ISO 38200:2018/Amd 1 is an ISO amendment to ISO 38200:2018 on the chain of custody of wood and wood-based products. It adds guidance and requirements for applying the chain of custody standard in organizations with multiple sites. The amendment is aimed at organizations using a Central Office-based model, together with the sites, auditors and certification bodies that assess it.
What does ISO 38200:2018/Amd 1 specify?
ISO 38200:2018/Amd 1 modifies Clause 5.1 and adds Annex I on implementation in organizations with multiple sites. The added annex is informative, but when an organization chooses to apply it, all requirements stated in Annex I apply.
In practice, the amendment sets out an optional centralized approach for multi-site chain of custody management. That matters because it gives one way to organize certification, internal control, reviews and audits across linked sites.
| Part of the amendment | What it covers |
|---|---|
| Clause 5.1 | Adds a note directing users to Annex I for optional centralized chain-of-custody guidance |
| Annex I | Implementation of the chain of custody standard in organizations with multiple sites |
What are the key requirements of ISO 38200:2018/Amd 1?
ISO 38200:2018/Amd 1 focuses on how a group or multi-site organization organizes responsibility, control and audit activity around chain of custody. The main practical point is that certification can be managed centrally, but the Central Office must actively control the system and each site must cooperate.
Optional use of Annex I
Annex I is not required for conformity with ISO 38200:2018/Amd 1. If an organization chooses it, the organization shall meet the annex requirements. In practice, this means the annex is a selectable operating model, not a universal obligation.
Who can participate
For a chain of custody group, participation is restricted to independent organizations with a registered office in the same country. The group model is described as suitable for small independent enterprises. In practice, this affects who can join the group and how the certification structure is set up.
How sites must be linked
In a chain of custody group, all facilities must have a legal or contractual link with the Central Office. In multi-site chain of custody, all facilities and the Central Office must be linked by common ownership or by legal or contractual agreements. In practice, the organization must be able to show a real formal connection between the central function and each site.
Central control and surveillance
All integrating facilities, including the Central Office, shall be subject to a common chain of custody under constant surveillance by the Central Office. The Central Office is entitled to take corrective measures where needed. In practice, this means the central function is not just administrative - it must monitor performance and intervene when problems appear.
Central Office duties
The Central Office shall be a professional association or legal entity appointed by the members of the group or multi-site organization. It shall represent the organization in certification, set the contractual relationship, provide information and guidance, maintain documented procedures, and run an internal audit programme. In practice, the Central Office is the main control point for certification readiness and ongoing oversight.
Site duties
Each site must implement the organization’s chain of custody requirements and procedures, maintain its contractual relationship with the Central Office, report changes that could affect conformity, respond to requests for data and documents, cooperate with audits, and implement preventive and corrective actions within the specified timeframe. In practice, sites must keep the Central Office informed and be ready for audit.
Audit sequencing
All facilities involved, including the Central Office, shall be subject to the internal audit programme and shall be audited in conformity with that programme before external audits. In practice, the organization must check itself first before a certification body checks it.
What terms does ISO 38200:2018/Amd 1 define?
- Central Office - the professional association or legal entity appointed to manage and represent the group or multi-site organization for chain of custody purposes.
- facility - a site where the activities covered by chain of custody certification take place.
- chain of custody group - a structure designed for independent organizations that work together under one Central Office.
- multi-site - a group of sites linked by common ownership or by legal or contractual agreements.
- independent organizations - organizations that may participate in a chain of custody group when they have a registered office in the same country.
- conformity assessments - the audits and related checks used to verify that the organization meets the chain of custody requirements.
Who uses ISO 38200:2018/Amd 1?
ISO 38200:2018/Amd 1 is used by organizations in the wood and wood-based products sector that want to run chain of custody across more than one site. It is relevant to small independent enterprises forming a chain of custody group and to larger enterprises using a multi-site structure.
It is also used by Central Offices, internal auditors, certification bodies and site managers. In practice, these users rely on the amendment to assign responsibilities, manage internal audits, coordinate documents and support external certification.
What changed in ISO 38200:2018/Amd 1 from the previous edition?
ISO 38200:2018/Amd 1 adds a sentence to Clause 5.1 pointing users to Annex I for requirements and guidance on an optional centralized chain-of-custody approach for organizations with multiple sites. It also adds Annex I after Annex H.
Annex I introduces the organizational model for groups and multi-site organizations, including the roles of the Central Office and the sites, and the conditions for using that model.
What does the ISO 38200:2018/Amd 1 document contain?
ISO 38200:2018/Amd 1 contains a short clause amendment and one informative annex. The annex is organized into a general introduction, general requirements, requirements for the Central Office, and the roles and responsibilities of the Central Office and the sites.
The document is procedural and organizational rather than test-based. It provides the structure for central management, internal audits, corrective action, and certification coordination in multi-site chain of custody systems.
