Overview
ISO 14246:2022 - Gas cylinders - Cylinder valves - Manufacturing tests and examinations specifies procedures and acceptance criteria for manufacturing (initial) tests and examinations of cylinder valves type tested to ISO 10297. It applies to:
- cylinder valves for refillable transportable gas cylinders,
- main valves (excluding ball valves) for cylinder bundles,
- valves with integrated pressure regulators (VIPR),
- valves for pressure drums and tubes.
The standard defines how to verify valve function, cleanliness, materials and batch conformity so valves perform safely in service and meet transport and regulatory requirements.
Key topics and requirements
- Manufacturing tests on each valve
- Internal and external leak tightness testing prior to dispatch.
- Verification of through passage and testing at ambient temperature (typically 15–30 °C).
- Valves closed with manufacturer-specified closing torque (not exceeding type-test endurance torque).
- Typical acceptance limits: internal leakage ≤ 6 cm3/h; total external leakage ≤ 6 cm3/h for cylinder/main valves and ≤ 12 cm3/h for VIPR. Alternative tighter limits can be agreed for toxic or specialty gases.
- Valve test pressure
- Table-driven test pressures (e.g., specific high-pressure gases such as fluorine; most compressed gases tested at 1.2 × valve working pressure pw). Special provisions for liquefied and dissolved gases (e.g., acetylene - minimum 35 bar in certain cases).
- Cleanliness
- Controls to ensure valves are supplied clean and dry for intended service. For oxygen and oxidizing gases, hydrocarbon contamination limits and particle-size limits (e.g., maximum hydrocarbon mass and particle size thresholds) are specified, with ISO 15001 cited as an example method for verification.
- Sampling, inspections and batch verification
- Sampling plans (e.g., ISO 2859 procedures) for inspections of dimensions, machining, assembly torques, marking, documentation, and material certificates.
- Quality and materials control
- Requirement for a quality management system covering suppliers, components and test laboratories to ensure correct materials and components are used.
Applications and who uses this standard
ISO 14246:2022 is used by:
- valve and cylinder manufacturers for production control and release testing,
- quality managers and production engineers implementing manufacturing test protocols,
- independent test laboratories and conformity assessors performing leak and pressure testing,
- transport safety regulators and compliance teams ensuring valves meet UN Model Regulations references,
- purchasers and end-users of cylinders who specify manufacturing acceptance criteria (industrial gases, medical, specialty and oxidizing gases).
Practical benefits include reduced in-service failures, documented batch traceability, and alignment with type testing in ISO 10297.

electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are
described in the ISO/IEC Directives, Part 1. In particular, the different approval criteria needed for the

This third edition cancels and replaces the second edition (ISO 14246:2014), which has been technically
revised. It also incorporates Amendment ISO 14246:2014/Amd 1:2017. The main changes are as follows:
— in Clause 4, a maximum level of hydrocarbon contamination of 220 mg/m and a maximum particle
size of 200 µm has been introduced for valves for oxygen and other oxidizing gases for general
purpose applications, and the mandatory reference to ISO 15001 has been changed to an example
for medical applications;
— in 5.2, indent c), the value of the test pressure for specific acetylene valves has been reduced from
37 bar to 35 bar;
— in 5.4, the requirements concerning the verification of the assembly with regard to the use of correct
components and assembly torques have been clarified.
Any feedback or questions on this document should be directed to the user’s national standards body. A
complete listing of these bodies can be found at www.iso.org/members.html.

Introduction
This document covers the function of a valve as a closure (defined by the UN Model Regulations).
Additional features of valves (e.g. pressure regulators, residual pressure-retaining devices, non-return
devices and pressure relief devices) might be covered by other standards and/or regulations.
Valves conforming to this document can be expected to perform satisfactorily under normal service
conditions.
This document pays particular attention to manufacturing tests and examinations of valves designed
and type tested in accordance with ISO 10297.
[1]
This document has been written so that it is suitable to be referenced in the UN Model Regulations .
In this document, the unit bar is used, due to its universal use in the field of technical gases. It should,
however, be noted that bar is not an SI unit, and that the corresponding SI unit for pressure is Pa
5 5 2
(1 bar = 10 Pa = 10 N/m ).
Pressure values given in this document are given as gauge pressure (pressure exceeding atmospheric
pressure) unless noted otherwise.
