Overview
SIST EN 16307-3 is a European standard developed by CEN that specifies supplementary safety requirements and verification procedures for industrial trucks with elevating operator positions and trucks designed to travel with elevated loads. This part complements the core safety requirements outlined in EN ISO 3691-3:2016, focusing on additional hazards and protection measures specific to these truck types. The standard addresses significant risks related to acceleration, deceleration, and machinery mobility, while ensuring enhanced operator safety through specialized fall protection systems, stability verification, and braking performance.
Key Topics
- Scope and Integration
SIST EN 16307-3 is intended to be used in conjunction with EN ISO 3691-3:2016. It adds supplementary requirements not exhaustively covered by the base standards, ensuring comprehensive safety for trucks where the operator’s position elevates with the load or the truck travels with elevated loads. - Braking Systems
Trucks traveling above 9 km/h must comply with strict braking capacity requirements per ISO 6292:2008, ensuring safe deceleration and emergency stops. Trucks operating at lower speeds have different verified braking criteria to balance control and safety. - Operator Fall Protection
Recognizing the unique challenges, this standard allows operator platforms to use fall protection devices, such as body harnesses with retractable, automatically locking tethers, as an alternative to traditional guard rails. These devices conform to EN 360, EN 361, EN 363, and EN 795 standards, promoting operator safety during elevated operations. - Stability Verification
The lateral stability of order-picking trucks with elevating operators must be confirmed at reduced "creep" speeds (≤ 2.5 km/h) according to ISO 22915-21:2009 criteria, ensuring that trucks maintain stability both with and without load when steering unrestrictedly. - Information & Marking
The standard mandates clear instructional handbooks and marking requirements to inform users of safe operating procedures and necessary precautions, reducing misuse and enhancing operational safety.
Applications
SIST EN 16307-3 applies primarily to:
- Industrial trucks with elevating operator platforms commonly used in warehouses and logistics centers for order picking and inventory management.
- Trucks specifically designed to transport loads in an elevated position, facilitating operations in complex supply chains or manufacturing environments where elevated load travel is frequent.
- Manufacturers and safety engineers seeking to design, verify, and certify industrial trucks that meet European safety legislation requirements, particularly compliance with EU Directive 2006/42/EC concerning machinery safety.
- Safety inspectors and compliance auditors evaluating truck designs, modifications, and workplace implementations for adherence to current safety standards.
Related Standards
- EN ISO 3691-3:2016 – Provides fundamental safety requirements for industrial trucks with elevating operator positions and elevated load travel. EN 16307-3 supplements these with additional safety criteria.
- EN ISO 3691-1:2015 – Covers self-propelled industrial trucks excluding driverless and variable-reach trucks, laying the groundwork for industrial truck safety.
- ISO 6292:2008 – Specifies brake performance and component strength requirements critical to standard-compliant braking systems on industrial trucks.
- ISO 22915-21:2009 – Details verification methods to check the stability of order-picking trucks with elevating operator positions.
- EN 360, EN 361, EN 363, EN 795 – Series of standards governing personal fall protection equipment ensuring operator safety when guard rails are not feasible.
- EN 16307 Series – Includes other parts focusing on different categories of industrial trucks, such as driverless trucks, burden carriers, and pedestrian-propelled trucks, offering holistic safety coverage across truck types.
Practical Value
Adhering to SIST EN 16307-3 helps manufacturers and users achieve enhanced safety for elevated operations with industrial trucks, reducing risks of accidents related to falls, instability, and braking failures. The standard enables safer work environments by mandating robust operator fall protection and stability verification while complying with European safety legislation. Facilities using elevated-load and elevating-operator-position trucks benefit from reduced accident liability, improved operational efficiency, and increased worker confidence.

Introduction
General
This document is a type-C standard as stated in EN ISO 12100.
The machines concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.
The EN 16307 series of standards covers safety requirements and their verification for industrial trucks
as defined in ISO 5053-1 that are not covered exhaustively by EN ISO 3691 series.
Assessment of hazards
The product should be designed in such a way that it is fit for its purpose or function and can be
adjusted and maintained without putting persons at risk when used under the conditions foreseen by
the manufacturer.
In order to properly design a product and to cover all specific safety requirements, the manufacturer
will identify the hazards that apply to his product and carry out a risk assessment. The manufacturer
will then design and construct the product taking this assessment into account.
The aim of this procedure is to eliminate the risk of accidents throughout the foreseeable lifetime of the
machinery, including the phases of assembling and dismantling where risks of accidents could also arise
from foreseeable abnormal situations.
In selecting the most appropriate methods, the manufacturer will apply the following principles, in the
order given here:
a) eliminate or reduce risks as far as possible by design (inherently safe machinery design and
construction);
b) take the necessary protective measures in relation to risks that cannot be eliminated by design;
c) inform users of any shortcoming of the protective measures adopted;
d) indicate whether any particular training is required;
e) specify any need to provide personal protection equipment;
f) refer to the appropriate user's document for proper operating instructions.
Industrial trucks should be designed to prevent foreseeable misuse wherever possible, if such woul
