SIST TBR 020 E2:2004
(Main)European digital cellular telecommunications system (Phase 2); Attachment requirements for Global System for Mobile communications (GSM) mobile stations; Telephony
- Abstract
This Technical Basis for Regulation (TBR) specifies the technical requirements to be met by terminal equipment capable of connecting to a public telecommunications network. These requirements apply to terminals for Phase 2 of the public land mobile radio service, operating in the 900 MHz band with a channel separation of 200 kHz, utilising constant envelope modulation and carrying traffic channels according to the Time Division Multiple Access (TDMA) principle. This TBR specifies the requirements for GSM Telephony (speech) for the GSM900 version of the Global System for Mobile communications (GSM). For each test purpose and its corresponding conformance requirement, a reference is given to ETS 300 607-1 (GSM 11.10-1) [2]. The requirements apply to speech transmission. The measurement uncertainty is handled, as described in ETS 300 607-1 (GSM 11.10-1) [2]. This TBR covers the essential requirements of the Terminal Directive 91/263/EEC [1] Article 4g. Articles 4d, 4e, and 4f are covered by TBR 19. The Terminal Directive 91/263/EEC Articles 4a and 4b are covered by other directives, and, therefore, not by this TBR. In this TBR, there are no Electromagnetic Compatibility technical requirements in terms of the Terminal Directive 91/263/EEC, Article 4c. NOTE: Technical Requirements for EMC performance and testing of the equipment are covered by the relevant standards applicable to the EMC Directive 89/336/EEC, Annex A. Terminal equipment may be subject to additional requirements in other Common Technical Regulations (CTR) depending on the equipments functionality. ETS 300 607-1 (GSM 11.10-1) [2] constitutes the conformance test suite for GSM. The verification of the conformance requirements in this TBR is based on the tests described in this ref rence. The set of requirements in ETS 300 607-1 (GSM 11.10-1) [2] and the set of requirements in this TBR need not be identical. Some requirements only apply to specific types of mobile station (e.g. data tests only apply to mobil

SIST TBR 020 E2:2004 is the Slovenian standard identical to TBR 20 Edition 2, published by SIST and based on ETSI work for GSM mobile stations. It specifies attachment requirements for GSM Telephony (speech) on GSM900 terminal equipment that connects to a public telecommunications network, and it is written for manufacturers, test laboratories, and approval bodies.
What does SIST TBR 020 E2:2004 specify?
SIST TBR 020 E2:2004 specifies the technical requirements for speech-capable GSM900 terminal equipment in Phase 2 of the public land mobile radio service. The document ties each regulatory requirement to a conformance test in ETS 300 607-1 (GSM 11.10-1), so a reader can see both what must be met and where the test comes from.
The scope is focused on speech transmission over 200 kHz channels using constant envelope modulation and TDMA. The requirements are linked to the essential requirements of Terminal Directive 91/263/EEC Article 4g, while EMC performance is handled under the EMC Directive standards and other functional requirements may come from other CTRs.
| Annex | What it covers |
|---|---|
| Annex A (normative) | The TBR Requirement Table (TBR-RT), including the table format, status and support notations, references to ETS 300 607-1, and the static and dynamic requirement tables. |
What are the key requirements of SIST TBR 020 E2:2004?
SIST TBR 020 E2:2004 is built around a requirement table in Clause 4 and a structured TBR-RT in Annex A. In practice, that means a manufacturer must identify which functions the mobile station supports, then apply the matching requirements and tests.
Coverage and regulatory basis
- The standard covers terminal equipment for Phase 2 GSM900 speech and points to ETS 300 607-1 for the conformance tests. This matters because approval is based on the named test suite, not on ad hoc interpretation.
- The requirements are justified against Terminal Directive category g, which concerns interworking via the public telecommunications network. That tells a buyer or lab that the document is aimed at regulatory attachment testing.
- ETS 300 607-1 also handles measurement uncertainty. In practice, test results must be read with the uncertainty rules from the referenced conformance suite.
Speech performance requirements
- Table 1 in Clause 4 covers co-channel rejection for TCH/HS, sending and receiving sensitivity and frequency response, loudness ratings, STMR, LSTR, acoustic coupling loss, echo loss, stability margin, and sending distortion. These items describe basic speech quality, echo control, and how well the mobile station couples to the network.
- The justification notes explain why each item matters, such as preserving intelligibility or avoiding degraded speech quality. For a developer or test lab, this shows which failures are considered relevant to public-network speech service.
Full-rate and half-rate processing
- Clause 4 includes full-rate speech transcoding, receiver DTX functions, uplink speech transcoding, transmitter DTX functions, and speech-channel transmission delay items. These are mandatory where marked and are used to verify that speech is coded, transmitted, and delayed within the expected behavior.
- Half-rate versions of the same functions appear as conditional requirements. In practice, if the mobile station supports half-rate speech, those tests become part of the conformance claim.
- Several delay items also check transparency of MMI inputs. That matters because user actions should not add unexpected circuit delay.
Support-based selection in Annex A
- Annex A separates static requirements from dynamic requirements. The static table captures what the manufacturer has chosen to implement, while the dynamic table selects the test cases to run.
