General Information
Overview
EN 15343:2007 is a European Standard developed by CEN that outlines essential procedures for the traceability of recycled plastics. It establishes a foundational methodology for calculating the recycled content of plastic products, facilitating transparency and conformity throughout the plastics recycling chain. This standard supports manufacturers, recyclers, and purchasers by providing a reliable framework for assessing recycled content and ensuring quality assurance. It applies across the European Union without superseding existing legislation and enhances trust in recycled plastic materials by defining recycling traceability practices.
Key Topics
- Traceability Procedures: EN 15343 sets forth detailed requirements to trace recycled plastics from collection and sorting through recycling processes to the final product. It emphasizes clear documentation and batch identification to maintain product integrity.
- Control of Input Materials: Proper design of collection and sorting schemes is mandated to ensure recyclable plastics meet technological and market needs efficiently. Record-keeping by collectors and sorters is critical to support traceability.
- Recyclate Production Process Control: Continuous monitoring, process variable recording, quality control testing, and batch identification guarantee consistent recyclate quality. Challenge tests may be used to validate process capability for specific applications.
- Plastics Recyclate Characterization: Suppliers must provide product characteristics in line with related standards (e.g., EN 15342, EN 15344, EN 15345) enabling purchasers to trust product quality and suitability.
- Calculating Recycled Content: The recycled content percentage is calculated by dividing the mass of recycled material by the total product mass and multiplying by 100. Only pre-consumer and post-consumer recycled materials are included, supported by traceability documentation.
- Quality Assurance: Maintaining comprehensive records of input materials, recycling processes, and finished products is essential. The use of certified quality management systems (like EN ISO 9001) is encouraged to ensure consistent high-quality recyclate output.
Applications
- Manufacturing: Enables manufacturers to verify and declare the recycled content in their plastic products confidently, meeting customer and regulatory requirements.
- Recycling Operations: Assists recyclers in establishing qualified recycling processes with effective contaminant control, process validation, and traceability from waste plastic input to final recyclate delivery.
- Environmental Claims: Supports substantiated recycled content claims aligned with environmental labels and declarations standards (e.g., EN ISO 14021), promoting credible sustainability reporting.
- Supply Chain Transparency: Improves communication and documentation between suppliers, recyclers, and purchasers to ensure product conformity and facilitate market acceptance of recycled plastics.
- Regulatory Compliance: Provides a harmonized framework to comply with European directives and regulations related to recycled plastics and product traceability.

recycling scheme being contemplated should generate lower environmental impacts than alternative recovery options;
existing or potential market outlets should be identified that will secure a sustainable industrial recycling operation; collection and sorting schemes should be properly designed to deliver recyclable plastics waste fractions fitting reasonably well with the available recycling technologies and with the (changing) needs of the identified market outlets, preferably at minimum costs for society. This standard has been produced in accordance with the guidance produced by CEN on Environmental Aspects and in accordance with CEN/TR 15353 — Plastics — Recycled plastics — Guidelines for the development of standards for recycled plastics. NOTE CEN/TR 15353 considers the general environmental aspects which are specific to the recycling process. Legislation, international standards or end users may require traceability of the constituent components of products in order to allow better product control or to locate and withdraw unwanted material and/or defective products from the market. The purpose of this standard is to describe the necessary procedures for mechanical recycling that are needed for products that have been manufactured completely or in part from recycled plastics and need proof of traceability. It will enable producers to use the recycled materials with confidence and it will provide the end users with a basis for their acceptance.
However it is often impossible to trace back each individual product at the end user stage and to check the use of the product through its life. Consequently products are out of industrial control for a period of time. It is possible that during this period contamination with other materials may occur that could affect the product's suitability for recycling into the intended applications. In that case the recyclers have two options. Either their input control or sorting equipment guarantee that contaminants do not enter the recycling process or the recyclers must use a qualified process in which the pollution and/or mixed materials are removed to such levels that they do not affect the intended application for the recycled material.
In addition, during processing and use of the original product, chemical or structural changes in the material, may have occurred. In that case the recyclers can recycle into new materials with reduced properties, or they can try to repair the material damage, or they enhance the material properties by addition of virgin components or additives. A recycling process should be designed such that contaminants or material damage t
