EN ISO 17573-3:2024/FprA1:2026 is CEN’s Amendment 1 to the data dictionary for electronic fee collection (EFC) system architecture for vehicle-related tolling. It updates the coded data used in EFC exchanges, especially vehicle engine characteristics and tariff-class data, so tolling operators, system designers, software implementers, and test teams can use the same definitions.
What does EN ISO 17573-3:2024/FprA1:2026 specify?
EN ISO 17573-3:2024/FprA1:2026 specifies amendments to the data dictionary in Part 3 of the vehicle-related tolling architecture. The changes are focused on Clause 5 and on Annex A, which defines the EFC common data objects.
| Part of the document | What it covers |
|---|---|
| Clause 5.2.21 | New EngineCharacteristics values |
| Clause 5.3.26 | Deletion of TariffClassDescription from its former location |
| Clause 5.6.6 | New complex data type TariffClassDescription |
| Annex A | Updated ASN.1-based definition of EFC common data objects and file verification details |
In practice, this amendment is about data interoperability. It tells implementers how to represent more detailed engine types and how to encode tariff-class information in the data model used by EFC systems.
What are the key requirements of EN ISO 17573-3:2024/FprA1:2026?
Clause 5.2.21 extends EngineCharacteristics with additional codes for more vehicle powertrain combinations. The new values cover dual-fuel, hybrid, combined, serial-hybrid, and other compressed gaseous hydrocarbon cases. In practice, this lets tolling systems classify vehicles more precisely when charges depend on engine type or emissions-related categories.
New EngineCharacteristics codes
The added values include combinations such as diesel with liquefied petroleum gas, petrol ethanol with compressed natural gas or liquefied petroleum gas, and hybrid drives with external chargeable batteries or non-plug-in electric engines. The amendment also adds range-extender variants. This matters because the back-office and roadside systems must store the same engine classification for the same vehicle.
Clause 5.3.26 is deleted and the unchanged content is moved into the complex data types section as Clause 5.6.6. That change keeps the tariff-class definition grouped with other structured data types, which is helpful when implementers build schemas or ASN.1 encoders.
TariffClassDescription
Clause 5.6.6 defines TariffClassDescription as an ordered list of five optional components, with the first component given a default value when it is not supplied. The components are tariffClassId, localVehicleClassId, timeClassId, locationClassId, and userClassId. In practice, this tells system designers how to compose a tariff class from the different classification dimensions used by an EFC scheme.
Annex A replaces the text for the EFC common data type definitions and states that their syntax is defined with Abstract Syntax Notation One (ASN.1) according to ISO/IEC 8824-1. It also identifies the ASN.1 module by Object Identifier and gives a file location and SHA-256 hash digest. That helps implementers and testers verify that they are using the correct machine-readable data dictionary.
What terms does EN ISO 17573-3:2024/FprA1:2026 define?
EFC means electronic fee collection, the umbrella term for systems that collect tolls electronically. In this amendment, the term appears in the data objects and Annex A.
ASN.1 means Abstract Syntax Notation One, the notation used to define the structure of the EFC common data objects. It matters because software tools use it to encode and decode the shared data model.
EngineCharacteristics is the data item that lists the vehicle engine or powertrain code used by the tolling data model. The amendment adds new values to it.
TariffClassDescription is the structured data type that combines several class identifiers into one tariff description. It is used when a tariff depends on more than one classification factor.
Object Identifier identifies the ASN.1 module referenced in Annex A. It gives a unique, machine-readable name for the file.
SHA-256 is the cryptographic hash algorithm used in Annex A to verify the integrity of the referenced ASN.1 file. It lets users check that the file has not changed.
Who uses EN ISO 17573-3:2024/FprA1:2026?
EN ISO 17573-3:2024/FprA1:2026 is used by EFC system architects, tolling operators, software developers, and data modelers. It is also relevant to integrators and test laboratories that need a common way to exchange vehicle-related tolling data.
For a buyer or quality manager, the document is useful when selecting or checking back-office, roadside, or interface software for EFC. For engineers, it helps align databases, message formats, and conformance checks with the approved vehicle and tariff data definitions.
What changed in EN ISO 17573-3:2024/FprA1:2026 from the previous edition?
EN ISO 17573-3:2024/FprA1:2026 adds new EngineCharacteristics values, deletes Clause 5.3.26, moves TariffClassDescription into Clause 5.6.6, and replaces Annex A with updated ASN.1 module information and SHA-256 verification details.
Which standards are used with EN ISO 17573-3:2024/FprA1:2026?
ISO/IEC 8824-1 is used for the ASN.1 syntax of the EFC common data objects. Annex A also cites NIST 180-4 as the specification for the SHA-256 algorithm used to verify the referenced file.
What does the EN ISO 17573-3:2024/FprA1:2026 document contain?
The amendment contains the inserted EngineCharacteristics codes, the relocation of TariffClassDescription, and the new TariffClassDescription definition with its five-component structure. It also contains updated Annex A text, including the ASN.1 module identifier, file reference, and SHA-256 digest.
For implementation work, this document is mainly a data-model update. It supports schema maintenance, interface specification, and conformance testing where precise vehicle and tariff coding must match across systems.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out through
ISO technical committees. Each member body interested in a subject for which a technical committee
has been established has the right to be represented on that committee. International organizations,
governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely
with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are described
in the ISO/IEC Directives, Part 1. In particular, the different approval criteria needed for the different types
of ISO documents should be noted. This document was drafted in accordance with the editorial rules of the
ISO/IEC Directives, Part 2 (see www.iso.org/directives).
