Overview
EN 13631-10:2025 - published by CEN - defines standardized test methods to verify the means of initiation used with explosives for civil uses: detonators, detonating cords and boosters. The standard specifies how to confirm that a given detonator, detonating cord or booster reliably initiates and produces complete detonation of blasting explosives and boosters. It replaces EN 13631-10:2003 and forms part of the EN 13631 series for explosives for civil uses. Note: the standard does not apply to black powder used for blasting or to other explosive substances.
Key topics and requirements
- Scope and principle: verification is based on observing complete detonation of conditioned test pieces. For blasting explosives, completeness is verified by measuring the velocity of detonation (VOD) against the value specified in EN 13631-1:2025. For boosters, completeness can also be shown by an indentation on a witness plate.
- Test specimens and conditioning: prepare three test pieces per initiation type; condition at the minimum temperature of use (±2 °C) for 2 hours and keep in an insulated container during transport.
- Apparatus: required equipment includes steel tubes (S235) and plastic liners, VOD measuring systems capable up to 10 000 m/s (±100 m/s), length gauges, calipers, balance, adhesive tape and a witness plate (EN AW‑6082 aluminium, ~50 ±10 mm length, width ≥40 mm, recommended thickness ≥5 mm). Detonating cord core loads between 6 g/m and 20 g/m are referenced for witness-plate testing.
- VOD measurement methods: two permitted approaches - start‑stop (two sensors like optical fibres, ionisation or piezo pins) and a continuous probe method (e.g., copper rod or coaxial cable).
- Test procedure and reporting: assembly specifications, attachment of the means of initiation and of VOD sensors, criteria for acceptance, expression of results and detailed test-report content are set out to ensure repeatability and traceability.
Applications and users
EN 13631-10:2025 is intended for:
- Manufacturers of detonators, detonating cords and boosters (product verification and quality control)
- Independent testing laboratories and accreditation bodies
- Mine and quarry operators, blasting contractors and civil engineering firms (procurement and safety validation)
- Regulatory and conformity assessment authorities ensuring safe deployment of blasting systems
Using this standard supports compliance, improves blasting safety, and provides reproducible test results for procurement and quality assurance.

4 Principle
The correct functioning of the means of initiation ensures safe, reliable and complete detonation of
blasting explosives and boosters. The correct functioning of the means of initiation is verified through
observation of complete detonation upon initiation of test pieces. In case of blasting explosives, complete
detonation is given when the measured velocity of detonation of the test pieces is equal or higher than
the value specified for the explosive in accordance with EN 13631-1:2025, 4.1.8. In case of boosters,
complete detonation is either given the same way as for blasting explosives or by means of an indentation
shown on a witness plate. Testing is done at the minimum temperature of use specified for the explosive.
5 Apparatus
5.1 Means of initiation, being a detonator, a detonating cord with a detonator or a booster with a
detonator, in accordance with EN 13631-1:2025, 4.1.4 for explosives for blasting or with
EN 13631-1:2025, 6.1.5 for boosters.
5.2 Steel tube, of steel grade S 235 in accordance with EN 10025-2:2019, Clause 4 and Tab
