Overview
FprEN IEC 62841-4-4:2020/FprAB:2025 (CLC) is a draft European amendment specifying safety requirements for electric motor‑operated lawn and garden tools. It covers hand‑held and walk‑behind lawn trimmers, lawn edge trimmers, grass trimmers, brush cutters and brush saws used by a standing operator. This Part 4‑4 is intended to be used together with EN 62841‑1:2015 + A11:2022 (general requirements) and aligns with CENELEC/CENELEC processes as a prAB draft.
Key topics and technical requirements
Marking and instructions
- Instruction manuals must consider the expected education level of non‑professional users.
- Noise and vibration information must be declared and explained as a comparison and preliminary exposure assessment tool.
- A recommendation to wear hearing protection must be included.
Noise emission requirements
- Report A‑weighted emission sound pressure level LpA and uncertainty KpA when LpA > 70 dB(A); otherwise state that LpA ≤ 70 dB(A).
- For lawn trimmers / edge trimmers, declare A‑weighted measured and guaranteed sound power level LWA.
- For grass trimmers, brush cutters and brush saws, declare LWA and uncertainty KWA when LpA > 80 dB(A).
Vibration reporting
- Provide vibration total value and uncertainty measured per Annex I.
- If vibration ≤ 2.5 m/s² state this fact; if > 2.5 m/s² give the measured value.
Construction and safety features
- Amendments to Clause 21 (construction) include title change to “Distance from guard to power switch”.
- Requirements for isolation devices on tools with integral batteries: must disconnect at least one battery pole, provide unambiguous state indication and protection against accidental reconnection.
- For hand‑held and walk‑behind trimmers with integral batteries, a separate means to disconnect the cutting motor circuit (separate from the power switch) must be accessible in normal operating position.
Measurement and testing
- Annex I (measurement of noise and vibration) is normative and aligned with ISO/IEC acoustics guidance; ISO 3744 is noted for sound power determination where relevant.
Practical applications and audience
Who uses this standard:
- Manufacturers designing and certifying lawn and garden tools.
- Compliance engineers and test laboratories conducting noise/vibration and safety tests.
- Technical writers and product teams preparing user manuals and safety markings.
- Regulators, procurement teams and safety assessors verifying conformity with EU directives.
Use cases:
- Product design for safer operation and maintenance (battery isolation, disabling devices).
- Preparing CE‑marking technical files and declarations of conformity.
- Producing compliant user instructions and noise/vibration declarations for market access.

The Part 4-4 supplements or modifies the corresponding clauses in EN 62841-1:2015 and all of its amendments
and corrigenda (if any), to convert it into the European Standard: Particular requirements for lawn trimmers,
lawn edge trimmers, grass trimmers, brush cutters and brush saws.
Where a particular subclause of Part 1 is not mentioned in Part 4-4, that subclause applies as far as relevant.
When this document states “addition”, “modification” or “replacement”, the relevant text in Part 1 is to be adapted
accordingly.
The following print types are used:
— requirements; in roman type
— test specifications: in italic type;
— notes: in smaller roman type.
The terms defined in Clause 3 are printed in bold typeface.
Subclauses, notes, tables and figures which are additional to those in Part 1 are numbered starting from 101.
Clauses, subclauses, notes, tables, figures and annexes which are additional to those in IEC 62841-4-4:2020

2 Modifications to Annex I, “Measurement of noise and vibration emissions”
Replace the title of Annex I with the following:
“Annex I
(normative)
Measurement of noise and vibration emissions”
and delete the NOTE.
Replace the existing NOTE in subclause I.2.2.1 with the following:
“NOTE Machines designated as grass trimmers in this document, where the kinetic energy of one cutting element does
not exceed 10 J, are considered “lawn trimmers” by European Directive 2000/14/EC. For these, as well as for lawn trimmers
and lawn edge trimmers, the A-weighted measured and guaranteed sound power levels L are determined according to
WA
the European Directive 2000/14/EC, as amended.”
3 Modification to Annex K, “Battery tools and battery packs”
Replace the existing NOTE 301 in K.1 Scope with the following:
Clause K.1 of Part 1 is applicable, except as follows.
Addition:
“This document applies to hand-held and walk-behind lawn trimmers and lawn edge trimmers, used by a
standing operator for cutting grass, weeds or similar soft vegetation, and grass trimmers, brush cutters and
brush saws used by a standing operator for cutting grass, weeds, brush, bushes, saplings and similar
vegetation.
This document does not apply to
— hand-held machines having a mass of 18 kg or greater;
— self-propelled lawn trimmers or lawn edge trimmers;
— scissors type lawn trimmers and lawn edge trimmers;
— machines equipped with metallic cutting accessories consisting of more than one piece, e.g. pivoting
chains or flail blades;
— edgers with rigid and/or metallic cutting devices;
— grass trimmers, brush cutters and brush saws equipped with integral batteries.
NOTE 301 Freely pivoting non-metallic cutting elements are considered not to be rigid cutting devices.
NOTE 302 Edgers with rigid or metal cutting devices will be covered by IEC 62841-4-11.
NOTE 303 Annex EE provides an informative summary of characteristics for lawn trimmers, lawn edge trimmers, grass
trimmers, brush cutters and brush saws.
Brush cutters and brush saws covered by this document are designed only to be operated with the machine
to the right of the operator.”
Delete NOTE 303 of K.8.14.1.102.
Replace the NOTE in K.21.18 with the following normative text:
“K.21.18.Z301 Isolation device
Hand-held trimmers and walk-behind trimmers with an integral battery shall be equipped with an isolation
device to prevent the risk of injury from mechanical hazards during servicing or user maintenance.
An isolation device shall:
— provide disconnection of at least one pole of the battery from the serviceable region of the machine;
— be equipped with an unambiguous indication of the state of the disconnection device which corresponds to
each position of its manual control (actuator);
— be provided with protection against accidental reconnection.
