Overview

EN 15227:2008/FprA1 is a European standard developed by CEN that specifies crashworthiness requirements for railway vehicle bodies. The primary goal of this standard is to enhance the safety of vehicle occupants by ensuring the preservation of the structural integrity of railway vehicles during collisions. It focuses exclusively on the protection of passengers and crew inside the vehicles, excluding personnel outside vehicles or third parties.

This standard supports the essential safety requirements outlined in EU Directive 2008/57/EC on the interoperability of the rail system within the European Community. Compliance with EN 15227 confers a presumption of conformity with the relevant safety mandates of this directive, making it a critical reference for manufacturers and certifiers of railway rolling stock.

Key Topics

  • Crashworthiness Design
EN 15227 establishes mechanical and structural criteria that railway vehicle bodies must meet to withstand collisions and minimize occupant injury risks. It emphasizes the energy absorption capabilities and robustness of the vehicle structure.

  • Scope Limitation
The standard specifically addresses occupant safety inside railway vehicles and does not cover external railway employees or third parties affected by rail operations.

  • Regulatory Alignment
The document aligns with the European Union's Directive 2008/57/EC for rail system interoperability, replacing earlier directives on high-speed and conventional rail systems.

  • Harmonization Across Europe
As a harmonized standard, EN 15227 is adopted by national standardization bodies throughout CEN member countries, facilitating unified safety practices in European railway applications.

  • Technical Committee CEN/TC 256
The standard was developed by the Technical Committee responsible for railway applications, ensuring competence and relevance in the rail transport sector.

  • Amendments and Updates
The 2010 amendment (FprA1) updates conformity requirements related to the new EU Directive 2008/57/EC, ensuring ongoing regulatory compliance.

Applications

  • Railway Vehicle Manufacturing
Vehicle designers and manufacturers use EN 15227 to incorporate validated crashworthiness features into rolling stock such as passenger coaches, locomotives, and high-speed trains.

  • Safety Certification
Testing laboratories and certification bodies reference the standard to verify vehicle structural integrity and occupant protection capabilities before rolling stock enters service.

  • Regulatory Compliance
Railway operators and infrastructure managers ensure their procurement and maintenance comply with EN 15227 to fulfill EU interoperability and safety directives.

  • Design of High-Speed and Conventional Trains
The standard covers both high-speed and conventional rail vehicles classified under categories relevant for crashworthiness designs in Europe.

  • Risk Mitigation
Application of this standard helps reduce fatalities and serious injuries in the event of collisions by guiding the structural design and approval process.

Related Standards

  • EU Directive 2008/57/EC
The interoperability directive that mandates safety and technical requirements for the European rail system, under which EN 15227 functions as a harmonized standard.

This document is currently submitted to the Unique Acceptance Procedure.

The “Recast” Directive 2008/57/EC of the European Parliament and of the Council on the interoperability of
th
the rail system within the Community was published on 17 June 2008. The two previous EU Directives
96/48/EC and 2001/16/EC on the interoperability of the High Speed and Conventional rail systems within the
