ISO 17573-3:2024/FDAmd 1 - Electronic fee collection — System architecture for vehicle-related tolling — Part 3: Data dictionary — Amendment 1
REDLINE ISO 17573-3:2024/FDAmd 1 - Electronic fee collection — System architecture for vehicle-related tolling — Part 3: Data dictionary — Amendment 1
ISO 17573-3:2024/FDAmd 1 is an ISO amendment to Electronic fee collection - System architecture for vehicle-related tolling - Part 3: Data dictionary. It updates the data dictionary used in vehicle-related tolling systems, adding new vehicle and engine classifications, revising tariff-class description rules, and replacing Annex A with the ASN.1 definition and file-integrity reference for the EFC common data objects.
What does ISO 17573-3:2024/FDAmd 1 specify?
ISO 17573-3:2024/FDAmd 1 specifies changes to the data dictionary part of the ISO 17573 series for electronic fee collection (EFC). The amendment focuses on the structured data used to describe vehicles, engine types, tariff classes, and the referenced ASN.1 module.
The document is organized as targeted changes to Clause 5 and Annex A:
- 5.2.3 updates Alphabetindicator
- 5.2.21 updates EngineCharacteristics
- 5.2.57 updates TariffClassDescription and Table 57 - VehicleClass
- 5.3.26 is deleted
- 5.6 is extended with a new 5.6.6 TariffClassDescription
- Annex A is replaced with new EFC common data type definitions and file verification information
| Annex | What it covers |
|---|---|
| Annex A | Normative EFC common data type definitions, the ASN.1 module identifier, and the SHA-256 hash used to verify the referenced file |
What are the key requirements of ISO 17573-3:2024/FDAmd 1?
ISO 17573-3:2024/FDAmd 1 mainly expands the vocabulary and structure that tolling systems use to describe vehicles and tariff-related attributes. In practice, implementers need to update code lists, mappings and validation rules so back-office systems and roadside systems interpret the same data in the same way.
Vehicle identification and engine data
- Clause 5.2.3 adds a code for a structured Japanese licence plate number in the licencePlateNumber data element. This lets a system represent that plate format explicitly instead of handling it as a generic plate value.
- Clause 5.2.21 adds several EngineCharacteristics values covering dual-fuel, hybrid and range-extender combinations. This matters because tolling and vehicle-class logic often depends on the actual powertrain, so systems need to recognize these types consistently.
Vehicle class and tariff class structure
- Table 57 in 5.2.57 updates VehicleClass for European use with three parts: trailer presence, UNECE vehicle class and a local vehicle class. This lets a toll scheme separate the general vehicle group from local pricing rules.
- The local vehicle class is tied to the local toll scheme. In practice, this means a scheme can add its own classification without changing the broader UNECE-based grouping.
- Clause 5.6.6 defines TariffClassDescription as an ordered list of five optional components. The practical effect is that a tariff class can be built from several identifiers, not just a single code.
Data handling and defaults
- The TariffClassDescription definition gives tariffClassId a default value of zero when it is not present. Implementers therefore need to accept a missing value and treat it as the default, rather than rejecting the record.
- Deleting 5.3.26 and moving the same content to 5.6.6 reorganizes the complex data types section. Readers implementing the standard should follow the new location when building parsers, schemas or conformance checks.
File identity and verification
- Annex A replaces the text for the EFC common data object definitions with an ASN.1-based description and a file identifier. It also gives a SHA-256 hash for the referenced ASN.1 file, which lets implementers check that they are using the correct module.
What terms does ISO 17573-3:2024/FDAmd 1 define?
- Electronic fee collection (EFC) - An electronic tolling framework for collecting vehicle-related fees.
- Abstract Syntax Notation One (ASN.1) - The notation used to define the syntax of the EFC common data objects in Annex A.
- SHA-256 - The cryptographic hash algorithm used to verify the integrity of the referenced ASN.1 file.
- Toll service provider (TSP) - The party that provides the toll service and uses the tariff and vehicle data in practice.
- UNECE - The United Nations Economic Commission for Europe, whose vehicle classes are used in Table 57.
- TariffClassDescription - An ordered list of components used to specify a tariff class.
Who uses ISO 17573-3:2024/FDAmd 1?
ISO 17573-3:2024/FDAmd 1 is used by people who design, implement, test or operate electronic fee collection systems for vehicle-related tolling. Typical users include toll service providers (TSPs), ITS engineers, system integrators, back-office teams, and quality or conformance teams.
They use it to map vehicle attributes, maintain tariff-class data, exchange structured data between systems, and verify that their ASN.1-based implementations match the intended EFC data model. It is especially relevant where toll schemes need consistent handling of vehicle classes, engine types and scheme-specific tariff logic.
What changed in ISO 17573-3:2024/FDAmd 1 from the previous edition?
ISO 17573-3:2024/FDAmd 1 is Amendment 1 to the second edition of ISO 17573-3. The amendment:
- adds a structured Japanese licence plate indicator
- expands EngineCharacteristics with additional dual-fuel, hybrid and range-extender values
- updates VehicleClass and the way tariff classes are described
- moves TariffClassDescription from 5.3.26 to 5.6.6 in the complex data types section
- replaces Annex A with a new ASN.1 module reference and SHA-256 file hash
Which standards are used with ISO 17573-3:2024/FDAmd 1?
- ISO/IEC 8824-1 - defines ASN.1, the syntax used for the EFC common data objects referenced in Annex A.
- NIST 180-4 - specifies SHA-256, the hash algorithm used to verify the referenced ASN.1 file.
- ISO/IEC Directives, Part 1 - describes the development and maintenance procedures mentioned in the foreword.
- ISO/IEC Directives, Part 2 - provides the editorial rules used to draft the document.
What does the ISO 17573-3:2024/FDAmd 1 document contain?
The amendment contains targeted edits to the data dictionary rather than a full rewrite of the base part. Its substantive content is the added code lists, the revised VehicleClass table, the relocated TariffClassDescription definition, and the replacement of Annex A with file-identity information for the ASN.1 module.
It also includes the formal amendment instructions such as add, delete, move and replace, which are used to update the base ISO 17573-3 text. For implementers, the most useful parts are the changed data type definitions and the Annex A hash that supports configuration control and verification.
