Railway applications - Track - Railbound construction and maintenance machines - Part 1: Technical requirements for running

This European Standard defines the specific technical railway requirements for running of machines and other vehicles used for construction, maintenance and inspection of track, structures, track formation and fixed electric traction equipment. Special national conditions applicable to specific member states are shown in Annex B.
This European Standard applies to all railbound machines and other vehicles - referred to as machines - running exclusively on the railway (utilizing adhesion between the rail and wheels) and used for construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction equipment.
This European Standard applies to machines that are intended to operate signalling and control systems. Other machines are dealt with in other European Standards, see Annex I.
This European Standard is written for 1 435 mm nominal track gauge; special requirements can apply for running on infrastructures with narrow gauge or broad gauge lines, urban railways, railways utilizing other than adhesion between the rail and wheels and road-rail machines which are not included in this standard.
This European Standard covers the railway specific requirements for movements of the machine as a train and movements to reach work sites.

Bahnanwendungen - Oberbau - Schienengebundene Bau- und Instandhaltungsmaschinen - Teil 1: Technische Anforderungen an das Fahren

1.1   Allgemeines
Diese Europäische Norm legt die technischen eisenbahnspezifischen Anforderungen für das Fahren von Maschinen und anderen Fahrzeugen für Bau, Instandhaltung und Inspektion des Oberbaus, der Bauwerke, des Planums, des Unterbaus und der Fahrleitungsanlagen (Oberleitung und Stromschiene) fest.
Diese Europäische Norm gilt für alle schienengebundenen Maschinen und andere Fahrzeuge mit Adhäsionsbetrieb — nachfolgend Maschinen genannt — für Bau, Instandhaltung und Inspektion des Oberbaus, der Bauwerke, des Unterbaus und der Fahrleitungsanlagen (Oberleitung und Stromschiene). Diese Europäische Norm gilt für Maschinen, die für den Einsatz mit Signal- und Steuerungssystemen gebaut sind. Weitere gleichartige Maschinen werden in anderen Europäischen Normen behandelt, siehe Anhang L.
Besondere Anforderungen können für das Fahren auf Eisenbahninfrastrukturen mit Schmal- oder Breitspurgleisen, Gleisen auf Straßen, für nicht durch Adhäsion angetriebene Eisenbahnen, Zwei-Wege-Maschinen und Infrastrukturen von Stadtbahnen/Straßenbahnen anzuwenden sein.
Diese Europäische Norm behandelt die eisenbahnspezifischen Anforderungen beim Fahren der Maschine als Zug sowie bei der Fahrt zur Arbeitsstelle.
1.2   Gültigkeit der Europäischen Norm
Diese Europäische Norm berücksichtigt die Empfehlungen in Anhang L bei Anwendung dieser Norm (Übergangsbestimmung).

La présente Norme Européenne spécifie les exigences techniques ferroviaires à respecter pour la circulation des machines et autres véhicules utilisés pour la construction, la maintenance ou le contrôle de la voie, des ouvrages d'art, de la plateforme, des infrastructures et des installations fixes de traction électrique. Les conditions nationales particulières applicables à certains Etats membres sont présentées à l'Annexe B.
La présente Norme Européenne s'applique à toutes les machines et autres véhicules, ci-après désignés « machines », circulant exclusivement sur les voies ferrées (utilisant l'adhérence rail/roue), et utilisés pour la construction, la maintenance et le contrôle de la voie, des ouvrages d'art, de l'infrastructure et des installations fixes de traction électrique. La présente Norme Européenne s'applique aux machines prévues pour actionner les systèmes ferroviaires de signalisation et de contrôle. D'autres machines sont traitées dans d'autres Normes Européennes, voir Annexe I.
La présente Norme Européenne a été élaborée pour un écartement de rail nominal de 1 435 mm ; des exigences particulières de circulation peuvent s'appliquer aux infrastructures ferroviaires à voies larges ou étroites, aux chemins de fer urbains, aux chemins de fer autres que ceux à adhérence rail/roue, et aux machines rail/route  qui ne sont pas inclus dans la présente norme.

Ta evropski standard določa posebne tehnične zahteve za železnice za vožnjo strojev in drugih vozil, ki se uporabljajo za gradnjo, vzdrževanje in pregledovanje zgornjega ustroja, struktur, tirnic in fiksne opreme za električno vleko.
Ta evropski standard se uporablja za vso težko tirno mehanizacijo in druga vozila, s skupnim imenom »težka mehanizacija«, za vožnjo izključno na železniških tirih (z izkoriščanjem oprijemljivosti med tirnicami in kolesi) ter za gradnjo, vzdrževanje in pregledovanje zgornjega ustroja, struktur, tirnic in fiksne opreme za električno vleko. Ta evropski standard se uporablja za mehanizacijo, ki je namenjena upravljanju signalizacijskih in nadzornih sistemov. Drugi stroji so obravnavani v drugih evropskih standardih (glej dodatek K).
Posebne zahteve lahko veljajo za vožnjo na območju infrastruktur z ozkimi ali širokimi tiri, tramvajskimi tiri, železniškimi tiri, ki ne izkoriščajo oprijemljivosti med tirnicami in kolesi, za dvopotna železniška vozila ter na območju podzemnih infrastruktur.

Introduction

Track — Railbound construction and maintenance machines:
— Part 1 covers the safety and technical requirements for the machines in running mode; this is a
harmonized standard with the Technical Specification for Interoperability (TSI) for Locomotives
and Passenger Rolling Stock Commission decision 2011/291/EU, which itself meets the essential
requirements to ensure the interoperability of the rail system as described in Article 1 of European
Directive 2008/57/EC;
— Part 2 covers the railway specific requirements for the machines in working and travelling modes;
— Part 3 covers the safety requirements for the machines in working and travelling modes; this is a
harmonized standard with the European Machinery Directive 2006/42/EC.
The risks that exist in all mechanical, electrical, hydraulic, pneumatic and other components of
machines and which are dealt with in the relevant European Standards are not within the scope of this
European Standard. Where necessary, references are made to appropriate standards of this type.
1 Scope
This European Standard defines the specific technical railway requirements for running of machines
and other vehicles used for construction, maintenance and inspection of track, structures, track
formation and fixed electric traction equipment. Special national conditions applicable to specific
member states are shown in Annex B.
This European Standard applies to all railbound machines and other vehicles – referred to as machines
– running exclusively on the railway (utilizing adhesion between the rail and wheels) and used for
construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction
equipment.
This European Standard applies to machines that are intended to operate signalling and control
systems. Other machines are dealt with in other European Standards, see Annex I.
This European Standard is written for 1 435 mm nominal track gauge; special requirements can apply
for running on infrastructures with narrow gauge or broad gauge lines, urban railways, railways
utilizing other than adhesion between the rail and wheels and road-rail machines which are not
included in this standard.
This European Standard covers the railway specific requirements for movements of the machine as a
train and movements to reach work sites.
