Safety of toys - Part 13: Olfactory board games, cosmetic kits and gustative games

This European Standard applies to olfactory board games, cosmetic kits, gustative games and supplementary sets. It specifies requirements on the use of substances and mixtures and in some cases on their amount and concentration in olfactory board games, cosmetic kits, gustative games and supplementary sets to such games or kits.
These substances and mixtures are:
-   those classified as dangerous by the EC-legislation applying to dangerous substances [15, 16], and dangerous mixtures [17];
-   substances and mixtures which in excessive amounts could harm the health of the children using them and which are not classified as dangerous by the above mentioned legislation; and
-   any other chemical substance(s) and mixture(s) delivered with the set.
Furthermore, this European Standard specifies allergenic fragrances which are prohibited in toys, marking requirements, in particular regarding allergenic fragrances, and requirements on a contents list, instructions for use, the equipment intended to be used during the activity and the use of highly flammable liquids.
This European Standard does not apply to cosmetic toys such as play cosmetics for dolls.
NOTE   The terms "substance" and "mixture" are defined in the REACH regulation (EC) No. 1907/2006 [18] and in the CLP regulation (EC) No. 1272/2008 [16].

Sicherheit von Spielzeug - Teil 13: Brettspiele für den Geruchsinn, Kosmetikkoffer und Spiele für den Geschmacksinn

Diese Europäische Norm gilt für Brettspiele für den Geruchsinn, Kosmetikkoffer, Spiele für den Geschmacksinn und Ergänzungssets. Diese Norm legt Anforderungen an die Verwendung von Stoffen und Gemischen und in bestimmten Fällen Anforderungen an deren Menge und Konzentration in Brettspielen für den Geruchsinn, Kosmetikkoffern, Spielen für den Geschmacksinn und Ergänzungssets zu derartigen Spielen oder Koffern/Sets fest.
Bei diesen Stoffen und Gemischen handelt es sich um:
- solche, die nach den für gefährliche Stoffe [15], [16] und gefährliche Gemische [17] geltenden EU-Rechtsvorschriften als gefährlich eingestuft wurden;
- Stoffe und Gemische, die in übermäßigen Mengen die Gesundheit der Kinder schädigen könnten und die nicht durch die vorstehend genannten Rechtsvorschriften als gefährlich eingestuft sind; und
- sonstige chemische Stoffe und Gemische, die in einem Spiel/Koffer/Set enthalten sind.
Die vorliegende Europäische Norm spezifiziert darüber hinaus in Spielzeug verbotene allergene Duftstoffe, Anforderungen an die Kennzeichnung, besonders in Bezug auf allergene Duftstoffe und Anforderungen an die Inhaltsangabe, die Gebrauchsanleitung, an die während der Aktivität zu verwendende Ausrüstung sowie an die Verwendung leicht entzündbarer Flüssigkeiten.
Diese Europäische Norm gilt nicht für Kosmetikspielzeug, wie Puppenschminke.

La présente Norme européenne s'applique aux jeux de table olfactifs, aux ensembles cosmétiques, aux jeux gustatifs et à leurs coffrets complémentaires. Elle spécifie les exigences relatives à l'utilisation des substances et des mélanges et, dans certains cas, celles relatives à leur quantité et leur concentration dans les jeux de table olfactifs, les ensembles cosmétiques, les jeux gustatifs et les coffrets complémentaires qui leur sont associés.
Ces substances et mélanges sont les suivants :
-   ceux classés comme dangereux par la législation européenne s’appliquant aux substances dangereuses [15, 16] et aux mélanges dangereux [17] ;
-   des substances et des mélanges qui, en quantités excessives, pourraient nuire à la santé des enfants les utilisant et qui ne sont pas classés comme dangereux par la législation susmentionnée ; et
-   tous les autres substance(s) et mélange(s) chimiques fournis avec le jeu.
En outre, la présente Norme européenne spécifie les substances parfumantes allergisantes prohibées dans les jouets, les exigences relatives au marquage, notamment pour les substances allergisantes, ainsi que les exigences relatives à la liste du contenu, à la notice d'utilisation, à l'équipement devant être utilisé pendant l'activité et à l'utilisation de liquides hautement inflammables.
La présente Norme européenne ne s'applique pas aux jouets cosmétiques tels que les jeux cosmétiques pour poupées.

Varnost igrač - 13. del: Vohalne igralne plošče, kozmetični seti in okušalne igre

Standard EN 71-13 velja za vohalne igralne plošče, kozmetične sete, okušalne igre in dodatne sete. Določa zahteve glede uporabe snovi in zmesi ter v nekaterih primerih glede njihove količine in koncentracije v vohalnih igralnih ploščah, kozmetičnih setih, okušalnih igrah in dodatnih setih za te igre ali komplete. Te snovi in zmesi so: – tiste, ki so v zakonodaji ES navedene kot nevarne snovi [15, 16] in zmesi [17]; – snovi in zmesi, ki lahko v prekomernih količinah škodujejo zdravju otrok, ki jih uporabljajo, in ki jih zgoraj navedena zakonodaja ne razvršča med nevarne; ter – poljubne druge kemijske snovi in zmesi, dobavljene skupaj z igračo. Poleg tega ta evropski standard opredeljuje alergene dišave, ki so v igračah prepovedane, zahteve za označevanje, predvsem glede alergenih dišav, ter zahteve za seznam vsebine, navodila za uporabo, opremo, ki naj bi se uporabljala med dejavnostjo, in uporabo lahko vnetljivih tekočin. at the latest by September 2014.

Introduction
This European Standard EN 71-13 is intended to reduce the risks and health hazards to a child when olfactory
board games, cosmetic kits and gustative games are used as intended or in a foreseeable way, bearing in
mind the behaviour of children.
During use of these toys, the hazards should be kept to a minimum by the provision of appropriate information
to make the play safe and controllable. Therefore, this European Standard specifies warning phrases and
instructions for use for these toys.
As a general rule, toys are designed and manufactured for particular ages of children. Their characteristics are
related to the age and stage of development of the children, and their use presupposes certain aptitudes.
Therefore age requirements are given.
The requirements of this European Standard do not release parents or carers from their responsibility of
watching over the child while he or she is playing. On the contrary, the use of these sets requires close
supervision by adults.
