Safety rules for the construction and installation of lifts - Particular applications for passenger and goods passenger lifts - Part 76: Evacuation of persons with disabilities using lifts
This document specifies the additional requirements to EN 81-20:2020 for passenger and goods passenger lifts, which can be used to support faster evacuation of persons with disabilities and persons with walking difficulties, including in case of fire alarm.
This document does not apply to:
- lifts installed into buildings which are not in accordance with Annex C;
- lifts for evacuation due to circumstances which introduce other hazards such as explosion threat, chemical or biological attack, flooding, storm damage, or earthquake. In these cases, this document can be used as a basis with further measures as required from risk assessment.
The following significant hazards are out of the scope of this document (see Table 2):
- fire or smoke in the evacuation lift well, safe areas or machinery spaces;
- ingress of water to the lift well during evacuation process;
- insufficient or incorrectly located evacuation lifts;
- insufficient evacuation capacity;
- entrapment in waiting area (safe area) due to absence of lift service or adjacent stairs;
- structural collapse or failure of building services (including public supply network, lighting, ventilation) before the evacuation using lifts has been completed;
- presence of harmful gases, potentially explosive atmosphere, extreme climate conditions, transport of dangerous goods.
- Aufzüge, die in Gebäude eingebaut werden, die nicht den Bestimmungen von Anhang C entsprechen;
- Feuer und Rauch im Schacht des Evakuierungsaufzugs, in den sicheren Bereichen und an den Aufstellungsorten von Triebwerk und Steuerung;
- Eindringen von Wasser in den Aufzugschacht während des Evakuierungsprozesses;
- unzureichende oder falsch angeordnete Evakuierungsaufzüge;
- unzureichende Evakuierungsmöglichkeiten;
- Eingeschlossensein im Wartebereich (sicheren Bereich) aufgrund von nicht vorhandenem Aufzugbetrieb oder fehlendem angrenzenden Treppenhaus;
- Einsturz des Bauwerks oder Ausfall der Gebäudesysteme (inkl. öffentliches Versorgungsnetz, Beleuchtung, Belüftung) vor Abschluss der Evakuierung über die Aufzüge;
- aux ascenseurs installés dans des bâtiments non conformes à l'Annexe C ;
- détection d'incendie ou de fumée dans la gaine de l’ascenseur d'évacuation, les espaces sécurisés et les emplacements de machinerie ;
- pénétration d'eau dans la gaine de l'ascenseur au cours du processus d'évacuation ;
- ascenseurs d'évacuation insuffisants ou incorrectement situés ;
- capacité d'évacuation insuffisante ;
- emprisonnement dans une aire d'attente (espace sécurisé) dû à l'absence de service d'ascenseur ou escaliers adjacents ;
- effondrement de structure ou défaillance des services du bâtiment (par exemple : réseau électrique public, éclairage, ventilation) avant que l'évacuation par ascenseurs n'ait été terminée ;
- présence de gaz nocifs, atmosphère potentiellement explosible, conditions climatiques extrêmes, transport de marchandises dangereuses.
