ISO/IEC 7501-3:2005 is a short form endorsement of the International Civil Aviation Organization (ICAO) Document Doc 9303 Part 3 - Size-1 and Size-2 Machine Readable Official Travel Documents. ICAO Doc 9303 Part 3 specifies generic formats and minimum data elements for visual inspection and machine reading of official travel documents in the ID-1 and ID-2 card formats containing standardized, globally interoperable machine readable optical character recognition (OCR) data, which may at the option of Governments, be accepted in lieu of a passport as defined in Annex 9 (Chapter 3, paragraph 3.4) to the Convention on International Civil Aviation year 1946 (as revised). The edition of the International Civil Aviation Organization (ICAO) Document; i.e. Doc 9303 Part 3 - Size-1 and Size-2 Machine Readable Official Travel Documents, Sections III and IV, Technical Specifications, which was adopted as ISO/IEC 7501-3:1997 is now out of date and in the process of being revised. Once the new edition of Doc 9303 Part 3 - Size-1 and Size-2 Machine Readable Official Travel Documents is finalized by the TAG/MRTD, ISO/IEC JTC 1 will undertake its consideration for endorsement as a new third edition of ISO/IEC 7501-3.

Overview
ISO/IEC 7501-3:2005 is an international standard focused on machine readable official travel documents. It serves as a short form endorsement of the International Civil Aviation Organization’s (ICAO) Document 9303 Part 3, which defines the technical specifications for Size-1 (ID-1) and Size-2 (ID-2) official travel documents such as identity cards that can be used for international travel. These documents contain standardized and globally interoperable machine-readable optical character recognition (OCR) data, allowing for efficient visual inspection and machine reading.
This standard is critical for governments and agencies aiming to issue secure, machine-readable ID cards that comply with international protocols and may be accepted as alternatives to passports under Annex 9 of the Convention on International Civil Aviation (1944, as amended). By adhering to ISO/IEC 7501-3, authorities ensure global interoperability and the facilitation of cross-border travel with official travel documents.
Key Topics
- Machine readable travel documents (MRTDs): Standard formats for official travel documents designed to be read both visually and by machine using OCR technology.
- ID card formats: Defines two card sizes compliant with ICAO specifications-Size-1 (ID-1) and Size-2 (ID-2) formats widely recognized in the travel document industry.
- Data elements: Specifies the minimum data elements required for visual inspection and machine reading such as personal identification information and document validity dates.
- Interoperability: Ensures documents produced following this standard are globally recognized and machine-compatible, facilitating seamless processing at border controls.
- ICAO coordination: Reinforces that this ISO/IEC standard aligns with ICAO Doc 9303 to maintain international consistency.
- Revision process: Notes ongoing updates to the standard as ICAO Doc 9303 Part 3 evolves, with ISO/IEC JTC 1 providing liaison and endorsement for new editions.
Applications
ISO/IEC 7501-3 is essential for:
- Government agencies issuing official travel documents such as national ID cards and other recognized travel permits.
- Border and immigration control authorities employing automated systems to verify gender, date of birth, nationality, and document authenticity using OCR data.
- Manufacturers and suppliers of machine readable ID cards and secure travel documents, ensuring products meet international standards.
- International organizations coordinating secure travel identity verification to reduce fraudulent documents and improve traveler throughput.
- Transportation hubs like airports and seaports implementing machine-readable document scanning for efficient passenger processing.
The standard supports both security and convenience in international travel by enabling faster identity verification, minimizing manual checks, and enhancing trust in official travel credentials.
Related Standards
- ISO/IEC 7501-1: Machine readable passports - Defines specifications for passports as travel documents.
- ISO/IEC 7501-2: Machine readable visas - Covers machine-readable visa documents compatible with international standards.
- ICAO Doc 9303: The foundational document from the International Civil Aviation Organization detailing specifications for MRTDs including passports, visas, and official travel documents.
- Annex 9 to the Convention on International Civil Aviation: Provides regulatory references where machine-readable official documents can be accepted as passport equivalents.
- ISO/IEC JTC 1/SC 17: The technical committee responsible for standardizing identification cards and personal identification technologies.
By aligning with these standards, ISO/IEC 7501-3 helps ensure travel documents are consistent, secure, and interoperable across borders, supporting global mobility and identity verification frameworks.
