selection and setting of protection (consider short-circuit currents, source and line impedances, breaking capability).
    • Cabling: requirements for metallic ducts/conduits, earth bonding, mechanical protection, and arc extinguishing devices where protection response is slower than 250 ms.
    • Electrical arc protection: types of arc containment - arc splash barriers, Type A (short-duration arcs) and Type B (fault arcs) - with associated material and fire-resistance classifications referenced to EN 45545-2 and EN 45545-3.
    • Enclosures & partitions: protection from external influences, contact with live parts, venting of explosive gases, and interaction with fire barriers required by EN 45545-3.
    • Batteries: venting to exterior, insulation and protection of battery circuits, and rules when poles are not body-bonded (see EN 50547).
    • Other components: switchgear, emergency electrical equipment, bonding, resistors/heaters, forced-ventilated equipment, flammable liquids and cable ducts.

The document SIST EN 45545-5:2013+A1:2015 presents a comprehensive framework for fire safety requirements specifically targeting electrical equipment on railway vehicles, including trolley buses, track guided buses, and magnetic levitation vehicles. The standard plays a pivotal role in ensuring safety for passengers and staff by delineating measures that effectively lower the risk of fire initiation during operations, as well as addressing potential technical defects or malfunctions related to electrical systems. One of the strongest aspects of this standard is its dual focus on proactive and reactive measures. By establishing guidelines to reduce the likelihood of fire incidents from electrical equipment failures, the standard provides a robust risk management strategy. Additionally, the emphasis on maintaining the functionality of electrical emergency equipment until the complete evacuation of passengers is achieved underscores its commitment to safety. This ensures that in the event of an emergency, effective measures are in place to protect individuals on board. Moreover, the relevance of SIST EN 45545-5:2013+A1:2015 extends beyond mere compliance; it acts as a cornerstone for enhancing overall fire safety standards across railway applications. The clarity and specificity of the requirements in this European Standard facilitate the implementation of best practices within the industry, driving improvements in safety protocols and fostering a culture of safety consciousness among manufacturers and operators. In summary, SIST EN 45545-5:2013+A1:2015 is a pivotal standard that addresses fire safety requirements for electrical equipment in railway transportation, offering vital protections for both passengers and staff while reinforcing the industry's commitment to safety and compliance.
