Overview
ISO 5395-3:2013/Amd 1:2017 is an important international standard that outlines safety requirements for combustion-engine-powered ride-on lawnmowers with a seated operator. This amendment updates the original ISO 5395-3:2013 standard to enhance operator safety by specifying criteria for critical components such as the Operator Presence Control (OPC), parking brake, Rollover Protective Structure (ROPS), pressurized hoses, cutting mechanisms, grass catchers, and test probes. Developed by ISO Technical Committee ISO/TC 23/SC 13, this standard reflects the latest safety best practices designed to reduce hazards and improve operator protection during lawnmower operation.
Key Topics
Operator Presence Control (OPC): The amendment mandates that ride-on lawnmowers incorporate an OPC system that must be continuously activated by the operator to enable operation of the traction and cutting drive systems. It ensures automatic stopping if the operator leaves the seat and requires two distinct actions to restart from a complete stop, reducing accidental machine engagement.
Parking Brake Requirements: The release mechanism for parking brakes must demand a minimum actuation force or involve two dissimilar actions to prevent unintended disengagement during usage.
Rollover Protective Structure (ROPS): Mowers with a mass equal to or greater than 400 kg must be equipped with a ROPS that meets or exceeds ISO 21299 standards, providing protection against rollover accidents. Exceptions apply for lighter mowers and those with specific seating arrangements offering unobstructed egress.
Pressurized Hydraulic Hoses: High-pressure hoses (exceeding 5,000 kPa) or hoses with elevated fluid temperatures operating within close proximity to the operator environment must be shielded or routed to prevent fluid discharge onto the operator in case of rupture.
Cutting Means Impact Testing: The amendment introduces rigorous impact resistance tests for cutting mechanisms, requiring that cutting means withstand sudden impacts without detachment or penetration issues. Drive shearing device breakage or minor edge chipping is not considered a failure.
Grass Catcher Testing: Grass catchers must be tested at full volumetric capacity with material simulating actual weight, including additional tests for high-tip models in both normal and raised positions to verify structural integrity.
Test Probe Specification: A detailed test probe design is included to simulate operator interactions and validate safety features related to control systems.
Applications
This standard serves manufacturers, safety engineers, and regulatory bodies involved in the design, testing, and certification of ride-on lawnmowers powered by combustion engines. Key practical benefits include:
- Enhancing operator safety by mitigating accidental activation and improving emergency stop functions.
- Providing clear safety benchmarks for key machine components such as parking brakes and ROPS.
- Setting material and structural testing protocols that ensure durability and minimize mechanical failure risks under operational stresses.
- Assisting in compliance with international safety requirements, facilitating global market access for lawnmower products.
- Supporting product innovation by defining "well-tried components" and balanced approaches for safety-related control systems.
Related Standards
- ISO 21299: Specifies requirements for rollover protective structures (ROPS) to protect machinery operators.
- ISO 5395-1: Details safety requirements for walk-behind lawnmowers including cutting means impact tests referenced in this amendment.
- ISO 13849-1: Addresses safety-related parts of control systems – general principles relevant to OPC design and safety function reliability.
- ISO/IEC Directives, Part 1 and Part 2: Describe procedures and editorial rules followed during the development of this ISO amendment.
By adhering to ISO 5395-3:2013/Amd 1:2017, manufacturers can deliver safer ride-on lawnmowers that comply with international safety standards, increasing user confidence and reducing accident risks during lawn maintenance operations.

4.3 Operator Presence Control (OPC)
4.3.1 General
The lawnmower shall be fitted with an operator presence control device which
— conforms to well-tried principles and applies well-tried components; and
— requires activation by the operator before the lawnmower’s traction and cutting-means drive
systems can be started; and
— requires continuous activation by the operator to allow rotation of the cutting means and the
activation of the traction drive; and
— automatically activates the stopping of the cutting-means rotation and traction drive when the
operator leaves the operating position used when cutting grass.
A “well-tried component” for a safety-related application is a component which has been either
a) widely used in the past with successful results in similar applications, or
b) made and verified using principles which demonstrate its suitability and reliability for safety-
related applications.
Newly developed components and safety principles may be considered as equivalent to “well-tried” if
they fulfil the conditions of b).
