Overview

EN 62841-2-8:2016/FprA1:2024 is Amendment 1 to the CLC/IEC safety standard for electric motor‑operated hand‑held tools, transportable tools and lawn and garden machinery - specifically Part 2-8: particular requirements for hand‑held shears and nibblers. Prepared by IEC TC 116, this amendment updates construction, component and test requirements, and adds clarifications for abnormal operation and battery‑operated tool testing. The document is intended to remain stable through 2030 and the committee recommends national implementation not earlier than 36 months after publication.

Key Topics and Requirements

  • Scope: Focuses on safety requirements that are particular to hand‑held shears and nibblers (sheet‑metal shears and nibbling tools).
  • Abnormal operation: Table 4 text replaced to emphasise prevention of exceeding thermal limits (see clauses 18.4 and 18.5.3).
  • Construction: Adds a specific exclusion - subclause 21.18.1.2 of Part 1 is not applicable to these tools.
  • Components: Clause 23 of Part 1 is replaced with a modified applicability statement; notably subclause 23.3 is not applicable.
  • Test methods (Annex I):
    • Orientation test: cutting a horizontal strip of sheet metal (tensile strength ~390 N/mm²) with minimum dimensions of 400 mm × 400 mm; strip thickness per clause 8.14.2 b).
    • Test set‑up: resilient mounting to avoid resonances; differences explained for tools intended for two‑hand use (secured to a test bench) versus one‑hand use (hand held with support).
    • Cutting procedure: 50 mm wide strips cut near the support; operator posture should be upright or almost upright to allow normal tool operation.
    • Battery‑operated tools: tests are to be conducted with the lightest battery (per K.8.14.2 e)2)) that still has enough capacity to complete fifteen measurements specified in Table I.101.

Applications and Users

This amendment is practical for:

  • Manufacturers of hand‑held shears and nibblers updating designs to meet safety and test requirements.
  • Test laboratories and conformity assessors performing type and safety testing (thermal, construction, component checks, and cutting performance tests).
  • Product safety engineers and compliance officers preparing technical documentation and risk assessments.
  • Standards bodies and certification schemes aligning national requirements with the IEC/CENELEC amendment.

Related Standards

  • EN/IEC 62841 series (general safety framework for electric motor‑operated hand‑held and transportable tools).
  • Referenced Part 1 clauses (construction, components, abnormal operation) for baseline requirements.

AMENDMENT 1
FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC Publication(s)"). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committee