- Status notations such as M, O, C, N/A, and X define whether a requirement is mandatory, optional, conditional, not applicable, or excluded. This lets a test house decide quickly what applies to a specific mobile station.
- Support answers in the tables record the claimed implementation. In practice, this creates a clear conformity record for the exact terminal variant under test.
What terms does SIST TBR 020 E2:2004 define?
- CTR - Common Technical Regulations, meaning other regulatory documents that may add requirements depending on the equipment function.
- DTX - Discontinuous Transmission, the speech transmission mechanism that reduces transmission activity during pauses.
- EL - Echo Loss, used together with telephone acoustic coupling loss.
- MMI - Man Machine Interface, the user interface whose transparency and delay are tested.
- MS - GSM Mobile Station, the terminal equipment covered by the standard.
- TCH - Traffic CHannel, the radio channel carrying traffic.
- TCH/FS - Full rate Traffic CHannel for Speech, the full-rate speech channel.
- TCH/HS - Half rate Traffic CHannel for Speech, the half-rate speech channel.
- TDMA - Time Division Multiple Access, the channel access method used for traffic channels.
Who uses SIST TBR 020 E2:2004?
SIST TBR 020 E2:2004 is used by GSM mobile station manufacturers, compliance engineers, and test laboratories that perform approval testing for speech-capable terminals. It is also relevant to quality managers and regulatory approval bodies that need to check which tests apply to a specific handset or accessory.
The foreword also notes that active accessories are covered when they affect conformance to essential requirements. That makes the standard relevant to accessory suppliers whose products change terminal speech performance.
What changed in SIST TBR 020 E2:2004 from the previous edition?
SIST TBR 020 E2:2004 is the second edition of TBR 20. The foreword states that it is the result of further work within TC-SMG and that the Phase 2 TBR may be developed in stages, with the first release covering the basic Phase 2 requirements for full rate and primary band and later releases adding further requirements.
Which standards are used with SIST TBR 020 E2:2004?
- Terminal Directive 91/263/EEC - provides the essential regulatory basis, especially Article 4g.
- ETS 300 607-1 (GSM 11.10-1 Version 4.15.1) - provides the conformance test suite and the referenced test items.
- TBR 19 Edition 3 - covers access requirements mentioned as applying alongside this TBR.
- ETS 300 540 (GSM 03.50 Version 4.2.0) - covers transmission planning aspects of the speech service.
- ETS 300 504 Edition 3 (GSM 02.06 Version 4.4.0) - defines types of mobile stations used in the classification of requirements.
What does the SIST TBR 020 E2:2004 document contain?
The document contains a scope clause, a normative references clause, an abbreviations clause, and a requirements clause followed by a normative annex. Clause 4 presents a table of requirements and justifications, including the ETS 300 607-1 item, a short description, the TBR justification, the terminal directive category, and the test category.
Annex A explains the TBR Requirement Table in more detail. It gives the table format, the notation for status and support answers, and the static and dynamic requirement tables used to assess conformity and select test cases.

1 Scope
This Technical Basis for Regulation (TBR) specifies the technical requirements to be met by terminal
equipment capable of connecting to a public telecommunications network. These requirements apply to
terminals for Phase 2 of the public land mobile radio service, operating in the 900 MHz band with a
channel separation of 200 kHz, utilizing constant envelope modulation and carrying traffic channels
according to the Time Division Multiple Access (TDMA) principle.
This TBR specifies the requirements for GSM Telephony (speech) for the GSM900 version of the Global
System for Mobile communications (GSM).
For each test purpose and its corresponding conformance requirement, a reference is given to
ETS 300 607-1 (GSM 11.10-1) [2].
The Terminal Directive 91/263/EEC Articles 4a and 4b are covered by other directives, and, therefore, not
by this TBR.
In this TBR, there are no Electromagnetic Compatibility technical requirements in terms of the Terminal
Directive 91/263/EEC, Article 4c.
NOTE 1: Technical Requirements for EMC performance and testing of the equipment are
covered by the relevant standards applicable to the EMC Directive 89/336/EEC,
annex A.
Terminal equipment may be subject to additional requirements in other Common Technical Regulations
(CTR) depending on the equipments functionality.
ETS 300 607-1 (GSM 11.10-1) [2] constitutes the conformance test suite for GSM. The verification of the
conformance requirements in this TBR is based on the tests described in this reference. The set of
requirements in ETS 300 607-1 (GSM 11.10-1) [2] and the set of requirements in this TBR need not be
identical.
Some requirements only apply to specific types of mobile station (e.g. data tests only apply to mobile
stations with a data facility). The TBR also indicates the specific test which shall be carried out for each
mobile station type.
An active accessory is covered by this TBR if it modifies the terminal performance in an aspect which
affects conformance to essential requirements.
NOTE 2: Only active devices are subject to this TBR. Accessories may be tested with specific
terminals, and either approved for use with those terminals only, or may possibly be
approved for use with a wider range of terminals, depending on the nature and effect
of the accessory.
