The present document defines the classes of environmental conditions and their severities to which telecommunications equipment may be exposed. The severities specified are those which will have a low probability of being exceeded; generally less than 1 %. The present document applies to equipment installed for stationary use at underground locations during:
- normal operation;
- on site installation and lining up;
- repair, maintenance and restoration of functions failed.

SIST EN 300 019-1-8 V2.1.2:2006 is a SIST standard in the ETSI Environmental Engineering (EE) series for telecommunications equipment. It specifies the class of environmental conditions and severities for stationary use at underground locations. In practice, it helps users describe the underground site environment that equipment may face during operation, installation, maintenance, and repair.
What does SIST EN 300 019-1-8 V2.1.2:2006 specify?
SIST EN 300 019-1-8 V2.1.2:2006 defines environmental condition classes for telecommunications equipment used in underground locations, with one main class: class 8.1 for partly weatherprotected underground locations. It is organized into Scope, References, Definitions and abbreviations, Environmental class, and Environmental conditions.
The scope covers stationary equipment during normal operation, on-site installation and lining up, repair, maintenance, and restoration of failed functions. The standard is therefore aimed at site conditions, not portable use.
The body then sets out:
- class 8.1 and its relationship to IEC 60721 classes
- climatic conditions
- biological conditions
- chemically active substances
- mechanically active substances
- mechanical conditions
- earthquake conditions
Figure 1 gives the climatogram for class 8.1, and figure 2 gives the earthquake response spectrum.
What are the key requirements of SIST EN 300 019-1-8 V2.1.2:2006?
Environmental class
Clause 4 defines class 8.1 as partly weatherprotected underground locations. The site is protected from direct weather influences, but those influences are not completely excluded. In practice, this tells the reader which underground installations fit the class, such as footway boxes, manholes, and some tunnels.
Clause 4 also notes that the climate in this class is based on measurements at typical underground telecommunications locations, because the IEC 60721 series has no dedicated underground class. That matters when selecting equipment or site profiles for testing.
Climatic, biological and chemical conditions
Clause 5.1 sets the climatic envelope for class 8.1. It covers moderate to warm temperatures, high humidity, condensation, icing, limited air movement, and the possibility of dripping water, condensed water, and soil water. For the user, this means equipment may need protection against moisture ingress and temperature cycling more than against direct sun or wind-driven rain.
Clause 5.2 allows mould, fungus, rodents, and other harmful animals, while excluding termites. This is relevant for enclosure design, material choice, and maintenance planning.
Clause 5.3 covers airborne contaminants such as sea salts, road salts, sulphur compounds, chlorine, hydrogen chloride, hydrogen fluoride, ammonia, ozone, and nitrogen oxides. It also notes that special class 3C3 values may be selected for individual parameters where needed, which helps when the installation is near stronger industrial emissions.
Mechanical and earthquake conditions
Clause 5.4 covers sand and dust, and clause 5.5 covers vibration and shock. The class includes stationary sinusoidal vibration and non-stationary vibration including shock, with a more severe special mechanical option 3M5. This matters when equipment is exposed to traffic vibration, nearby machinery, or similar mechanical disturbance.
Clause 5.6 addresses earthquake conditions. It uses a response spectrum approach and explains Zero Period Acceleration (ZPA), with assumptions for rigid foundations or high-rigidity structures. In practice, this is the part to use when the installation must be checked for seismic movement as well as ordinary vibration.
What terms does SIST EN 300 019-1-8 V2.1.2:2006 define?
- Absolute humidity - the mass of water vapour in a given volume of dry air.
- Relative humidity - the ratio of water vapour pressure in moist air to saturation pressure at the same temperature.
- Stationary use - equipment permanently placed at a site.
- Weatherprotected location - a location where equipment is protected from direct weather influences.
- Partly weatherprotected location - a location where direct weather influences are not completely excluded.
- RS - Response Spectrum, used to describe expected seismic motion at the mounting point.
- ZPA - Zero Period Acceleration, the high-frequency asymptotic acceleration level of a response spectrum.
Who uses SIST EN 300 019-1-8 V2.1.2:2006?
Telecommunications equipment manufacturers use this standard to describe the expected underground environment for enclosures and installed equipment. Test engineers use it to select environmental severities for qualification and type testing.
Site planners, installers, and maintenance teams use it when specifying conditions for manholes, footway boxes, tunnels, and similar underground locations. Quality managers and buyers use it to check whether a product is suited to the intended site environment.
What changed in SIST EN 300 019-1-8 V2.1.2:2006 from the previous edition?
The document history shows the earlier ETS 300 019-1-8 publication, a V2.1.0 approval step, and this V2.1.2 publication. The history records this version as the April 2002 publication of the standard.
Which standards are used with SIST EN 300 019-1-8 V2.1.2:2006?
The standard references these documents:
- IEC 60721-3-3 - provides the general classification of environmental groups and severities for stationary use at weatherprotected locations.
- IEC 60068-2-27 - provides shock test guidance used for the mechanical discussion.
- IEC 60721-2-6 - provides earthquake vibration and shock conditions in nature, used for the seismic class.
- IEC 60068-3-3 - provides seismic test methods and the response spectrum guidance used in clause 5.6.
The foreword also places this part in the wider ETSI series:
- Part 1-0 - general overview
- Part 1-1 to Part 1-7 - storage, transportation, stationary use at weatherprotected and non-weatherprotected locations, ground vehicles, ship environments, and portable/non-stationary use
- Part 2 - specification of environmental tests
What does the SIST EN 300 019-1-8 V2.1.2:2006 document contain?
SIST EN 300 019-1-8 V2.1.2:2006 contains one climate profile, one biological description, one chemical contamination table, one mechanical condition table, and one earthquake section with a response spectrum and coordinate points. These are used to describe site conditions for design, test planning, and equipment selection.
It also includes a climatogram for class 8.1 and a seismic response spectrum figure. The tables and figures give the practical profile of the underground environment without turning the document into a test method standard.
