Safety rules for the construction and installation of lifts - Lifts for the transport of persons and goods - Part 21: New passenger and goods passenger lifts in existing builiding
This European Standard specifies the safety rules related to new passenger and goods/passenger lifts permanently installed in existing buildings where in some circumstances due to limitations enforced by building constraints, some requirements of EN 81-1 and EN 81-2 cannot be met (see also 4th sentence of Introduction). This European Standard addresses a number of these constraints and gives requirements for alternative solutions. It shall be read and applied in conjunction with the European Standards EN 81-1 or EN 81-2 and their amendments A1:2005 and A2:2004, including their Clause 0. This European Standard covers: Either the construction and installation of one or more complete new lift(s) including new well and machinery spaces in an existing building; or The replacement of one or more existing lift(s) by new ones in existing well(s) and machinery spaces. This European Standard does not cover: Replacement or modifications of some parts to a lift already installed; Other applications outside of the scope of EN 81-1 or EN 81-2.This European Standard specifies the safety rules related to new passenger and goods/passenger lifts permanently installed in existing buildings where in some circumstances due to limitations enforced by building constraints, some requirements of EN 81-1 and EN 81-2 cannot be met (see also 4th sentence of Introduction). Overview
EN 81-21:2009/FprA1 is a European Standard developed by CEN that defines essential safety rules for the construction and installation of new passenger and goods/passenger lifts specifically designed for existing buildings. This standard addresses scenarios where building constraints prevent full compliance with traditional lift standards EN 81-1 and EN 81-2. It offers alternative safety solutions tailored to the unique challenges posed by retrofitting lifts in older structures.
This standard complements and must be applied in conjunction with EN 81-1 and EN 81-2, including their amendments. It covers both the installation of entirely new lifts with new shafts and machinery spaces as well as the replacement of existing lifts using current wells and machinery rooms. However, it does not apply to partial lift modifications or replacements outside the scope of EN 81-1 or EN 81-2.
Key Topics
- Safety in Existing Buildings: Specifies safety requirements adapted for lifts in buildings where traditional standards cannot be fully met due to spatial or structural constraints.
- Scope of Application: Focuses on new lifts or full replacements permanently installed in existing wells or new shafts.
- Alternative Safety Measures: Provides requirements for alternative solutions where standard EN 81-1 or EN 81-2 rules are not feasible.
- Compliance Integration: Intended to be read alongside EN 81-1 and EN 81-2, ensuring compatibility and harmonization of lift safety.
- Safety Verification and User Information: Includes provisions for verifying safety measures and providing proper information for use.
- Technical Modifications: Updates references to EN 81-1 and EN 81-2 to use the current editions without amendments, reflecting the latest best practices.
Applications
EN 81-21:2009/FprA1 is critical for:
- Elevator Manufacturers and Installers: Ensuring lifts installed in existing buildings comply with up-to-date safety rules tailored to retrofit challenges.
- Building Owners and Facility Managers: Guiding modernization projects by defining safe installation and replacement options for lifts in constrained environments.
- Safety Inspectors and Regulatory Authorities: Establishing benchmarks for conformity checks on new or replaced passenger and goods lifts in older buildings.
- Architects and Engineers: Integrating lift safety solutions into renovation designs while accommodating structural limitations.
- Urban Development Projects: Enhancing accessibility and safety in heritage or existing buildings by facilitating compliant lift installations.
Related Standards
- EN 81-1: Safety rules for the construction and installation of electric lifts.
- EN 81-2: Safety rules for the construction and installation of hydraulic lifts.
- EN 81-1/A1 and A2 and EN 81-2/A1 and A2: Amendments updating safety requirements and machinery space definitions (now referenced in consolidated form).
- EU Directives on Lift Safety: EN 81-21 supports compliance with relevant EU safety and accessibility directives.
- Other Parts of EN 81 Series: Cover additional aspects such as maintenance, modernization, and escalators.
Keywords: EN 81-21, lift safety standard, passenger lifts, goods passenger lifts, existing building lifts, lift installation safety, lift modernization, European lift standards, EN 81-1, EN 81-2, lift safety verification, building retrofit lifts.
