This European Standard defines the minimum requirements for the quality levels of track geometry, and specifies the safety related limits for each parameter as defined in EN 13848-1.
This standard covers the following topics:
- description of quality levels;
- relative importance of parameters;
- immediate action limit;
- considerations on other quality levels.
This European Standard applies to high-speed and conventional plain line of 1 435 mm and wider gauge railways provided that the vehicles operated on those lines comply with EN 14363 and other vehicle safety standards.
For lines covered by the high speed infrastructure TSI, the requirements stated in the HS INS TSI prevail. Any track geometry parameter not covered by the HS INS TSI needs to be compliant with this European Standard.

Diese Europäische Norm legt die Mindestanforderungen für die Qualitätsstufen der Gleisgeometrie fest und
definiert die Sicherheitsgrenzen für jeden Parameter nach EN 13848-1.
Diese Norm behandelt die folgenden Themen:
- Beschreibung der Qualitätsstufen;
- verhältnismäßige Bedeutung der Parameter;
- Sicherheitsgrenzen;
- Betrachtung anderer Qualitätsstufen.
Diese Europäische Norm gilt für Hochgeschwindigkeits- und konventionelle Strecken mit 1 435 mm und
größeren Spurweiten, vorausgesetzt, dass die Fahrzeuge, die auf diesen Strecken operieren, den
Anforderungen nach EN 14363 und anderen Fahrzeug-Sicherheitsnormen entsprechen.
Für Strecken der Hochgeschwindigkeitsstruktur TSI gelten die Anforderungen der HS INS TSI. Jeder
Parameter für die Qualität der Gleisgeometrie, der nicht in der HS INS TSI festgelegt ist, erfordert die
Übereinstimmung mit dieser Europäischen Norm.

La présente Norme définit les exigences minimales pour les niveaux de qualité géométrique de la voie et spécifie les limites en relation avec la sécurité pour chaque paramètre défini dans l'EN 13848-1.
La présente Norme couvre les sujets suivants:
description des niveaux de qualité ;
importance spécifique des paramètres ;
limite d’action immédiate ;
autres niveaux de qualité.
La présente Norme européenne s'applique à la voie courante des lignes conventionnelles et à grande vitesse ayant un écartement de voie de 1 435 mm et plus large permettant aux véhicules de circuler sur ces lignes en conformité avec l’EN 14363 et d’autres normes de sécurité de véhicule.
Pour les lignes couvertes par la STI (Spécification Technique d’Interopérabilité) Grande vitesse Infrastructure, les exigences fixées par cette STI doivent prévaloir. Il est nécessaire que tous les paramètres de la géométrie de la voie non couverts par cette STI soient conformes aux exigences de la présente Norme européenne.

5 Background The importance of knowing the track geometric quality arose in the middle of 20th century, when European infrastructure managers developed their own track recording vehicles allowing a continuous measurement of track geometry and based on this, their own track geometry quality evaluation standards. These independent developments resulted in different measuring and evaluation methods which are no longer adequate in the light of the requirements of European railway interoperability. This is because it is difficult to compare the track geometry conditions of various European infrastructures. Yet, at least for safety reasons, it is necessary to make such comparisons. The main purpose of the standard is to define a minimum track geometry quality to ensure safe operation of trains based on the experience of various European infrastructure managers. 6 Overview This European Standard sets out quality levels, in particular immediate action limits, with the aim of harmonising European track geometry quality standards. It can be significant in: optimisation of track geometry maintenance works; optimisation of vehicle ride quality and dynamic loading of the track; SIST EN 13848-5:2008

The mean, in the table above, is calculated over a length of at least twice the higher wavelength in the D1 or D2 range. In practice the mean will be close to zero and therefore zero to peak values may be used. Special attention should be paid to short wavelength defects which, although unlikely, can become dangerous when their amplitude is high. NOTE For speeds less than or equal to 40 km/h, the limit can be relaxed to 31 mm. 8.4
