High-voltage switchgear and controlgear - Part 103: Switches for rated voltages above 1 kV up to and including 52 kV

IEC 62271-103:2011 is applicable to three-phase, alternating current switches and switch-disconnectors for their switching function, having making and breaking current ratings, for indoor and outdoor installations, for rated voltages above 1 kV up to and including 52 kV and for rated frequencies from 162/3 Hz up to and including 60 Hz. This standard is also applicable to single-pole switches used on three phase systems. This standard cancels and replaces the third edition of IEC 60265-1, published in 1998. It constitutes a technical revision. This edition includes the following significant technical changes with respect to IEC 60265-1:1998: - the rated voltage of 52 kV is now included; - the document is aligned with IEC 62271-1 and IEC 62271-100; - addition of a test procedure for short-circuit making tests; - introduction of notion of NSDD (non-sustained disruptive discharge) as defined in IEC 62271-1 and restrikes; - new classes C1 and C2 for capacitive switching; - new Annex A defining tolerances. This publication is to be read in conjunction with IEC 62271-1:2007.

La CEI 62271-103:2011 est applicable aux interrupteurs et interrupteurs-sectionneurs à courant alternatif triphasé ayant des pouvoirs de coupure et de fermeture assignés, prévus pour l'installation à l'intérieur et à l'extérieur, de tension assignée supérieure à 1 kV et inférieure ou égales à 52 kV et de fréquences assignées allant de 16 2/3 Hz jusqu'à et y compris 60 Hz. La présente norme est également applicable aux interrupteurs unipolaires prévus pour des réseaux triphasés. La présente norme annule et remplace la troisième édition de la CEI 60265-1 parue en 1998. Elle constitue une révision technique. Cette édition inclut les modifications techniques majeures suivantes par rapport à la CEI 60265-1:1998: - la tension assignée de 52 kV est désormais comprise; - le document est aligné avec la CEI 62271-1 et la CEI 62271-100; - ajout d'une procédure d'essai pour les essais d'établissement de courant de court-circuit; - introduction du concept de NSDD (décharge disruptive non soutenue) comme défini dans la CEI 62271-1 et des réamorçages; - nouvelles classes C1 et C2 pour man uvre de charges capacitives; - nouvelle Annexe A définissant les tolérances. Ta del IEC 62271 velja za trifazna stikala izmenične napetosti in prekinjevalna stikala za njihove stikalne funkcije, ki prevajajo in prekinjajo tok, za
vgradnjo v prostore in na prostem za naznačene napetosti nad 1 kV do vključno 52 kV in
za naznačene frekvence od 162/3 do vključno 60 Hz. Ta standard prav tako velja
za stikala z enim polom, ki se uporabljajo pri trifaznih sistemih.
Ta standard prav tako velja za delovne naprave teh stikal in njihovo pomožno opremo.
Prekinjevalna stikala so prav tako zajeta v IEC 62271-102 za njihovo prekinjevalno funkcijo. Naprave, ki potrebujejo ročno upravljanje, niso zajete s tem standardom. Splošna načela in določbe tega standarda se prav tako lahko uporabljajo za stikala z enim polom, namenjena za uporabo v enofaznih sistemih. The text of document 17A/961/FDIS, future edition 1 of IEC 62271-103, prepared by SC 17A,
High-voltage switchgear and controlgear, of IEC TC 17, Switchgear and controlgear, was submitted to the
IEC-CENELEC parallel vote and was approved by CENELEC as EN 62271-103 on 2011-07-21.
This European Standard supersedes EN 60265-1:1998.
EN 60265-1:1998:
– the rated voltage of 52 kV is now included;
– the document is aligned with EN 62271-1 and EN 62271-100;
– addition of a test procedure for short-circuit making tests;
– introduction of notion of NSDD (non-sustained disruptive discharge) as defined in EN 62271-1 and
restrikes;
– new classes C1 and C2 for capacitive switching;
– new Annex A defining tolerances.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN and CENELEC shall not be held responsible for identifying any or all such patent

A-deviations
A-deviation: National deviation due to regulations, the alteration of which is for the time being outside the
competence of the CENELEC member.
This European Standard does not fall under any Directive of the EC.
In the relevant CENELEC countries these A-deviations are valid instead of the provisions of the European
Standard until they have been removed.
Clause Deviation
1.1 Italy
(I.S.P.E.S.L. (*) Rules, 95 revision: VSR.8.B.1; VSR.8.B.2; M.15.D.2 to .4.)
For high-voltage alternating current circuit-breakers containing gas-filled compartments,
the design pressure is limited to a maximum of 0,5 bar (gauge) and the volume is limited
to a maximum of 2 m . Gas filled compartments having a design pressure exceeding
0,5 bar (gauge) or a volume exceeding 2 m shall be designed according to Italian
pressure vessel code for electrical switchgear (DM 1 December 1980 and DM
10 September 1981 published on Gazzetta Ufficiale n° 285 dated 16.10.1981). This
requirement is not applicable for gas filled compartments having a design pressure
exceeding 0,5 bar (gauge) but a volume not exceeding 25 dm .
Italian laws apply to gas pressurized enclosures made of both insulating and metallic
materials with a capacity of 25 liters or above, a design pressure higher than 0,05 kg/cm
and a temperature range: -25 °C/+100 °C (only for insulating materials).
Moreover, the manufacturer of any electrical equipment, which comprehends gas-
pressurized enclosures, must submit the design of the pressurized enclosures itself to a
proper legal Authority indicating the stresses and the loads which have any influence on
the design itself. For each of the stresses the manufacturer must indicate the design
values and the relevant computations.
Only the use of porcelain type A or S (Aluminous or Siliceous) is permitted.
