Geographic information - Registration and register governance (ISO 19135:2026)

This document defines a framework for the extensible registration of information — an approach used to manage an information register.
This framework specifies the following requirements of an information register:
capability requirements that an information register uses to manage register content;
governance requirements that define a set of processes and rules used in the establishment, management, operation, content publication and use of an information register.
The following considerations are out of scope of this document:
implementation details for the realization of an information register;
content and related definitions that are managed within an information register.

Overview

FprEN ISO 19135 (ISO/DIS 19135:2024) defines procedures for establishing, maintaining and publishing registers that assign unique, unambiguous and permanent identifiers to items of geographic information. The standard focuses on the practical elements necessary to manage registration, including persistence, integrity and governance of register content and concepts. It supports consistent register operations across organizations and promotes interoperability for geospatial data and services.

Key Topics

The document covers a structured set of topics that are essential for register governance and operation:

  • Identifiers: principles for persistent and unambiguous identifiers and the structure of URIs used in ISO/TC 211 resources.
  • Content layer: management of register items, status designations, lifecycle actions, and retention of change history.
  • Concept layer: modelling concepts, versions, relationships and how concept-level governance differs from content-level control.
  • Governance roles: responsibilities of register owners, managers, control bodies, proposers, users and system managers.
  • Governance processes: processes for establishing a register, proposal, approval and appeal workflows, and ongoing content management.
  • Conventions and resources: UML notation, conformance classes/tests, and presentation of ISO/TC 211 resources.

These topics emphasize persistent access, protection of integrity, and mechanisms to retain historical changes so that identifiers and meanings remain reliable over time.

Applications

FprEN ISO 19135 is directly applicable to organizations that design, maintain or rely on registers for geographic information. Practical applications include:

  • National and regional geospatial agencies publishing authoritative code lists, feature identifiers and vocabularies.
  • Data integration projects that require stable identifiers to link datasets across systems and time.
  • Software and service providers implementing register systems, APIs and URI templates consistent with ISO/TC 211 resources.
  • Governance frameworks that need defined roles, approval processes and audit trails for register changes.

Benefits for implementers include improved data interoperability, clearer stewardship responsibilities, reduced ambiguity in identifiers, and stronger long-term access to geospatial references.

Related Standards

FprEN ISO 19135 is part of the ISO/TC 211 framework for geographic information and should be considered alongside other ISO geospatial standards concerning data models, metadata and service interfaces. Implementers typically reference ISO/TC 211 resources (URI templates, conformance classes) and align register governance with national or sectoral policies for geospatial data.

By following the procedures and governance concepts in FprEN ISO 19135, organizations can build robust, auditable registers that sustain the integrity and interoperability of geographic information over time.
