- Ausrüstungen zur Bodenstromversorgung, selbstfahrend oder schleppbar (Beispiele siehe Anhang A);
- Ausrüstungen zur Bodenstromversorgung, die auf anderen Luftfahrt-Bodengeräten montiert sind;
Maßnahmen gegen Kontakt;
- elektrische Versorgungssysteme, die nicht für Luftfahrzeuge bestimmt sind;

Overview
EN 12312-20:2005+A1:2009 (CEN) defines safety, functional and some performance requirements for electrical ground power units (GPUs) used to supply external electrical power to aircraft. The standard aims to minimise hazards during commissioning, operation and maintenance when carried out per manufacturer instructions. It applies to self‑propelled and towable GPUs, ground power equipment mounted on other GSE, and ground power accessories (cables, connectors, cable handling). It does not cover on‑board aircraft electrical systems, the electrical characteristics of supply networks, non‑aircraft electrical supply systems, or noise and vibration (these are addressed in EN 1915‑3/4).
Key topics and technical requirements
- Scope & exclusions: Clarifies applicability and that the Part is not retroactive to equipment manufactured before publication. Intended for use alongside EN 1915‑1/2/3/4.
- Hazard listing & risk reduction: Annex B lists hazards to be addressed using the risk‑assessment approach (EN ISO 12100).
- Power sources: Diesel generator sets must conform to EN 12601; turbines require overspeed, over‑temperature and low‑oil protection and speed regulation.
- Cables & connectors: Connectors must meet ISO 461‑1/2; cable assemblies require a minimum IPX4 ingress protection, adequate length and resistance to ramp fluids; interlocks must prevent energising unused connectors; cable stowage must prevent kinking and damage.
- Controls & safety devices: Emergency stops required at operator panels and shall meet EN ISO 13850 (category 0 or 1); E/F and N interlock bypass must be restricted and visibly indicated; visual/audible fault indicators required.
- Mechanical & vehicle requirements: Towable GPUs must be towable up to 32 km/h; self‑propelled units need driver accommodation, restraint systems and emergency exits; structural edges under bridges must be rounded (≥1 mm) where <2.5 m above ground.
- Marking & documentation: Permanent data plates (e.g., maximum continuous rated output) and comprehensive operating/maintenance instructions (connection procedures, hazards, training needs, emergency measures) are mandatory.
- Verification: Functional tests and measurements cover towing speed, turbine controls, interlocks, controls, brakes, steering and warnings per EN 1915‑1.
Applications and users
EN 12312-20 is used by:
- GSE manufacturers designing GPUs and accessories
- Airlines and ground handling operators procuring, operating and maintaining GPUs
- Airport authorities and safety managers setting operational procedures and workplace safety requirements
- Maintenance organisations and inspectors verifying compliance and performing functional tests
Practical uses include product design validation, procurement specifications, operator training content, and acceptance testing of new or modified GPU equipment.
