SIST EN 301 427:2001 is the SIST adoption of ETSI EN 301 427 for low data rate Land Mobile satellite Earth Stations (LMES) in the 11/12/14 GHz bands. It specifies radio spectrum limits and control-and-monitoring behaviour for LMES equipment used under Article 3.2 of the R&TTE Directive, so manufacturers, test labs and buyers can see what has to be demonstrated for conformity.
What does SIST EN 301 427:2001 specify?
SIST EN 301 427:2001 applies to LMES operating in the Fixed Satellite Service bands 10.70 GHz to 11.70 GHz, 12.50 GHz to 12.75 GHz and 14.00 GHz to 14.25 GHz. It covers vehicle-mounted or portable equipment, linear polarization, operation through a geostationary satellite, and LMES that are part of a satellite network controlled by a Network Control Facility (NCF), while the NCF itself is outside scope.
The document is organized into scope, references, definitions and abbreviations, technical requirements, testing requirements, detailed test methods, and Annex A with the EN Requirements Table.

What are the key requirements of SIST EN 301 427:2001?
SIST EN 301 427:2001 is built around spectrum protection and fail-safe transmission control. The main requirements in Clause 4 set emission limits, antenna sidelobe performance and control-and-monitoring actions that suppress unintended transmissions.
Emissions outside the band
Clause 4.2.1 limits unwanted emissions outside 14.00 GHz to 14.25 GHz. Below 1000 MHz the standard gives radiated field-strength limits, and above 1000 MHz it limits unwanted emission EIRP in carrier-on and carrier-off states. In practice, this is the part that helps avoid interference to other terrestrial and satellite services.
Emissions within the band
Clause 4.2.2 sets unwanted-emission limits within 14.00 GHz to 14.25 GHz. In carrier-on state, the limit depends on the declared maximum number of simultaneously transmitting LMES, called N, and the emissions are limited outside the nominated bandwidth. In carrier-off state, any emission in the band is limited to a fixed spectral-density level. The applicant must declare N and the operating conditions, because those values are needed for the conformity assessment.
Off-axis EIRP density
Clause 4.2.3 limits off-axis EIRP emissions density for directional and non-directional antennas. The allowed level depends on the angle from the main beam, the geostationary orbital arc, the tracking or pointing accuracy, and the power-density ratio K between a fully loaded system and a single LMES. This matters because antenna pointing and sidelobes are a major cause of interference to other satellites.
Control and Monitoring Functions (CMF)
Clause 4.2.4 requires a minimum set of Control and Monitoring Functions (CMF). Processor monitoring must drive the LMES to carrier-off state within 1 second of a processor fault, transmit-subsystem monitoring within 5 seconds, and power-on or reset must leave the LMES in carrier-off state. The LMES must also stay carrier-off without correct Control Channel (CC) reception, respond to transmission enable and disable commands, and transmit its identification code when requested.
Initial burst transmission
Clause 4.2.4.6 allows initial bursts only where no transmission-enable command is expected after power-on or reset. Those bursts are tightly limited in time and duration, so a terminal can start up without causing prolonged interference.
Testing and declared conditions
Clause 5 requires testing at representative points within the declared environmental profile, which includes humidity, temperature and supply voltage. Clause 6 also states measurement uncertainty limits and expects Special Test Equipment (STE) where needed, so the test report reflects the actual operating setup.
What terms does SIST EN 301 427:2001 define?
- Applicant - The manufacturer, authorized representative or other person responsible for placing the apparatus on the market.
- carrier-off state - The LMES state where it is not transmitting, or where it is authorized but not sending a signal.
- carrier-on state - The LMES state where it is authorized by the NCF to transmit and is sending a signal.
- Control Channel (CC) - The channel or channels used by the LMES to receive control information from the NCF.
- Environmental profile - The declared range of operating conditions under which the LMES must meet the standard.
- Installable Equipment (IE) - Equipment intended to be fitted to a vehicle, possibly as several interconnected modules.
- nominated bandwidth - The bandwidth nominated by the applicant that includes the transmission spectral elements and carrier frequency stability.
- unwanted emissions - Emissions falling outside the nominated bandwidth.
Who uses SIST EN 301 427:2001?
SIST EN 301 427:2001 is used by LMES manufacturers, design teams, conformity assessment bodies, test laboratories and quality managers. It is also relevant to buyers and technical specifiers who need to confirm that a low data rate satellite terminal will meet spectrum and control requirements before market placement or network acceptance.
What changed in SIST EN 301 427:2001 from the previous edition?
SIST EN 301 427:2001 states that it is based on TBR027 and was produced as part of the conversion of existing TBRs for the new R&TTE Directive framework. The foreword also says it is intended to become a Harmonized Standard under Directive 1999/5/EC.
Which standards are used with SIST EN 301 427:2001?
- Directive 1999/5/EC - The R&TTE Directive that gives the regulatory basis for the essential requirements covered here.
- CISPR 16-1 - Provides the apparatus and methods used for validating open area test sites and radiated measurements.
- Directive 98/34/EC - The procedural reference used in the foreword for the standards-and-regulations notification process.
- TBR027 - The technical predecessor on which this EN is based.
What does the SIST EN 301 427:2001 document contain?
The document contains limit tables for unwanted emissions, measurement uncertainty values, and the EN Requirements Table in Annex A. Clause 6 gives the detailed test arrangements and procedures for radiated and conducted measurements, including figures for open-area, substitution-antenna and spectrum-analyzer setups. It also includes the test methods for antenna gain, radiation patterns, off-axis EIRP density, CC reception, network commands and initial burst behaviour. This makes it a practical conformity document for design verification, laboratory testing and certification reporting.
