Overview

EN 1440:2008/FprA1 is a CEN European draft amendment that updates requirements for the periodic inspection and testing of transportable, refillable LPG cylinders. The standard covers welded and brazed steel cylinders with a water capacity from 0.5 L up to and including 150 L and a minimum wall thickness of 1.5 mm. It excludes cylinders permanently installed in vehicles and plant or filling equipment.

This amendment incorporates ADR/RID-related requirements, including provisions that permit extension of the maximum inspection interval to 15 years under specific conditions and competent authority approval. It also introduces guidance and new annexes for special cylinder types, including very small cylinders (< 6.5 L) and protected or composite cylinders.

Key Topics

  • Scope and applicability: transportable refillable welded/brazed steel LPG cylinders (0.5–150 L); exclusions noted above.
  • Inspection intervals: baseline maximum interval is 10 years for most cylinder types; extensions to 15 years are possible for certain welded/brazed steel cylinders where Annex E or Annex I conditions are met and the competent authority approves.
  • Required procedures: periodic inspections/tests must be performed by a competent person under the control of an approved inspection body and based on a written scheme. Main inspection elements include:
    • External visual inspection (damage, corrosion, coatings) as described in Clause 6.1 and relevant Annexes;
    • Proof pressure testing (hydraulic or pneumatic with leak test) or alternative agreed methods (acoustic emission/ultrasonic) per Clause 6.2 and Annex J for small cylinders;
    • Internal condition checks and assessment per 6.3 and the applicable annex (A–D);
    • Inspection of threads where corrosion or removal of fittings is evident (6.4);
    • Valve inspection requirements (6.5).
  • Written scheme: documents procedures, responsibilities, acceptance criteria and test order; required for composite cylinders and recommended for all inspection bodies.

Applications

  • Ensures safe service of refillable LPG cylinders in commercial and consumer supply chains.
  • Supports ADR/RID compliance for international carriage of LPG cylinders by defining inspection intervals and acceptable test methods.
  • Provides inspection bodies, cylinder owners and competent authorities with a harmonized framework for routine cylinder maintenance, requalification and rejection criteria.

Related Standards

  • EN 1442 and EN 12807 (referenced for cylinder design and related matters)
  • EN 13322-1 (refillable welded steel cylinder design and construction)
  • EN ISO 14245 and EN ISO 15995 (LPG cylinder valve specifications and testing)

Key annexes and clauses: Annex A–D (inspection criteria by cylinder type), Annex E and Annex I (conditions for 15-year interval), Annex G (protected cylinders), Annex H (non-ADR/RID procedures) and Annex J (tests for <6.5 L cylinders).

This amendment aligns periodic inspection practice with ADR changes, clarifies inspection responsibilities, and provides practical guidance for safe, compliant cylinder requalification.

body based on a written scheme and in accordance with the procedures specified in Table 1.
For composite cylinders the written scheme shall be approved by the competent authority.
NOTE 1 A written scheme describes work procedures, criteria, responsibilities and other minimum requirements.
Cylinders rejected shall be segregated and be either reconditioned, re-tested or rendered unserviceable.
The decision to render a cylinder unserviceable can be taken at any stage during the periodic inspection
procedure. With agreement by the owner, a cylinder shall be rendered unserviceable in accordance with
EN 12816 so that it cannot be re-issued into service as a pressure vessel.
NOTE 2 In some countries, render unserviceable means scrapping.

following new subclause:
"5.2 Inspection requirements
Each cylinder shall be submitted to periodic inspection and test. The following procedures form the
requirements for such inspection and test, and are explained more fully in later clauses:
 external visual inspection (see 6.1);
 proof pressure test (see 6.2);
 check of the internal condition of the cylinder (see 6.3);
 inspection of cylinder threads if there is evidence of corrosion or if the fittings are removed (see 6.4);
 inspection of valves (see 6.5).
Final operations are described in Clause 7.
As an alternative, periodic inspections of cylinders with a water capacity below 6,5 l can consist of tests
described in Annex J.
The proof pressure test according to 6.2.3 or the alternative test according to Annex J requires the agreement
of a competent authority.
Periodic inspection procedure for cylinders not covered by the ADR is described in Annex H.
NOTE 1 With the agreement of the competent authority, the proof pressure test of cylinders can be replaced by an
equivalent method based on acoustic emission testing, ultrasonic examination or a combination of acoustic emission
testing and ultrasonic examination.

junction between the cylindrical shell and the foot-ring, the cylindrical shell and the valve guard or shroud,
and in particular hidden corrosion (e.g. data plate) applying the criteria for rejection given in Annex A,
Annex B and Annex C as appropriate;
c) other defects (e.g. depressed bung or fire damage) applying the criteria for rejection given in Annex A,
Annex B and Annex C as appropriate;
