Abstract

This European Telecommunications Standard (ETS) describes the technical characteristics and methods of test for Mobile Stations (MS), for the Pan European digital cellular communications system and Personal Communication Systems (PCS) operating in the 900 MHz and 1800 MHz band (GSM900 and DCS1800), standardized by ETSI Technical Committee Special Mobile Group (SMG). This ETS with methods of test is produced as a draft ETS. A subset of the tests is referenced in the GSM Common Technical Regulations (CTRs) and is used for regulatory conformance testing according to the EEC procedures for Telecommunications Terminal Equipment (TTE) type approval (EC Directive 91/263/EEC; also known as the Terminal Directive or Second Phase Directive). The remaining tests can be used to verify conformance with the GSM core technical specifications for those requirements that are not considered essential in the sense of the EC Directive 91/263/EEC (Article 4). This ETS covers the minimum characteristics considered necessary in order to provide sufficient performance for mobile equipment and to prevent interference to other services or to other users, and to the PLMNs. It does not necessarily include all the characteristics which may be required by a user or subscriber, nor does it necessarily represent the optimum performance achievable. It applies to the public land mobile radio service in the GSM900 and DCS1800 systems, using constant envelope modulation and operating on radio frequencies in the 900 and 1800 MHz bands respectively with a channel separation of 200 kHz and carrying 8 full rate channels or 16 half rate channels per carrier according to the TDMA principle. This ETS is part of the GSM-series of technical specifications. This ETS neither replaccs any of the other GSM technical specifications or GSM related ETS, nor is it created to provide full understanding of (or parts of) the GSM900 and DCS1800 systems. This ETS lists the requirements, and provides the methods of test for

SIST ETS 300 607-1 E2:2005 is the SIST adoption of ETS 300 607-1 Edition 2 from ETSI. It specifies conformance requirements and methods of test for Mobile Stations (MS) in the GSM900 and DCS1800 systems, so manufacturers, test laboratories, and approval bodies can verify behaviour against the GSM technical specifications.

What does SIST ETS 300 607-1 E2:2005 specify?

SIST ETS 300 607-1 E2:2005 covers the technical characteristics and test methods for MS used in the pan-European digital cellular communications system and PCS operating in the 900 MHz and 1800 MHz bands. The scope ties the document to constant envelope modulation, 200 kHz channel spacing, and TDMA operation with 8 full rate channels or 16 half rate channels per carrier.

SIST ETS 300 607-1 E2:2005 is written as a draft ETS and is used in two ways:

  • a subset of tests supports regulatory conformance testing for Telecommunications Terminal Equipment (TTE) type approval under EC Directive 91/263/EEC
  • the remaining tests check conformance to the GSM core technical specifications for requirements that are not considered essential for type approval

The standard focuses on minimum characteristics needed for adequate performance and to limit interference to other services, other users, and the Public Land Mobile Networks (PLMNs). It is organized into clauses 1 to 36, starting with scope, references, definitions, equipment, and testing methodology, and then moving through call setup, RF tests, protocol tests, SIM/ME tests, bearer services, speech, supplementary services, SMS, low battery detection, and special conformance test functions.

What are the key requirements of SIST ETS 300 607-1 E2:2005?

SIST ETS 300 607-1 E2:2005 is mainly a large set of conformance tests. The most important requirements are grouped by test area, and each area tells a lab what to set up, what message exchange or RF condition to apply, and what result counts as pass or fail.

Call setup, service support, and coding

  • Clause 10 defines generic call setup procedures for mobile terminating and mobile originating speech calls and data calls. These procedures cover paging, channel request, immediate assignment, authentication, ciphering, setup, assignment, and connect. In practice, this gives testers a repeatable call sequence instead of an ad hoc call attempt.
  • Clause 11 checks support and non-support of services and features such as multiple numbering scheme or ISDN, single numbering scheme, Advice of Charge Charging (AOCC), call hold, multiparty, Fixed Dialling Number (FDN), and IMEI Security. This matters because an MS must correctly accept what it supports and reject what it does not support.
  • Clause 11.8 covers coding of the Bearer Capability information element in both network-to-MS and MS-to-SS directions. This is important for data, speech, and facsimile setup because the network and MS must interpret the same bearer information in the same way.

RF transmitter and receiver behaviour

  • Clauses 12 to 14 cover conducted and radiated spurious emissions, frequency error, phase error, frequency error under multipath and interference, transmitter output power and burst timing, output RF spectrum, intermodulation attenuation, receiver reference sensitivity, usable receiver input level range, co-channel rejection, adjacent channel rejection, intermodulation rejection, blocking, spurious response, and AM suppression. These tests show whether the MS stays within RF limits and can still work under interference.
  • Clause 13.4 uses a gated part of the burst for spectrum measurements, and Clause 13.3 includes separate methods for equipment with a permanent antenna connector and equipment with an integral antenna. That distinction matters because the test setup changes with the physical design of the MS.

