Energy performance of buildings - Heating systems and DHW in buildings - Part 1: Inspection of boilers, heating systems and DHW, Module M3-11, M8-11
This document specifies inspection procedures for the assessment of energy performance of existing boilers and heating systems.
Heat generators types covered by this standard are:
- boilers for heating, domestic hot water or both;
- gas, liquid, solid fuel fired combustion boilers;
- electrically driven and gas driven heat pumps;
- thermal solar systems for domestic hot water, heating or both;
- other heat generators types, such as cogeneration units.
Parts of heating systems covered by this standard are:
- heat generators, including generation control;
- heating distribution network, including associated components and controls;
- heating emitters, including components and controls;
- space heating control system;
- heat storage and associated components;
- domestic hot water production system.
This standard covers issues related to energy conservation and environmental performance.
Table 1 shows the relative position of this standard within the set of EPB standards in the context of the modular structure as set out in prEN ISO 52000 1.

Dieses Dokument legt Inspektionsverfahren für die Beurteilung der Gesamtenergieeffizienz von vorhandenen Kesseln und Heizungsanlagen fest.
Zu den von dieser Norm erfassten Wärmeerzeugertypen gehören:
— Kessel für die Raumheizung und/oder Trinkwassererwärmung;
— Feuerungskessel für gasförmige, flüssige oder feste Brennstoffe;
— elektrisch angetriebene und gasbefeuerte Wärmepumpen;
— thermische Solaranlagen für die Trinkwassererwärmung und/oder Raumheizung und
— andere Wärmeerzeugertypen, wie z. B. KWK-Anlagen.
Zu den von dieser Norm erfassten Heizungsanlagenkomponenten gehören:
— Wärmeerzeuger einschließlich der Erzeugungsregelung;
— Wärmeverteilungsnetz einschließlich der dazugehörigen Komponenten und Regelungen;
— Heizköper, einschließlich der Komponenten und Regelungen;
— Regelungssystem für die Raumheizung,
— Wärmespeicherung und zugehörige Komponenten und
— Anlagen zur Trinkwassererwärmung.
Diese Norm umfasst Themen, die sich auf Energieeinsparung und auf Umweltschutzaspekte beziehen.

Le présent document définit les modes opératoires d’inspection pour l’évaluation de la performance énergétique des chaudières et des systèmes de chauffage existants.
Les types de générateurs de chaleur couverts par la présente norme sont :
- les chaudières pour le chauffage, la production d’eau chaude sanitaire ou les deux ;
- les chaudières à combustible gazeux, liquide ou solide ;
- les pompes à chaleur à moteur électrique et à moteur à gaz ;
- les systèmes solaires thermiques pour la production d’eau chaude sanitaire, le chauffage ou les deux ;
- les autres types de générateurs de chaleur, tels que les unités de cogénération.
Les parties des systèmes de chauffage couvertes par la présente norme sont :
- les générateurs de chaleur, y compris la régulation de la génération ;
- le réseau de distribution de chaleur, y compris les composants et les régulateurs associés ;
- les émetteurs de chauffage, y compris les composants et les régulateurs ;
- le système de régulation de chauffage des locaux ;
- le stockage de la chaleur et les composants associés ;
- le système de production d’eau chaude sanitaire.
La présente norme traite des problèmes relatifs à la conservation de l’énergie et à la performance écologique.
Le Tableau 1 indique la position relative de la présente norme dans l’ensemble des normes PEB dans le cadre de la structure modulaire définie par le EN ISO 52000 1.

Alternative and/or optional partial inspection procedures and measurement methods for heat generators and heating system parts are described in the accompanying Technical Report. power (heat load) cmb combustion fuel fuel ge generator envelope 5 Description of the method 5.1 Heat generator inspection Regular heat generator inspection procedures and methods are intended to: a) verify if the heat generator is set, operated and maintained correctly with regard to energy efficiency; b) estimate actual heat generator energy performance; c) when required, support advice on possible heat generator energy performance improvements. 5.2 Heating system inspection Heating system inspection procedures and methods are intended to: a) verify if the heating systems is set, equipped, operated and maintained correctly with regard to energy efficiency; b) estimate actual heat generator energy performance; c) estimate the sizing of the heat generator compared to building needs; d) provide advice on possible heating system energy performance improvements. A default set of application data and inspection level definitions is given in informative Annex B. 5.4 Advice General criteria for advice following heat generator inspection, when required, are given in 6.10. General criteria for advice following heating system inspection are given in 7.18. 5.5 Inspection report Following inspection of the heat generator or heating system, the results shall be recorded in an inspection report for the responsible for the operation and maintenance of the heat generator or heating system. The report shall include: a) identification of the heat generator or heating system; b) identification of the required inspection level; c) description of any activity (adjusting, setting, etc.) which was performed during the inspection; d) data recorded and/or measured as required by the inspection level; e) source of recorded data as required by the inspection level; f) reference and benchmark values, as required by the inspection level; g) a rating of the heat generator or heating system, if required by the inspection level; h) advice to user. diagrams, log-books. 6.4 Heat generator visual inspection If required by the inspection level, perform a visual inspection of the heat generator. Check for visual evidence of: a) fuel, flue gas or heating medium leaks in the heat generator installation room; b) heat generator insulation damage; c) for combustion generators, soot or other dirt in burner, combustion chamber and heat exchanger; d) correspondence between set and actual flow temperature (if the generator is operating); e) other specific evidence of improper or inefficient operation for other heat generators types; as required by the inspection level. State in the report any such evidence. 6.5 Heat generator functionality check If required by the inspection level, check whether the heat generator is providing the desired and designed services. Record in the report any relevant feed-back from user and operation and maintenance personnel, as available and appropriate. State in the report any relevant detected or reported malfunctioning. 6.6 Heat generator maintenance status If required by the inspection level, determine whether the heat generator is adequately maintained. Reference shall be made to: a) system designer’s instructions, if available; b) heat generator manufacturer’s instructions; c) any legal or statutory requirements, including required qualification for maintenance personnel. Consideration may be given to heat medium quality. SIST EN 15378-1:2018
heat generator. Advice shall take into account interactions between suggested actions. Advice shall indicate available options and suggestions for cost effective use of renewable energies. Advice may include recommendation for the use of best available technologies or the use of renewable sources. Advice shall include recommendation that regular maintenance by competent personnel is essential to keep a stable good energy performance of the heat generator. E.2 and E.3 of informative Annex E provides an informative list of possible improvement actions to be recommended. The list is neither exhaustive nor compulsory. NOTE 3 Additional advice criteria on specific topics are included in the dedicated clauses and related annexes. 7 Heating system inspection procedure 7.1 Heating system inspection level identification Determine the inspection level of the heating system according to the applicable level definition table. A default heating system inspection level is given in informative Annex B, Table B.2. NOTE Heating system inspection level may depend on heated surface, generation system power, date of erection, building type (residential/non-residential), etc. 7.2 Heating system inspection preparation When communicating the inspection date to the user, provide a list of relevant documents and information to be prepared for availability at inspection time. List at least documents that will be checked for availability according to 7.4. EXAMPLE 1 Examples of possibly relevant documents are: previous inspection reports, maintenance reports, fuel invoices or delivery notes, functional diagrams, building plans, operation or maintenance log-books, energy performance calculation report, energy performance certificate, system design documentation, components or heating system instructions. EXAMPLE 2 Examples of possibly relevant information are: heated surface or volume, actual use of the building, etc. 7.3 Heating system and inspection identification Collect and record the information on inspection, building (i.e. address, location) and heating system identification as specified in the inspection level definition.
