Paints and varnishes - Examination and preparation of test samples (ISO 1513:2010)

ISO 1513:2010 specifies both the procedure for preliminary examination of a single sample, as received for testing, and the procedure for preparing a test sample by blending and reduction of a series of samples representative of a consignment or bulk of paint, varnish or related product.

Overview

SIST EN ISO 1513:2011, titled Paints and varnishes - Examination and preparation of test samples, is an internationally recognized standard developed by ISO/TC 35 in collaboration with CEN/TC 139. This standard specifies the procedures for the preliminary examination and preparation of test samples from paints, varnishes, and related products. It applies to single samples as received for testing, as well as blended samples representing consignments or bulk products.

The standard aims to ensure uniformity and reliability in preparing samples prior to testing, covering liquid, paste-like, and powder forms. Adoption of SIST EN ISO 1513:2011 facilitates consistent quality control and harmonizes testing practices across laboratories and manufacturers.

Key Topics

  • Preliminary Examination of Samples
    SIST EN ISO 1513:2011 outlines steps for visually inspecting samples, including:

    • Identification of surface skin characteristics (hardness and thickness)
    • Assessment of consistency, noting thixotropy vs. gelling
    • Detection of separation into layers or visible impurities
    • Evaluation of clarity, color, and sediment type of the sample
  • Sample Preparation Methods
    The standard details homogenization and mixing approaches to produce a representative, uniform test sample:

    • Removal of surface skin by straining if necessary
    • Thorough mixing without entrapping air bubbles to ensure homogeneity
    • Treatment of samples with compact sediment by partial separation, remixing, and reincorporation
    • Procedures tailored to liquid, paste, and powder forms
  • Blending and Reduction of Composite Samples
    Where multiple samples are taken from a homogeneous product, this standard advises on:

    • Combining and blending individual samples into one representative batch
    • Sample reduction techniques such as quartering or rotary sample division for powders
    • Proper labeling and storage to maintain sample integrity
  • Safety and Handling Considerations
    The standard includes safety precautions for opening containers, recognizing potential gas or vapor pressure buildup in stored paints and varnishes.

  • Documentation and Reporting
    A preliminary examination report capturing observations on sample condition, preparation procedures, and anomalies is recommended to support traceability and quality assurance.

Applications

SIST EN ISO 1513:2011 is essential for organizations involved in paint and varnish manufacturing, quality control laboratories, regulatory agencies, and research institutions where accurate and reliable testing of coatings and related products is critical. Key applications include:

  • Quality Control Testing
    Ensures consistency and representativeness of samples prior to chemical, physical, or performance testing of paints and varnishes.

  • Regulatory Compliance
    Supports conformity assessment processes by standardizing sample preparation in line with international norms.

  • Product Development
    Facilitates accurate evaluation of new formulations through standardized sample handling and preparation.

  • Inter-laboratory Comparisons
    Improves reproducibility of test results by harmonizing sample preparation methodologies across testing facilities.

Related Standards

To fully implement SIST EN ISO 1513:2011, reference should also be made to:

  • ISO 4618: Paints and varnishes - Terms and definitions
    Provides standardized terminology essential for clear communication in coating technology.

  • ISO 15528: Paints, varnishes and raw materials for paints and varnishes - Sampling
    Defines the procedures for obtaining representative samples prior to testing as per ISO 1513 sample preparation requirements.

By aligning with these related standards, laboratories and manufacturers can achieve a comprehensive approach to sampling, testing, and quality assurance in the paints and varnishes industry.

ISO 1513:2010(E)
Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 1513 was prepared by Technical Committee ISO/TC 35, Paints and varnishes, Subcommittee SC 9,
General test methods for paints and varnishes.
This fourth edition cancels and replaces the third edition (ISO 1513:1992), which has been technically revised.
It also incorporates the Technical Corrigendum ISO 1513:1992/Cor.1:1994. The main technical changes are:
a) the title has been changed to “Examination and preparation of test samples”;
b) the normative references have been updated;
c) a definitions clause with definitions of thixotropy and homogenization has been added;
d) the examination and mixing procedures for liquid and paste-like products have been combined into a
single clause (Clause 5);
e) the type of sieve to be used for straining the sample is no longer specified.
