Aircraft ground support equipment - Specific requirements - Part 17: Air conditioning equipment

This document specifies the technical requirements to minimise the hazards listed in Clause 4 which can arise during the commissioning, operation and maintenance of specific air conditioning equipment for aircraft ground support, when carried out in accordance with the specifications given by the manufacturer or his authorised repre-sentative. It also takes into account some requirements recognised as essential by authorities, aircraft and ground support equipment (GSE) manufacturers as well as airlines and handling agencies.
This document is not dealing with the hazards of air conditioning machinery itself, but with the equipment for the specific application of such machinery as aircraft ground support equipment.
This document applies to all types of moveable air conditioning equipment with evaporators for cooling, heating and ventilating the interior of civil aircraft from outside (ground air conditioning).
Examples see Annex A.
It also applies to air conditioning units and accessories, e.g. hoses, couplers, mounted on moveable parts of passenger boarding bridges and/or moveable parts of fixed centralized aircraft air conditioning equipment, whether passenger boarding bridge mounted or ramp integrated.
This document does not establish requirements for noise and vibration. Noise is dealt with in prEN 1915-4.
This document is not dealing with hazards in respect to a standard automotive chassis and the traffic on the apron.
This Part of EN 12312 is not applicable to air conditioning equipment, which is manufactured before the date of publication of this standard by CEN.

Luftfahrt-Bodengeräte - Besondere Anforderungen - Teil 17: Klimatisierungsanlagen

Dieses Dokument legt die technischen Anforderungen zur Minimierung der in Abschnitt 4 aufgelisteten Gefährdungen, die bei der Inbetriebnahme, Betrieb und Wartung von speziellen Klimatisierungsanlagen bei der Bodenversorgung an Luftfahrzeugen auftreten können, wenn diese in Übereinstimmung mit den Anweisungen des Herstellers oder seines Beauftragten ausgeführt werden. Sie berücksichtigt auch einige Funktions- und Gestaltungsanforderungen, die von offiziellen Stellen, Luftfahrzeug- und Bodengeräteherstellern sowie Luftverkehrs- und Abfertigungsgesellschaften als wesentlich erachtet wurden.
Dieses Dokument behandelt nicht die Gefährdungen, die von einer Klimatisierungsanlage als solches ausgehen, sondern die spezielle Anwendung dieser Anlagen als Luftfahrt Bodengeräte.
Dieses Dokument gilt für alle beweglichen Klimatisierungsanlagen mit Verdampfern für das Kühlen und für das Heizen und Lüften der Kabine von zivilen Luftfahrzeugen von außen (Klimatisierung am Boden).
Beispiele siehe Anhang A.
Es gilt auch für Klimatisierungsanlagen und Zubehör, wie Schläuche und Kupplungen, die an beweglichen Teilen von Fluggastbrücken montiert sind und/oder bewegliche Bauteile von festen, zentralen Klimatisierungsanlagen für Luftfahrzeuge, die an Fluggastbrücken angebracht oder in das Vorfeld integriert sind.
Dieses Dokument enthält keine Festlegungen hinsichtlich Lärm und Schwingungen.
Lärm und Schwingungen werden in prEN 1915 4 bzw. prEN 1915 3 behandelt.
Dieses Dokument behandelt keine Gefährdungen, die von einem Serienfahrgestell und vom Verkehr auf dem Vorfeld ausgehen.
Dieser Teil von EN 12312 gilt nicht für Klimatisierungsanlagen, die vor der Veröffentlichung dieser Norm durch CEN hergestellt wurden.

Le présent document définit les exigences techniques pour minimiser les dangers listés au paragraphe 4 qui pourraient intervenir tout au long de la mise en service, de l'exploitation et de la maintenance des groupes de climatisation pour service au sol d'aéronefs, lorsqu'elles sont effectuées en accord avec les spécifications fournies par le fabricant ou son représentant autorisé. Elle tient compte également d'exigences reconnues essentielles par les autorités, les fabricants d'aéronefs et de matériels de service au sol ainsi que les compagnies aériennes et les organismes d'assistance.
Le présent document ne traite pas des dangers des machines de conditionnement d'air elles-memes, mais des équipements pour leur application spécifique en tant que matériels de service au sol d'aéronefs.
Le présent document s'applique a tous les types de groupes de climatisation mobiles destinés a rafraîchir, chauffer ou ventiler l'intérieur d'un aéronef civil a partir de l'extérieur (climatisation au sol).
Voir des exemples en annexe A.
Elle s'applique également aux groupes et accessoires (tuyaux flexibles, dispositifs d'accouplement) de climatisation fixés sur des parties mobiles des passerelles passagers et/ou sur des parties mobiles des systemes fixes centralisés de climatisation d'aéronefs, qu'ils soient installés sur une passerelle passagers ou intégrés a l'aire de stationnement.
Le présent document ne prescrit pas d'exigences pour le bruit et les vibrations.
Le bruit et les vibrations sont traités respectivement dans le prEN 1915-4 et le prEN 1915-3.
Le présent document ne traite pas des dangers liés a un châssis automobile standard et au trafic sur l'aire de stationnement.
La présente partie de l'EN 12312 ne s'applique pas aux matériels de climatisation fabriqués avant la date de publication de cette norme européenne par le CEN.

support equipment", the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an identical text or

Introduction
This document specifies health and safety requirements, as well as some functional and performance requirements
for air conditioning equipment intended to be used for all aircraft types commonly in service in civil air transport.
The minimum essential criteria are considered to be of primary importance in providing safe, serviceable,
economical and practical air conditioning equipment. Deviations from the recommended criteria should occur only
after careful consideration, extensive testing, risk assessment and thorough service evaluation have shown
alternative methods or conditions to be satisfactory.
This document is a Type C standard as stated in EN 1070:1998.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this document.
When provisions of this type C standard are different from those, which are stated in type A or B standards, the
provisions of this type C standard take precedence over the provisions of the other standards, for machines that
have been designed and built according to the provisions of this type C standard.
