Overview
The IEC 61347-2-3:2000/AMD2:2006 is an important amendment issued by the International Electrotechnical Commission (IEC) focusing on lamp controlgear, specifically detailing particular requirements for A.C. supplied electronic ballasts for fluorescent lamps. This amendment updates and refines the standards related to the performance, safety, and marking of electronic ballasts used in fluorescent lighting systems powered by alternating current.
As a normative addition to the IEC 61347 series, this amendment ensures that electronic ballasts meet stringent safety and operational criteria, enhancing reliability and effectiveness in fluorescent lamp applications.
Key Topics
Electronic Ballast Definitions and Terminology
The amendment revises definitions in the base publication, especially around electronic ballasts supplied by alternating current. It broadens terminology from "tubular fluorescent lamps" to "fluorescent lamps," reflecting a wider applicability.Marking Requirements
Clear and durable marking standards are mandated for ballasts (excluding integral types). Essential markings include:- Compliance items as per IEC 61347-1 subclause 7.1 (a, b, c, d, e, k, l)
- Earthing symbols where applicable
- Identification of control terminals on dimmable ballasts
- Declaration of maximum working voltage (r.m.s.) between output terminals and between any output terminal and earth. This voltage marking must follow specific step increments depending on the voltage value.
Limits for Capacitive Leakage Current
Updated figures define the limits for capacitive leakage currents in high-frequency operated fluorescent lamps. These limits are detailed via three graphical ranges covering different time spans (10 ms to 10,000 ms) and frequencies (20 kHz to 50 kHz), supporting safer and more efficient ballast designs.Safety and Insulation Requirements
The amendment updates test methods and references for moisture resistance and insulation properties, emphasizing operation at 50 kHz rather than 50 Hz, to better match electronic ballast operating frequencies.Design Guidance for Ballasts
A new normative annex (Annex L), derived from IEC 61195, provides guidelines for safe lamp operation, including critical working voltage limits-specifically, the voltage between any fluorescent lamp terminal and earth must not exceed 430 V r.m.s. for G5-capped lamps of 16 mm diameter.
Applications
IEC 61347-2-3 Amendment 2 directly supports manufacturers, designers, and testers of electronic ballasts for fluorescent lamps used in:
- Commercial and residential lighting fixtures
- Industrial lighting applications requiring high-efficiency fluorescent lamp controlgear
- Safety-critical environments demanding strict compliance with leakage currents and insulation standards
- Development of controllable and dimmable ballast systems requiring precise control terminal identification and voltage ratings
Adopting this amendment ensures that fluorescent lamp ballasts are designed to operate safely with reliable electrical performance while meeting international market regulations.
Related Standards
- IEC 61347-1: General requirements for lamp controlgear, providing overarching guidelines that complement the particular provisions of this amendment.
- IEC 61195: Specifies safety requirements for double-capped fluorescent lamps and is referenced for ballast design recommendations and voltage limitations in this amendment.
Compliance with IEC 61347-2-3 Amendment 2 in conjunction with these standards supports harmonized global production and facilitates international trade of electronic ballasts.

7.1 Marquages obligatoires
Remplacer le texte de ce paragraphe par le suivant:
En accord avec les exigences du paragraphe 7.2 de la CEI 61347-1, les ballasts autres que
les ballasts intégrés doivent être marqués d'une manière claire et durable avec les
marquages obligatoires suivants:
a) les points a), b), c), d), e), k) et l) du paragraphe 7.1 de IEC 61347-1, conjointement avec
b) le symbole de mise à la terre, le cas échéant;
c) pour les ballasts à gradation, l’identification des bornes de commande;
