Overview

IEC 60745-2-11:2003/AMD1:2008 is an international amendment to the safety standards for hand-held motor-operated electric tools, specifically focusing on reciprocating saws, including jig saws and sabre saws. Published by the International Electrotechnical Commission (IEC), this amendment updates the existing standard by aligning it with the latest general safety requirements of IEC 60745-1 (fourth edition, 2006). It introduces essential revisions covering safety warnings, mechanical hazard protections, and specific requirements for battery-operated tools.

This amendment ensures enhanced operator safety by detailing clear guidelines on the design and marking of reciprocating saws, reducing risks such as electric shock and inadvertent contact with saw blades. It is crucial for manufacturers, safety testers, product designers, and compliance officers involved in electric power tools.

Key Topics

  • Scope and Application
This standard applies specifically to reciprocating saws, notably jig saws and sabre saws, complementing the overarching requirements of IEC 60745-1.

  • Definitions

    • Jig saw: A reciprocating saw with a base plate allowing bevel adjustments.
    • Sabre saw: A reciprocating saw featuring a guide plate that may enable tilting movements.
  • Safety Marking and Instructions
A key addition requires users to hold the power tool by insulated gripping surfaces during operations where the cutting accessory might contact concealed wiring or its own cord. This is vital to prevent electric shock caused by exposure to live wires, ensuring the operator’s protection.

  • Mechanical Hazard Protections

    • Jig saws: Must have guards preventing accidental contact with the saw blade's cutting edge above the base plate.
    • Other reciprocating saws: Where the design includes a grip zone behind the saw blade, a physical barrier at least 6 mm high must be installed to prevent inadvertent contact unless an auxiliary front handle is supplied.
  • Battery Tools and Packs
Provisions specify that all conditions of this Part 2 apply to battery-operated tools as well, with special emphasis on maintaining insulated handling when cutting may involve contact with live wiring.

  • Compliance Testing
Compliance methods include inspection and measurement tests to verify mechanical guards and barriers are correctly implemented, emphasizing practical, enforceable safety measures.

Applications

IEC 60745-2-11 Amendment 1 is essential for:

  • Manufacturers of reciprocating saws
Ensuring that new models meet the latest international safety requirements, particularly related to guarding mechanisms and safety instructions.

  • Product certification and compliance testing bodies
Utilizing the detailed test procedures for guard effectiveness and insulation warnings to approve products for market access.

  • Safety engineers and designers
Incorporating the mechanical hazard safeguards and safety warnings into tool design to reduce user risk and comply with global standards.

  • End-users and operators
Providing awareness through mandatory markings and instructions on safe handling practices that help prevent electric shock and mechanical injury.

The standard facilitates safer electric tool usage in professional woodworking, construction, and general handyman tasks, especially where power tools might interact with concealed electrical wiring or other hazards.

Related Standards

  • IEC 60745-1: Hand-held motor-operated electric tools – Safety – Part 1: General requirements
The foundational standard setting the framework and general safety rules for all hand-held motor-operated electric tools.

  • IEC 60745 Series (Part 2)
