Wind turbines - Part 22: Conformity testing and certification

IEC 61400-22:2010 defines rules and procedures for a certification system for wind turbines (WT) that comprises both type certification and certification of wind turbine projects installed on land or off-shore. This system specifies rules for procedures and management for carrying out conformity evaluation of WT and wind farms, with respect to specific standards and other technical requirements, relating to safety, reliability, performance, testing and interaction with electrical power networks.

La CEI 61400-22:2010 définit les règles et procédures d'un système de certification des éoliennes comprenant la certification de type et la certification des projets d'éoliennes installées sur terre ou en mer. Ce système spécifie les règles relatives aux procédures et à la gestion de mise en oeuvre de l'évaluation de la conformité d'une éolienne et des parcs éoliens, avec les normes spécifiques et autres exigences techniques en matière de sécurité, de fiabilité, de performances, d'essais et d'interaction avec les réseaux électriques.

Ta mednarodni standard določa pravila in postopke za sistem certificiranja za vetrne turbine (WT), ki sestavlja obe vrsti certificiranja in certifikacijo projektov vetrnih turbin, postavljenih na kopnem ali na morju. Ta sistem določa pravila za postopke in upravljanje za izvedbo ocenjevanja skladnosti WT in vetrnih elektrarn, glede na določene standarde in druge tehnične zahteve, povezane z varnostjo, zanesljivostjo, delovanjem, preskušanjem in povezavo z električnimi omrežji. Zagotavlja: - definicije elementov v certifikacijskem procesu vetrne turbine, – postopke za ocenjevanje skladnosti vetrne turbine v certifikacijskem sistemu, – postopke za nadzor skladnosti, – pravila za dokumentacijo, ki jo poda vlagatelj za ocenjevanje skladnosti, in – zahteve za certifikacijske in inšpekcijske organe in preskusne laboratorije. Pravila in postopki niso omejeni na določene velikosti ali vrste WT. Vendar veljajo posebna pravila in postopki za majhne vetrne turbine (SWT). Nekateri elementi certificiranja so obvezni, medtem ko velja posebna določba, da so lahko drugi neobvezni. Dokument opisuje postopke, povezane s preskušanjem skladnosti, načrtovanjem, proizvodnjo in načrti za transport, postavitev, vgradnjo in vzdrževanje za tipsko certificiranje. Postopki obravnavajo ocenjevanje obremenitev in varnosti, preskušanje, merjenje lastnosti in nadzor proizvodnje. Dokument za certifikacijo projekta opisuje postopke, povezane z ocenjevanjem, da so posamezne vetrne turbine in podporni strukturni/temeljni načrti v projektu primerni za uporabo, in povezane s transportom, vgradnjo, prevzemom, delovanjem in vzdrževanjem. Postopki obravnavajo ocenjevanje v skladu z vsemi moduli v tem dokumentu, npr. stanjem lokacije, načrtovanjem z lokacijo nekaterih komponent ter nadzorom proizvodnje, transporta, vgradnje in delovanja. Namen teh pravil in postopkov je zagotoviti splošno osnovo za certifikacijo vetrnih turbin in projektov vetrnih turbin, vključno z osnovo za odobritev organov delovanja (to so certifikacijski organi, inšpekcijski organi in preskusni laboratoriji) in skupno priznavanja certifikatov.
