This document provides requirements for security of attachment for clothing components that are considered as small parts such as buttons, press fasteners, rivets, sequins, diamantes (or pieces of these components) which fit entirely within the small parts cylinder without compression, for infants' clothing.
Release of these small components from clothing is considered to present hazards of choking, swallowing, ingestion, inhaling (aspiration) or insertion into eyes, nose or ears for infants. This age group is particularly vulnerable as they often do not have the language skills to convey the accident to their carers.
In older children and adults, incidents of accidental insertion or swallowing etc are significantly reduced, predominantly due to the ability of the child to remove the component themselves or to explain and obtain medical help.
This document does not apply to:
a)   child care articles;
b)   shoes, boots and similar footwear;
c)   toys (see NOTE 2);
d)   other articles sold with clothing.
NOTE 1   The above items are covered by other CEN Technical Committees and as such are out of the scope of this document.
NOTE 2   Disguise costumes including carnival costumes are examples of clothing which are also toys and fall within the scope of the Toy Safety Directive.

Dieses Dokument enthält Anforderungen an die Sicherheit der Befestigung von als Kleinteile angesehenen Bekleidungskomponenten von Kleinkindbekleidung, wie etwa Knöpfe, Druckverschlüsse, Nieten, Pailletten, Strasssteine (oder Teile dieser Komponenten), die vollständig in den Kleinteilezylinder passen, ohne zusam¬mengedrückt zu werden.
Es wird davon ausgegangen, dass das Ablösen dieser Kleinteile von der Bekleidung für Kleinkinder die Gefährdungen des Erstickens, Verschluckens, Einatmens (Aspiration) oder Einbringens in die Augen sowie Einführens in Nase oder Ohren birgt. Kinder dieser Altersgruppe sind besonders gefährdet, da sie häufig nicht über die sprachlichen Fähigkeiten verfügen, ihre Pflegepersonen über den Unfall in Kenntnis zu setzen.
Bei älteren Kindern und Erwachsenen tritt das versehentliche Einführen oder Verschlucken usw. erheblich seltener auf, vorrangig aufgrund der Fähigkeit des Kindes, die Komponente selbst zu entfernen oder einen Vorfall zu erläutern und medizinische Hilfe zu erlangen.
Dieses Dokument gilt nicht für:
a)   Artikel für die Kinderpflege;
b)   Schuhe, Stiefel und ähnliche Fußbekleidung;
c)   Spielzeuge (siehe ANMERKUNG 2);
d)   sonstige Artikel, die mit der Kleidung verkauft wurden.
ANMERKUNG 1   Die vorstehenden Artikel werden durch andere Technische Komitees des CEN erfasst und fallen daher nicht in den Anwendungsbereich dieses Dokumentes.
ANMERKUNG 2   Verkleidungskostüme einschließlich Faschingskostümen sind Beispiele für Bekleidung, die auch Spiel¬zeuge sind und in den Anwendungsbereich der Richtlinie über die Sicherheit von Spielzeug fallen.

Le présent document fournit des exigences relatives à la sécurité d’attache des composants de vêtement considérés comme des petits éléments tels que les boutons, les boutons-pression, les rivets, les sequins, les diamantés (ou pièces de ces composants) qui entrent entièrement et sans compression dans le cylindre pour petits éléments des vêtements pour enfants en bas âge.
Le détachement de ces petits composants de vêtements est considéré comme présentant des dangers d’étouffement, d’ingurgitation, d’ingestion, d’inspiration (aspiration) ou d’insertion dans les yeux, le nez ou les oreilles pour les enfants en bas âge. Les enfants de cette catégorie d’âge sont particulièrement vulnérables, car ils ne possèdent pas les compétences linguistiques pour signaler l’accident aux personnes chargées de leur surveillance.
En ce qui concerne les enfants plus âgés et les adultes, les incidents liés à l’insertion, à l’ingestion ou à d’autres événements accidentels de ce type sont considérablement moindres, principalement en raison de la capacité de l’enfant à retirer le composant lui-même ou à expliquer et obtenir l’aide médicale nécessaire.
Le présent document ne s’applique pas aux :
a)   articles de puériculture ;
b)   chaussures, bottes et articles similaires ;
c)   jouets (voir NOTE 2) ;
d)   autres articles vendus avec le vêtement.
NOTE 1   Les articles ci-dessus sont couverts par d’autres Comités techniques CEN et n’entrent par conséquent pas dans le domaine d’application du présent document.
NOTE 2   Les déguisements y compris les costumes de carnaval sont des exemples de vêtements qui sont également des jouets et qui entrent dans le domaine d’application de la Directive relative à la sécurité des jouets.

Ta dokument podaja zahteve za varnost pritrditve sestavnih delov oblačil, ki se štejejo za majhne dele, kot so gumbi, pritiskači, zakovice, našiti okraski, bleščice (ali del teh sestavnih delov), ki se popolnoma prilegajo v valj malih delov brez stiskanja na oblačila za majhne otroke.
Če se ti majhni sestavni deli ločijo od oblačil, to predstavlja nevarnost zadušitve, zaužitja, vdihavanja ali vnosa v oči, nos ali ušesa majhnih otrok. Ta starostna skupina je predvsem ranljiva, saj pogosto še nima dovolj razvitega jezikovnega znanja, da bi svoje skrbnike opozorila na nezgodo.
Pri starejših otrocih in odraslih je tveganje nezgode z nenamernih vnosom ali zaužitjem itd. bistveno manjše
predvsem zaradi njihove sposobnosti, da sami odstranijo sestavni del in pojasnijo nesrečo in poiščejo zdravniško pomoč.
Ta dokument se ne uporablja za:
a) izdelke za varstvo in nego otrok;
b) čevlje, škornje in podobna obuvala;
c) igrače (glej OPOMBO 2);
d) druge predmete, ki se prodajajo z oblačili.
OPOMBA 1: Zgornje predmete obravnavajo drugi tehnični odbori CEN in kot taki ne spadajo v področje uporabe tega dokumenta.
OPOMBA 2: Maskirni kostumi, vključno s pustnimi kostumi, so primeri oblačil, ki so opredeljena kot igrače, in spadajo v področje uporabe Direktive o varnosti igrač.

This Technical Specification (CEN/TS) was approved by CEN on 13 December 2020 for provisional application.

The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.

CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in

Introduction
This document has been developed from CEN/TR 16792, Safety of children's clothing – Recommendations
for the design and manufacture of children's clothing – Mechanical safety, and is intended to be supported
by:
— EN 17394-2:2020, Textiles and textile products - Part 2: Safety of children's clothing - Security of
attachment of buttons - Test method;
— CEN/TS 17394-3:2021, Textiles and textile products - Part 3: Safety of children's clothing - Security of
attachment of metal mechanically applied press fasteners - Test method; and

1 Scope
