SIST EN 1998-1:2005/A1:2013 is the Slovenian adoption of EN 1998-1:2004/A1:2013, the amendment to Eurocode 8, Part 1. It updates the rules for earthquake-resistant design of buildings and related civil engineering works in seismic regions, with changes to general provisions, column sizing, connection design and diaphragm checks. Structural designers, checkers and project teams use it together with the base Eurocode 8 Part 1 document.

What does SIST EN 1998-1:2005/A1:2013 specify?

SIST EN 1998-1:2005/A1:2013 specifies amendments to the general rules, seismic actions and building rules in Eurocode 8, Part 1. The underlying part is described as complementary to Eurocodes 1 to 7 and 9 and as providing additional provisions for buildings and civil engineering works in seismic regions where risk to life and structural damage need to be reduced.

Clause in this amendmentWhat it covers
4.4.1General rule for low-dissipative structures
5.4.1.2.2Primary seismic columns
5.11.2.1.2Overdesigned connections
5.11.3.2Columns in precast frame systems
5.11.3.5Diaphragms and slab connections

What are the key requirements of SIST EN 1998-1:2005/A1:2013?

General seismic design

SIST EN 1998-1:2005/A1:2013 changes the general rule for low-dissipative structures in 4.4.1. For these structures, the ductility, capacity design and overstrength requirements of 4.4.2 do not need to be applied. In practice, this tells the designer that a different design path is allowed for that structural type and that the seismic detailing checks are not the same as for the more dissipative cases.

SIST EN 1998-1:2005/A1:2013 also keeps the focus on assessing seismic actions and combining them with other actions, which is central to the base part of Eurocode 8. For a project team, that means seismic effects are not treated in isolation but as part of the full structural design load combination process.

Columns and connections

SIST EN 1998-1:2005/A1:2013 tightens the size rules for primary seismic columns in 5.4.1.2.2. It sets a minimum cross-sectional dimension and adds a further geometric check linked to the column’s deflected shape and a 250 mm lower bound. In practice, this affects member sizing early in design and helps prevent columns from being made too slender for seismic performance.

SIST EN 1998-1:2005/A1:2013 updates 5.11.2.1.2 for overdesigned connections. The design action-effects are derived from capacity design rules for beams and columns, using overstrength flexural resistance at critical regions, with different factors for DCM and DCH. For the designer, this means connection forces must be based on member overstrength, not just on ordinary elastic analysis results.

SIST EN 1998-1:2005/A1:2013 also changes 5.11.3.2 for precast frame systems with hinged column-to-beam connections. The columns must be fully fixed against translation and rotation at the base in foundations designed according to 5.11.2.1.2. In practice, the foundation detail becomes a key part of the seismic load path.

Diaphragms

SIST EN 1998-1:2005/A1:2013 updates 5.11.3.5 for diaphragms. It requires in-plane shear forces along slab-to-slab or slab-to-beam connections to be calculated in line with 4.4.2.5, and the resistance to be checked using 5.11.2.2. This matters because diaphragm connections must transfer seismic forces reliably between structural parts.

What terms does SIST EN 1998-1:2005/A1:2013 define?

  • Low-dissipative structures - Structures for which the ductility, capacity design and overstrength requirements of 4.4.2 are not applied.
  • Primary seismic columns - Columns in the seismic force-resisting system that are subject to the special sizing rules in 5.4.1.2.2.
  • Overdesigned connections - Connections designed from member overstrength so that connection action-effects follow the capacity design rules.
  • Capacity design - A design approach that sets some parts of the structure to remain stronger than the intended yielding parts under seismic action.
  • Overstrength flexural resistance - The flexural resistance used for deriving design action-effects at critical regions.
  • Diaphragms - Slabs or slab systems that transfer in-plane seismic forces between vertical resisting elements.

Who uses SIST EN 1998-1:2005/A1:2013?

SIST EN 1998-1:2005/A1:2013 is used by structural engineers designing buildings and civil engineering works in seismic regions. It is also used by reviewers, checking engineers and project managers who need to verify column sizing, connection detailing and diaphragm force transfer against the Eurocode 8 framework.

It is especially relevant for teams working with low-dissipative structures and precast frame systems. Those applications are directly affected by the updated rules in the amendment, so the document helps decide how to detail the structure and what to document in the design file.

What changed in SIST EN 1998-1:2005/A1:2013 from the previous edition?

SIST EN 1998-1:2005/A1:2013 modifies EN 1998-1:2004. The amendment updates:

  • 4.4.1, General
  • 5.4.1.2.2, Columns
  • 5.11.2.1.2, Overdesigned connections
  • 5.11.3.2, Columns
  • 5.11.3.5, Diaphragms

Which standards are used with SIST EN 1998-1:2005/A1:2013?

  • EN 1998-1:2004 - The base Eurocode 8 Part 1 document that this amendment modifies.
  • Eurocodes 1 to 7 and 9 - The companion Eurocode parts named in the scope as the broader framework this standard is complementary to.

What does the SIST EN 1998-1:2005/A1:2013 document contain?

The document contains a foreword and five numbered amendment items. Each item either adds a paragraph or replaces an existing paragraph in one clause of EN 1998-1:2004.

Its content is concentrated on targeted updates rather than a full restatement of Eurocode 8. The amendment text gives the revised rules for low-dissipative structures, primary seismic columns, overdesigned connections, precast frame columns and diaphragm shear checks.
