Overview - EN ISO 8665:2017 (ISO 8665:2006)
EN ISO 8665:2017 (ISO 8665:2006) specifies requirements, test conditions and reporting for determining and declaring the rated power of marine propulsion reciprocating internal combustion (RIC) engines for small craft (up to 24 m hull length). It is intended to be used in conjunction with ISO 15550 (general engine power measurement) and provides the additional rules manufacturers, test laboratories and conformity assessors need when publishing declared engine power for recreational and small craft propulsion.
Key topics and technical requirements
- Scope and application: Applies to propulsion engines for recreational and other small craft up to 24 m; complements ISO 15550.
- Test method: Uses Test Method 2 from ISO 15550 with specific additions for marine propulsion engines.
- Test setup and auxiliaries:
- The test engine must be representative of production units; list all fitted auxiliaries.
- Remove non-essential auxiliaries (e.g., air‑conditioning compressor, bilge/flush pump) or run them no-load if removal is not possible.
- Fuel and lubricants:
- Spark-ignition engines: use manufacturer-recommended fuel.
- Diesel engines: fuel must meet specified limits (density 835–845 kg/m³, viscosity 2.5–3.6 mm²/s, cetane 49–53) and fuel temperature for distillate fuels shall be (313 ± 3) K.
- Lubricating oil per manufacturer recommendation; record type and viscosity.
- Environmental and system conditions:
- Intake and exhaust pressures controlled within ±0.75 kPa of barometric pressure when applicable.
- Coolant inlet temperature generally 298 K ± 15 K (25 °C ± 15 °C), tighter control (±5 K) for engines with charge‑air coolers; raw‑water inlet pressure ≤ 50 kPa.
- Production conformity tolerances:
- Declared power shall represent average run‑in production power.
- Permitted deviation on individual units: ±5% for governed engines >100 kW; otherwise ±10% or ±0.45 kW, whichever is greater.
- Reporting and declaration:
- Test report must record speed, torque, intake/exhaust conditions, temperatures, barometric pressure, humidity, power correction factor, exhaust back‑pressure and fuel specification (diesel).
- Declared power must state declared engine speed and whether power is propeller‑shaft or crankshaft power. Include maximum permissible exhaust back‑pressure.
- Power may alternatively be presented as a power curve.
Applications - who uses this standard
- Engine manufacturers for documenting and declaring rated power in owner’s manuals and product literature.
- Test laboratories and certification bodies performing power measurement and production conformity tests.
- Boat builders and propulsion system integrators verifying matched propulsion components and propeller selection.
- Regulators and notified bodies assessing conformity with EU Directive 2013/53/EU (see Annex ZA - presumption of conformity for power declaration when applied).

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
