Overview
The EN 62841-2-8:2016/prAB:2024 standard, developed by the European Committee for Electrotechnical Standardization (CLC), addresses the safety requirements for electric motor-operated hand-held shears and nibblers. This document is a draft amendment to the original EN 62841-2-8:2016, focusing on particular safety measures for hand-held shears and nibblers used in various cutting and shaping applications. It highlights essential features such as isolation and disabling devices to prevent accidental startup and ensure user safety during maintenance.
The standard is part of a wider series covering electric motor-operated tools, transportable tools, and lawn and garden machinery, and aligns with the European Machinery Directive 2006/42/EC, offering a framework for compliance and regulatory conformance.
Key Topics
Safety requirements for hand-held shears and nibblers: Specific provisions are included to enhance protection against mechanical hazards associated with these tools.
Isolation and disabling devices for battery-powered tools:
- Tools must be equipped with an isolation device that disconnects at least one battery pole during servicing or maintenance, preventing accidental injury.
- Alternatively, a disabling device is required to avoid unintentional starting, which may include lock-off mechanisms requiring two distinct actions before motor start, or removable disabling components that render the tool inoperable when applied or removed.
Clear indication and protection against accidental reconnection: Isolation devices must provide unambiguous manual control states and include safeguards to prevent unintended reconnection.
Modifications to annexes of the existing standard: The draft introduces updates to Annex K and L, reflecting these new safety requirements for battery tools and tools with mains connections.
Conformity with Machinery Directive: Annex ZZ details the correlation between this standard and the essential safety requirements of the EU Machinery Directive 2006/42/EC, facilitating legal conformity in member states.
Applications
EN 62841-2-8:2016/prAB:2024 is crucial for manufacturers, safety engineers, and regulatory bodies involved with:
Hand-held shears and nibblers: Ensuring safe design and operation of motor-operated cutting tools frequently used in metalworking, manufacturing, maintenance, and landscaping.
Battery-operated portable tools: Implementing safety measures that cater specifically to the risks posed by integrated battery packs, particularly in avoiding accidental startup during servicing.
Regulatory compliance: Providing manufacturers clear guidelines to meet European safety requirements, enabling market access and certification within the European Economic Area (EEA).
Product development and testing: Offering benchmarks for product safety inspections, manual tests, and risk reduction strategies in tool design.
Related Standards
This document builds on and modifies the existing EN 62841-2-8:2016 standard and relates to the broader IEC 62841 series, which covers the safety of motor-operated electric tools. Key related standards and directives include:
EN 62841-1: General safety requirements for electric motor-operated hand-held tools and lawn and garden machinery.
Directive 2006/42/EC (Machinery Directive): European regulation mandating safety and health protection requirements for machinery placed on the EU market.
Standards governing ergonomics, control system safety, and protection against electrical hazards associated with portable electric tools.
By adhering to EN 62841-2-8:2016/prAB:2024, stakeholders ensure that hand-held shears and nibblers operate safely, minimize risks of mechanical injury, prevent unintended activation, and comply with both European and international safety mandates essential for construction, manufacturing, and garden tool industries.
