Overview

oSIST prEN 645:2026:2026 specifies standardized methods for preparing a cold water extract from paper and board materials intended to come into contact with foodstuffs. Issued by CEN/TC 172, this European Standard guides laboratories and manufacturers in the assessment of potential chemical migrants that might transfer from packaging materials into food under cold water conditions.

The document details procedures for 24-hour and 30-minute cold water extraction, filtration, and preparation of extracts to analyze potential migration of substances. Its main objective is to support food safety, product compliance, and harmonized testing within the food contact materials sector.

Key Topics

  • Scope and Applicability
This standard applies to all types of paper and board intended for direct contact with food. It addresses the safety and compliance of packaging materials by specifying how to extract and analyze potential migrants.

  • Extraction Procedures

    • 24-hour extraction: A standard method where paper or board is soaked in cold water at 23 ± 2°C for 24 hours, with periodic manual agitation.
    • 30-minute extraction: An alternative shorter duration method, accommodating some national regulations.
    • Both methods emphasize minimizing contamination by using protective gloves and ceramic scissors.
  • Filtration and Analysis
After extraction, the filtrate is processed for chemical analysis. The document provides formulas to express results in mg/l of water extract, mg/kg paper, and mg/dm², to suit different regulatory and testing needs.

  • Quality Control Measures

    • Use of laboratory-grade glassware and precise balances.
    • Sampling and moisture content determination according to referenced ISO standards.
    • Ensuring sample integrity by avoiding direct contact with test surfaces.
  • Reference to National and International Methods If no specific standard for analysis exists, national or international water analysis methods may be adopted, ensuring versatility across regions.

Applications

  • Quality Assurance for Food Packaging:
Ensures that paper and board used in food packaging meet stringent migration limits and do not pose a risk to consumer health.

  • Regulatory Compliance:
oSIST prEN 645:2026 enables manufacturers and laboratories to comply with European Union and national food contact material regulations by using harmonized and validated testing approaches.

  • Product Development:
Assists R&D teams in evaluating new paper-based materials for packaging by providing a standardized method to assess the migration risk of chemical components.

  • Market Access:
Conformity with oSIST prEN 645:2026 can streamline access to multiple European markets, as the standard is being developed for broad CEN recognition.

  • Supporting Accreditation:
Laboratories seeking accreditation for food contact material analysis can rely on oSIST prEN 645:2026 for recognized procedures ensuring reliable, reproducible results.

Related Standards

  • EN ISO 186: Sampling of paper and board to determine average quality.
  • EN ISO 287: Determination of moisture content (oven-drying method).
  • EN ISO 536: Determination of grammage.
  • EN ISO 3696: Analytical laboratory water specification and test methods.
  • EN ISO 6556: Laboratory glassware - Filter flasks.
  • ISO 1773: Boiling flasks used in laboratory settings.

These related standards should be consulted for specific guidance on sample collection, preliminary measurements, and the use of laboratory apparatus necessary for implementing oSIST prEN 645:2026 procedures.

oSIST prEN 645:2026 plays an essential role in safeguarding food safety through effective testing of paper and board food contact materials. Adoption of this standard fosters confidence in packaging safety and compliance across the food industry.
