The objective of this document is to define the framework for secure, trustworthy and user-friendly opening systems for parcel boxes for home use. Particular attention is given to facilitating secure electronic authentication of the delivery operator. This document exists considering the Standardization request M/548 from the European Commission and it aims to solve the lack of operability between parcel box manufacturers and delivery operators.
Therefore, this document describes the minimal requirements of a digital, optional online connected, opening and closing system for parcel boxes and prerequisites to create favourable conditions of interoperability between all market participants.
This document is designed to fit with solutions already on the market and define the good practices and pathway for future systems. It adopts an approach which is open to innovation. It is expected to be possible to achieve the necessary requirements through different technologies.
The systems of opening rights are intended to open parcel boxes as defined in CEN/TS 16819. However, the specification is extended to other receptacle solutions, in the frame of the home use (e.g. garage door, bags, etc.), when these receptacle solutions are compliant with the requirements of CEN/TS 16819 when the case allows.

Ziel dieses Dokuments ist die Schaffung eines Rahmens für sichere, verlässliche und benutzerfreundliche Öffnungssysteme für Paketboxen für den Heimgebrauch. Ein besonderes Augenmerk gilt dabei der Vereinfachung einer sicheren elektronischen Authentisierung von Zustellern. Dieses Dokument wurde im Rahmen des Normungsauftrags M/548 der Europäischen Kommission erarbeitet, um den Mangel an Interoperabilität zwischen Paketboxherstellern und Zustelldienstleistern zu beheben.
Zu diesem Zweck beschreibt dieses Dokument die Mindestanforderungen an ein digitales, optional online verbundenes Öffnungs- und Schließsystem für Paketboxen sowie die Voraussetzungen zur Schaffung vorteilhafter Bedingungen für die Interoperabilität zwischen sämtlichen Marktteilnehmern.
Dieses Dokument ist so konzipiert, dass es bereits auf dem Markt erhältlichen Lösungen gerecht wird und gleichzeitig gute Verfahrensweisen und Wege für zukünftige Systeme festlegt. Es basiert auf einem Ansatz, der offen für Innovation ist. Es wird erwartet, dass eine Erfüllung der erforderlichen Anforderungen mittels unterschiedlicher Technologien möglich ist.
Die Systeme für Öffnungsberechtigungen sind für das Öffnen von Paketboxen nach CEN/TS 16819 bestimmt. Der Anwendungsbereich der Spezifikation erstreckt sich jedoch auch auf andere Paketübergabelösungen für den Heimgebrauch (z. B. Garagentore, Paketsäcke usw.), sofern diese Paketübergabelösungen den Anforderungen von CEN/TS 16819 entsprechen und die vorliegenden Bedingungen dies zulassen.

Le présent document a pour objectif de définir un cadre pour les systèmes d’ouverture de boîtes à colis utilisées à domicile qui soient sécurisés, fiables et faciles à utiliser. Une attention toute particulière est donnée à la simplification de l’authentification électronique sécurisée de l’opérateur de livraison. Le présent document tient compte de la demande de normalisation M/548 de la Commission européenne et a pour objectif de résoudre le problème de l'absence d’opérabilité constatée entre les fabricants de boîtes à colis et les opérateurs de livraison.
Le présent document décrit par conséquent les exigences minimales relatives à un système d’ouverture et de fermeture électronique, optionnellement connecté, de boîtes à colis ainsi que les exigences préalables à la création de conditions favorisant l’interopérabilité entre tous les acteurs du marché.
Le présent document est conçu pour être compatible avec les solutions déjà présentes sur le marché, définir de bonnes pratiques et ouvrir la voie à de futurs systèmes. Il se veut ouvert à toute innovation. Il est prévu de pouvoir répondre aux exigences nécessaires au moyen de différentes technologies.
Les systèmes d'autorisation d’ouverture doivent permettre d’ouvrir des boîtes à colis conformément au CEN/TS 16819. La spécification est toutefois étendue à d’autres solutions de compartiments, dans le cadre d’un usage à domicile (par exemple, porte de garage, sacs, etc.), si ces solutions de compartiment sont conformes aux exigences du CEN/TS 16819, le cas échéant.

This Technical Specification (CEN/TS) was approved by CEN on 28 March 2020 for provisional application.

The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.

CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in
parallel to the CEN/TS) until the final decision about the possible conversion of the CEN/TS into an EN is reached.

Introduction
This document focuses on the authentication of a delivery agent attempting to deliver a parcel into a
receptacle or parcel box system. Today, without a uniform system, the interoperability between
manufacturers and delivery operators is complex, as shown in Figure 1. The goal of this document is to
improve this situation as shown in Figure 2. Ideally, for a group of manufacturers who want to operate
with a group of delivery operators, it is advantageous to use a common system. This document specifies
the parameters to use to direct opening system solutions.

The opening system is a service provider based on an intermediary between the delivery organization
and the recipient, following Figure 3. The trust service can be a manufacturer or a manufacturer with a
third party.
