Standard Practice for Quality Control of Psychophysiological Detection of Deception (Polygraph) Examinations
ABSTRACT
This practice establishes essential and recommended procedures for the conduct of quality control for a Psychophysiological Detection of Deception (PDD) examination, or polygraph examinations. The procedures state that all PDD examinations may be subjected to a quality control review. Experienced examiners who are trained in the PDD format utilized by the original examiner are qualified to conduct a quality control review of an examination. A quality control review shall be independent and objective and meet all applicable ASTM standards. The quality control process should involve the review of test data analysis of all charts collected, questions and answers utilized, the PDD report, among others. The person conducting the quality control review shall attest, in writing, as to whether the test data supports the conclusion rendered by the original examiner. All PDD documents and test data shall remain available for a quality control review for no less than a year or until the incident or circumstance requiring the examination to be conducted has been completely adjudicated.
SCOPE
1.1 This practice establishes essential and recommended procedures for the conduct of quality control for a Psychophysiological Detection of Deception (PDD) examination.

Overview
ASTM E2031-99(2016), Standard Practice for Quality Control of Psychophysiological Detection of Deception (Polygraph) Examinations, establishes essential and recommended procedures to ensure the integrity and reliability of polygraph examinations. Developed by ASTM International, this standard outlines the process for independent and objective quality control reviews of Psychophysiological Detection of Deception (PDD) examinations. By adhering to these procedures, forensic practitioners and organizations can enhance professional standards and foster trust in the results of polygraph testing.
Key Topics
Quality Control Procedures
The standard defines a systematic approach for quality control that includes the review, evaluation, and critique of PDD examinations. Reviews must be independent and objective, free of any undue influence from the original examiner or involved parties.Qualified Examiners
Only experienced examiners, trained in the same PDD format as the original examiner, are qualified to perform quality control reviews. This ensures accurate and consistent evaluations across examinations.Review Scope
The quality control review encompasses:- Evaluation of all collected test data, including polygraph charts and electronic recordings
- Verification of all questions and answers utilized in the examination
- Assessment of the completed PDD report
- Inspection of all documentation and paperwork related to the exam
Documentation and Record Retention
All relevant PDD documents and test data must remain accessible for at least one year, or until the case associated with the examination is fully adjudicated.Written Attestation
The reviewer is required to provide written confirmation stating whether the test data supports the conclusion rendered by the original examiner.
Applications
Forensic Investigations
Law enforcement agencies and forensic laboratories apply this standard to maintain high-quality polygraph procedures in criminal investigations and internal administrative matters.Legal Admissibility
Implementing ASTM E2031-99(2016) assists organizations in ensuring PDD examinations meet applicable legal and professional standards, increasing the potential admissibility of evidence in court or during judicial reviews.Institutional Policy Compliance
Many public and private sector organizations integrate these quality control procedures into their internal policies, ensuring that all polygraph testing aligns with recognized national and international standards.Continuous Professional Development
The standard supports ongoing examiner training and professional development by setting clear expectations for the conduct and review of PDD examinations.
