Overview

EN IEC 60335-2-9:2023/A11:2023 is a CLC/CENELEC European amendment to the household appliance safety standard for grills, toasters and similar portable cooking appliances. It supplements EN IEC 60335-2-9:2023 and EN 60335‑1, updating scope, marking, heating and construction requirements to reflect current safety and regulatory expectations for portable electric cooking devices (examples: indoor barbecues, contact grills, hotplates, food dehydrators, raclette grills, toasters, waffle irons).

Key topics and technical requirements

  • Scope and user considerations: Clarifies hazards covered and notes limits regarding unsupervised use by very young children and vulnerabilities not addressed by the standard.
  • Marking for hot surfaces: Appliances with accessible surfaces that exceed specified temperature rise limits must carry symbol IEC 60417‑5041 (2002‑10) or the warning “CAUTION: Hot surfaces”, following ISO 3864‑1 rules (except colours).
  • Temperature-rise / heating rules:
    • Updates to Clause 11 define how and where temperature rises are measured and introduce a +40 K allowance for front/top/rear surfaces touchable by test probe B under certain conditions.
    • Ventilation-opening exceptions: Temperature rises need not be measured on ventilation openings and surfaces within 25 mm of them provided these areas do not exceed 20% of the accessible enclosure surface. If they do, remaining surfaces within 25 mm must meet Table 102 limits.
    • Definition of accessible enclosure surface excludes external hot functional surfaces, handles/knobs/controls and underside areas not reachable by test probe 41 of EN 61032.
    • Specific clarifications for appliances: toasters, ovens, rotary grills, contact grills, waffle irons, raclette and radiant grills - including areas where footnote b allowances apply.
  • Construction requirements:
    • For toasters: after toasting, up to 60 mm of toast shall remain in the slot (possible via manual lifting).
    • For raclette appliances: pan handles must be clearly identified by tactile means to avoid accidental contact with hot surfaces.
  • Normative references: Amendment adds or references standards such as IEC 60068‑2‑52, IEC 60320‑1/‑3, IEC 60584‑1 and ISO 3864‑1.

Applications and who uses it

  • Appliance manufacturers and product designers (safety-by-design for grills, toasters, waffle irons)
  • Test laboratories and conformity assessment bodies conducting temperature‑rise and marking tests
  • Regulatory and compliance teams seeking harmonized standards for the EU Low Voltage Directive (2014/35/EU) - citation confers presumption of conformity within scope
  • Procurement, quality and safety engineers specifying safe portable cooking appliances

Related standards

  • EN IEC 60335‑1 (general household appliance safety)
  • IEC 60068‑2‑52 (environmental testing)
  • IEC 60320‑1 / IEC 60320‑3 (appliance couplers)

1 Modification to the Introduction
Addition:
With this European amendment A11 the standard EN 60335-2-
9:2003+A1:2004+A2:2006+A12:2007+A13:2010 is superseded.
This European amendment A11 supplements or modifies the corresponding clauses of the standards
below:
— EN 60335-1:2012+A11:2014+A13:2017+A1:2019+A14:2019+A2:2019 (Part 1)
— EN IEC 60335-2-9:2023 (Part 2)
2 Modification to Clause 1, Scope
Replace the 4th paragraph by the following except notes 102 and 103:
As far as is practicable, this document deals with the common hazards presented by appliances that are
encountered by all persons in household and similar environments.
However, in general, it does not take into account:
— children playing with the appliance;
— the use of the appliance by very young children;
— the use of the appliance by young children without supervision.
It is recognized that very vulnerable people may have needs beyond the level addressed in this document.
3 Modification to Clause 7, Marking
7.1 Replace the sentence starting with “If appliances have accessible surfaces….” with the following:
If appliances have accessible surfaces, for which temperature rise limits are specified in Table 102 and for
which the provisions of footnote b to Table 102 apply or the value of Table 102+40K is allowed in
Clause 11.102, the appliance shall be marked with symbol IEC 60417-5041(2002-10), the rules of
ISO 3864-1 applying except for the specified colours, or marked with the substance of the following:
CAUTION: Hot surfaces
4 Modification to Clause 11, Heating
11.8 Modification
In Table 102, change footnote b as follows:
b When the required values are not met, the maximum temperature rise shall not be higher than two times the values
indicated, as defined for specific appliances.
11.101 Modification
Delete the third dashed items in the third paragraph starting with “Temperature rises are not measured
on…”
Add the following paragraphs after the third paragraph:
Temperature rises are also not measured on ventilation openings and the surface within 25 mm from the
ventilation opening that does not exceed the 20 % of the accessible enclosure surface. If the ventilation
openings and the surfaces within 25 mm of them exceed 20 % of the accessible enclosure surface, the rest
of the surfaces within 25 mm around ventilation openings shall meet the temperature limits from Table 102.
For the purpose of the calculation, the accessible enclosure surface is the total external surface of the
appliance touchable by the test probe B of EN 61032 minus the following:
— external hot functional surface,
— handles, knobs, controls and similar,
— underside surfaces that are not accessible with test probe 41 of EN 61032.
However, ventilation openings and surfaces within 25 mm, which are in the areas covered by the dashed
items above, are not considered within the calculation of the 20 % of the accessible enclosure surface
For Toasters, the footnote b is only applicable for:
— Area between 25mm and 50 mm below the top surface of top loaded appliances.
— Area between 25mm and 50 mm around the outline of the hot functional surface.
— Areas between 25 mm and 50 mm around ventilation openings.
NOTE Measuring starts with the highest part of the top surface.
11.102 Modification:
Delete the third dashed items in the fourth paragraph starting with “Temperature rises are not measured
on…”
Add the following paragraphs after the fourth paragraph:
Temperature rises are also not measured on ventilation openings and the surface within 25 mm from the
ventilation opening that does not exceed the 20 % of the accessible enclosure surface. If the ventilation
openings and the surfaces within 25 mm of them exceed 20 % of the accessible en
