oSIST prEN 13598-1:2026 is a draft European Standard from CEN, published by SIST, for PVC-U, PP and PE ancillary fittings and shallow chambers used in non-pressure underground drains and sewers for wastewater. It specifies definitions, material and dimensional requirements, mechanical and sealing performance, marking, and installation information for the people who make, test, specify, buy, or install these components.
What does oSIST prEN 13598-1:2026 specify?
oSIST prEN 13598-1:2026 specifies the requirements for ancillary fittings and shallow chambers in plastics piping systems for non-pressure underground drains and sewers. It also covers the jointing of these components to the piping system, so the document is not limited to the fitting itself.
The scope covers two application areas:
- U - buried underground outside the building structure
- UD - buried underground outside the building structure and within the building structure
It applies to these ancillary fittings:
- sealed access fittings
- rodding point covers
- rodding tees
- mechanical saddles
Ancillary fittings are intended for pedestrian areas, except rodding tees and mechanical saddles, which may also be used in vehicular trafficked areas. Shallow chambers are intended for private drains in pedestrian areas above the groundwater table, to a maximum depth of 2.0 m from ground level to the invert of the main flow channel.
The document is organized into clauses 1 to 14, followed by Annexes A to E. Clauses 1 to 4 cover scope, references, terms, symbols and abbreviations, and clauses 5 to 14 cover materials, appearance, geometry, mechanical and physical performance, joints, marking, and documentation.
| Annex | What it covers |
|---|---|
| Annex A | Material characteristics for shallow chamber components |
| Annex B | Use of recyclates in shallow chambers |
| Annex C | Test methods for mechanical saddles |
| Annex D | Resistance to vertical loading of shallow chambers |
| Annex E | List of product standards for compatible pipes and fittings |
Products complying with the document can be used with compatible pipes, fittings and other components from the product standards listed in Annex E. The scope also notes that products complying with the document can be installed in underground applications without additional static calculation.
What are the key requirements of oSIST prEN 13598-1:2026?
The document sets requirements for materials, dimensions, mechanical strength, watertightness, marking and installation information. In practice, these are the points that decide whether a component can be connected, tested and documented as part of a sewer system.
Materials and product types
Clause 5 ties ancillary fittings to the relevant pipe and fitting standards for PVC-U, PP, PE and PP-MD, and Annex A sets material characteristics for shallow chambers. This matters because the component has to match the material family and the declared properties used in the system design and production control.
For shallow chambers, Annex A allows testing of material characteristics, while Clause 5 also permits use of materials already conforming to the named product standards without testing to Annex A. If recyclates are used, Annex B applies and the manufacturer must control the recyclate specification and recorded dosage.
Geometry and compatibility
Clause 7 requires the manufacturer to declare relevant dimensions and tolerances, with all dimensions measured to EN ISO 3126. For ancillary fittings, the dimensions of sockets, spigots and body walls must suit the pipe standards they connect to.
For shallow chambers, the base and riser are treated differently, and the first 300 mm of an integral riser are handled as part of the base for testing. This matters because manufacturers must separate design, declaration and test logic for base and riser parts.
Mechanical and functional performance
Clause 8 requires mechanical characteristics for sealed access fittings, rodding tees, mechanical saddles and shallow chambers, with separate tables for fabricated fittings. The practical effect is that the document checks whether the component can survive impact, loading, deformation and the structural conditions expected in underground use.
For shallow chambers, the document includes ring stiffness of the riser, structural integrity of the base, and resistance to vertical loading. For mechanical saddles, Annex C defines the test arrangements for vertical load, mechanical strength and tightness under deformation.
Joint tightness and system fitness for purpose
Clauses 10, 12 and 13 focus on the joint, not only the part body. Elastomeric sealing rings have to meet the relevant EN 681 part, and adhesives have to meet EN 14680, with EN 14814 allowed as an alternative.
Clause 10 sets fitness-for-purpose testing for joints and systems, including tightness under socket deflection, angular deflection, elevated temperature cycling, and pressure or air tightness where applicable. This matters because a fitting can look acceptable yet still leak or open up under movement, which is a key issue in buried systems.
Recyclates and traceability
Annex B allows recyclates in shallow chambers only under controlled conditions. The manufacturer must define an agreed specification, record the recyclate quantity used in each production series, and demonstrate conformity at the maximum recyclate content declared for the product.
Clause 14 adds traceability through marking and, where relevant, production year and production-site identification. In practice, this supports quality control, complaints handling and product identification on site.
Marking and installation information
Clause 14 requires minimum marking for sealed access fittings, rodding tees, mechanical saddles and shallow chamber bases. It also requires installation information such as recommended bedding and side-fill compaction for shallow chambers, and cutter diameter guidance plus compatible pipe sizes for mechanical saddles.
That documentation matters because it tells the installer how the component is intended to be fitted and what it is meant to connect to. For shallow chambers, separately sold risers also need identification and size marking.
What terms does oSIST prEN 13598-1:2026 define?
- Application area code - The marking code that shows whether the product is for area U or UD.
- Sealed access fitting - A fitting that allows rodding or inspection and has a sealed cover.
- Rodding point cover - A ground-level fitting with a removable cover for inspection or clearing blockages.
- Rodding tee - A fitting that connects to a ground-level rodding point and allows rodding or inspection in one or more directions.
- Mechanical saddle - A fitting that creates a branch connection to a larger buried pipe and is held in place mechanically.
- Shallow chamber - A chamber installed to a maximum depth of 2.0 m that allows surface-level cleaning and inspection, but not personnel access.
- Virgin material - Plastics material that has not been used or processed beyond its initial manufacture.
- Recyclate - Plastics material resulting from recycling pre-consumer or post-consumer plastics products.
Who uses oSIST prEN 13598-1:2026?
Manufacturers of underground plastics drainage components use this document to design products, choose materials, set dimensions and define marking. Testing laboratories use it to run the mechanical, tightness and material tests in Clauses 8 to 12 and Annexes A to D.
Specifiers, consulting engineers and quality managers use it when selecting compatible ancillary fittings or shallow chambers for sewer projects. Buyers and procurement teams use it to compare products on a common technical basis.
Installers and site supervisors use the installation documentation in Clause 14, especially for bedding, side-fill compaction, cutter size and pipe compatibility. It is relevant to the external sewage and building drainage sectors, especially where PVC-U, PP and PE systems are connected underground.