Mobility, timing, and cell behaviour

  • Clauses 15 to 18 cover timing advance and absolute delay, reception time tracking speed, access times during handover, and temporary reception gaps. These tests matter when a handset is moving, changing cells, or recovering from short interruptions.
  • Clause 20 is a major block on cell selection and reselection. It includes basic selection, varying signal strength, priority of cells, neighbour list handling, BSIC and BCCH decoding, emergency calls, cases where a cell is not allowed, downlink signalling failure, no suitable cell within 10 s, release of SDCCH and TCH, and multiband selection and reselection. In practice, these tests verify that the MS camps on the right cell and moves to another one at the right time.

Layer 1, 2, and 3 protocol conformance

  • Clause 25 tests layer 2 behaviour, including initialization, information transfer, disconnection, frame loss, incorrect command/response values, control-field errors, and invalid frames. This is the basic signalling reliability check.
  • Clause 26 tests layer 3 functions in a structured way. It covers channel request, IMSI detach and attach, radio resource management, paging, measurement reporting, channel assignment, handover, frequency redefinition, ciphering mode setting, classmark handling, channel release, starting time, mobility management, authentication, identification, location updating, call control, structured procedures, E-GSM signalling, and multiband signalling. These tests show how the MS behaves in real network control procedures.
  • Clause 26 also includes default contents of GSM900 and DCS1800 layer 3 messages for RR tests. That helps keep test cases consistent across labs.

SIM/ME interface and end-user functions

  • Clause 27 tests the SIM/ME interface, including short and long IMSI and TMSI handling, forbidden PLMNs, PLMN selector list updates, access control management, exchange protocol timing, reset handling, clock stop, mechanical contact checks, PIN and PUK handling, FND, SIM presence detection, and Advice of Charge functions. This is the part that checks how the terminal works with the SIM in daily use.
  • Clauses 29 to 34 cover bearer services, speech teleservices, supplementary services, speech transcoding, terminal features, SMS, and low battery voltage detection. In practice, these clauses check service behaviour, voice quality, message handling, and user notifications.

What terms does SIST ETS 300 607-1 E2:2005 define?

  • Mobile Station (MS) - the GSM terminal under test, including the radio part and related signalling behaviour.
  • Mobile Equipment (ME) - the equipment part that interfaces with the SIM and performs the terminal functions.
  • Public Land Mobile Network (PLMN) - the mobile network that the MS selects, camps on, and uses for service.
  • Subscriber Identity Module (SIM) - the card or module used for identity, security, and subscriber data in the MS/ME.
  • Broadcast Control Channel (BCCH) - the broadcast channel used for cell information, neighbour information, and reselection decisions.
  • Traffic Channel, full rate speech (TCH/FS) - the full rate speech traffic channel used in many speech and receiver tests.
  • Traffic Channel, half rate speech (TCH/HS) - the half rate speech traffic channel used where half-rate speech is supported.
  • Mobile Originated (MO) and Mobile Terminated (MT) - call directions used throughout the call setup, supplementary service, and SMS tests.

Who uses SIST ETS 300 607-1 E2:2005?

SIST ETS 300 607-1 E2:2005 is used by manufacturers of GSM handsets and other mobile terminals, by test laboratories that run conformance tests, and by certification or approval bodies that assess type approval evidence. Quality managers and buyers use it to confirm which services and features a device supports, and to check whether unsupported functions are handled correctly.

Network operators and integration teams use the test cases to understand how an MS behaves during selection, reselection, handover, signalling, and service setup. The document is also relevant to teams working on SIM behaviour, SMS, voice quality, bearer services, and RF performance in GSM900 and DCS1800 products.

Which standards are used with SIST ETS 300 607-1 E2:2005?

What does the SIST ETS 300 607-1 E2:2005 document contain?

SIST ETS 300 607-1 E2:2005 contains detailed conformance test cases with initial conditions, procedures, and pass or fail requirements. Many clauses use message sequences for paging, authentication, ciphering, assignment, handover, location updating, and call control, so the reader can execute the same test in the same order.

The document also contains RF measurement methods for conducted and radiated emissions, transmitter spectrum and power checks, receiver sensitivity and rejection tests, and mobility-related timing tests. Some sections use threshold tables, default message contents, and coding examples, especially for bearer capability and layer 3 signalling.

Later clauses add SIM/ME electrical and mechanical tests, speech and facsimile procedures, SMS tests, low battery detection, and special conformance functions such as internal test loops, the Electrical Man Machine Interface (EMMI), the Digital audio interface (DAI), and the SIM/ME test interface. A figure supports the handover timing test, and several sections are built around default message content to keep test runs repeatable.
