Overview

EN ISO 3691-5:2015/A1:2020 is a key amendment to the international standard governing industrial trucks, specifically addressing safety requirements and verification for pedestrian-propelled trucks. Developed by the European Committee for Standardization (CEN) in collaboration with ISO technical committees, this amendment improves upon ISO 3691-5:2014 by updating safety guidelines relevant to equipment operated by pedestrian control to ensure enhanced protection for operators and environments where these trucks perform.

This version was approved by CEN in October 2019 and published in May 2020. It aligns the standard with the requirements of the Machinery Directive 2006/42/EC, providing manufacturers and users in Europe and globally with a comprehensive framework to ensure equipment safety, reliability, and compliance.

Key Topics

  • Safety Requirements for Pedestrian-Propelled Trucks
This amendment emphasizes risk assessment, control of movement, and comprehensive safety measures for trucks operated by pedestrians, preventing uncontrolled movements and mechanical failures.

  • Verification and Risk Communication
It introduces enhanced instructions on truck modification, highlighting that unauthorized changes can introduce new hazards, invalidate risk assessments, and must be clearly communicated.

  • Compliance with European Machinery Directive
EN ISO 3691-5:2015/A1:2020 includes Annex ZA, detailing the correspondence between the standard clauses and essential requirements under Directive 2006/42/EC, ensuring that conformance by manufacturers assures legal compliance within the EU and EFTA.

  • Harmonization of Regional and Global Requirements
The amendment clarifies that modifications outside Europe are governed by regional regulations but refers to ISO/TS 3691-8:2019 for additional guidance, supporting global harmonization of safety protocols.

  • Control Systems and Ergonomics
It addresses ergonomic principles, control devices, operating positions, and safety-relevant control functions necessary for pedestrian-propelled trucks’ design and operation.

Applications

EN ISO 3691-5:2015/A1:2020 applies primarily to:

  • Manufacturers
To design, produce, and supply pedestrian-propelled industrial trucks that meet international and European safety standards, mitigating operational risks and ensuring product reliability.

  • Safety Inspectors and Certifying Bodies
To verify compliance with essential safety requirements, perform risk evaluations, and confirm that trucks adhere to updated safety clauses before market placement.

  • Workplace Safety Managers
To implement safe operating practices for pedestrian trucks, identify hazards from truck modifications or improper usage, and enforce guidelines in logistics centers, warehouses, and manufacturing plants.

  • Training and Maintenance Personnel
To provide accurate information on risks related to truck operation and modifications, improving maintenance protocols and operator training to reduce workplace accidents.

Related Standards

  • ISO 3691 Series
EN ISO 3691-5:2015/A1:2020 is part of the broader ISO 3691 series which covers various types of industrial trucks, including powered industrial trucks, forklift trucks, and safety of their operation. Other parts provide regional or application-specific safety requirements.

  • ISO/TS 3691-8:2019
A technical specification referenced in the amendment that governs truck modifications outside Europe, supporting manufacturers and users with guidelines on safety when altering equipment.

  • Directive 2006/42/EC (Machinery Directive)
This EU directive sets essential health and safety requirements for machinery; compliance is integral to the standard’s purpose, facilitating legal market access and conformity declaration across Europe.

  • CEN/CENELEC Internal Regulations
National standard organizations across Europe integrate and enforce this amendment to ensure uniform application of safety requirements, enhancing cross-border product safety standards.
